ONF INTERNATIONAL (ONFI)
ONF International (ONFI) is a consultancy firm specialising in sustainable forest management and environmental conservation. A simplified joint stock company, a subsidiary of the Office National des Forêts (ONF), ONFI’s mission is to provide expertise, technical assistance, and training on all continents. Our strengths cover a wide range of topics: natural forest management, plantations (forestry and agroforestry), climate change and REDD+, mapping and remote sensing, natural risk management, protected areas / ecotourism, integrated land management.
We have been involved in the fight against deforestation and global warming for 20 years.
ONFI is a human-sized company with a team of around 25 employees (mainly experts) in the immediate vicinity of Paris and international subsidiaries in Africa and Latin America (60 people in total worldwide).
CONTEXT
The global project Forests4Future contributes to the international goals of halving deforestation by 2020 and ending the destruction of natural forests by 2030, as well as restoring 350 million hectares of deforested and degraded forest landscapes. These goals, contained in the 2030 Agenda (in particular SDG 15), the New York Declaration on Forests
(NYDF), the Bonn Challenge and the Paris Climate Agreement, are in line with the strategic goals and plans of the Rio Conventions and the United Nations Forum on Forests. Forest Landscape Restoration (FLR) is one of the most important issues in addition to the reduction of emissions from Reducing Emissions from Deforestation and Forest Degradation”. Degradation, REDD+ and “deforestation-free supply chains” is one of the three pillars of the BMZ Forest Strategy. In the Forest Action Plan (2017), the BMZ stated that it would support selected partner countries in restoring forests and tree-rich, productive landscapes to counteract forest degradation. The goals of reforestation, the Food security and the development of rural areas are to be reconciled. The international initiatives to restore forest landscapes, in particular the “The African Forest Landscape Restoration Initiative (AFR100) and forest governance
provide the framework for the global project. The global project is closely linked to the objectives of AFR100. This African initiative, a multi-actor partnership (MAP), was co-funded by the BMZ.

The political sponsor is the African Union Development Agency (AUDA,
formerly NEPAD). Other important partners include the World Bank, the International Union for the Conservation of
Nature (IUCN) and the World Resources Institute (WRI). In the partner countries, the GV is oriented towards national development and climate goals. The New York Declaration on Forests (NYDF) (Goal 10) and the BMZ’s Forest Action Plan identify the improvement of forest governance, in particular the creation of appropriate legal regulations, the recognition of the rights of local and indigenous communities, the fight against illegal practices and the creation of transparency and legal certainty as important preconditions for the conservation and restoration of forests. The global project has so far implemented measures in the following countries: Ethiopia, Benin, Côte d’Ivoire, Cameroon, Madagascar, Togo, Laos, Vietnam. In addition, the Global project advises the BMZ Sector Unit on issues of Forest Landscape Restoration (FLR) and Forest Governance (FLEGT) in global, continental (Africa, Asia, Latin America) and country-specific terms. The Global Project is also responsible for the conceptual support of the AFR100 Initiative, participation in the steering of the AFR100 Initiative, issues in connection with the Bonn Challenge and other international projects. In addition, GV F4F also follows international and European forest governance processes on behalf of BMZ, in particular the FLEGT Regulation and Action Plan as well as the ongoing legislative initiative for an EU Regulation on Deforestation. Under a co-financing arrangement with FCDO, the FLEGT-VPA process is supported in Vietnam, Laos and Cameroon, with a special focus on activities to promote legal timber trade between the three

OBJECTIVES (non exhaustives)
Togo:
Development of a results-based payment approach for FLR, support in identifying financing options for FLR, project design and coordination for possible co-funding and/or extension, studies on resilience and Climate impact of FLR measures, advice on FLR and climate adaptation, further flanking measures, such as support for the scaling-up process for FLR measures:
− Preparation of empirical data for replication in other, already designated regions, Analysis on the
− political/administrative framework conditions for cross-border FLR measures,
− support in the processing of experiences for the integration of FLR into national policies and processes, support for national partners in the mobilisation of financial resources from the national budget (e.g. budgeting, sustainable financing, Landscape Finance Lab, development of PPP models), but also from international financing sources (GEF, IKI, etc.) for the implementation of further FLR measures in the country, feasibility studies on market analyses and business models for micro and small enterprises (MA-SME) for forestry products with a view to regional/international markets, Feasibility study for the establishment of a FLR competence centre
Bénin:
− Conducting ROAM assessments in two watersheds, supporting the integration of FLR elements into key planning and strategy documents at regional and national level, conducting a participatory study on the priorities of the local population regarding the Use of non-wood products, design and implementation of training formats for FLR, development of communication measures for FLR for the local context.
Ivory Coast:
− Côte d’Ivoire: support for the drafting of a six-monthly progress report of the initiatives, including AFR100, support for the development of afforestation, agroforestry and forest conservation management plans as well as land use mapping, processing of information for capacity building of a FLR-specialized unit, analysis and evaluation of funding and financing instruments for FLR measures as well as assessments of the potential of result-based payments for FLR studies on the economic potential of agroforestry measures.
Cameroon:
− Cameroon: Support for the preparation of participatory land use plans, analysis of deforestation drivers in the region, assessment of land rights and use issues, development of a model for inclusive access and use rights, design of an innovative financing approach for FLR,
− Introduction of a co-management approach for selected areas in the Project Area.
− Contributions to the monitoring and reporting of the country module
QUALIFICATIONS REQUIRED
For All Experts:
− University degrees (Diplom/Master) in (alternative) Forestry, timber, agriculture, land use planning, Political science, environmental science,
business administration
− Language: a good command of written and spoken English (mandatory), written and spoken French (A plus)
− General professional experience: 3 to 5 years of professional experience in the sectors of forestry or Timber management, or land use planning or business management
− Specific professional experience: 3 years of professional experience (alternatively according to your field)
− Leadership/management experience: not applicable
− Regional experience: in African countries required
− DC experience: 5 years
