Position: Public Health Specialist – HIV/TB & Opportunistic Infections Lead (Open to All Applicants)

Key Responsibilities
As a Senior Program Manager and technical Public Health Advisor for TB, HIV, and Opportunistic Infections (OIs), this role provides essential leadership in CDC-Cameroon’s efforts to address HIV/TB co-infection. Reporting directly to the Associate Director of Clinical and Laboratory Services and Country Director, the incumbent will:
- Oversee strategic and operational aspects of TB/HIV and OI program management.
- Serve as a primary technical consultant to both the Ministry of Health and program implementation partners.
- Facilitate cross-agency coordination within the PEPFAR framework to ensure program goals align with the strategic objectives of both the U.S. government and local health policies.
The role requires a robust technical background in public health and includes day-to-day management, collaboration with NGOs, and attendance at high-level policy and strategic planning meetings on TB/HIV and OI initiatives. This position demands a results-driven leader with strong communication and advocacy skills to guide program implementation and influence partner organizations toward best practices in co-infection treatment.

Qualifications and Requirements
Security Clearance: Selected candidates must obtain a Security Certificate or Public Trust Security Clearance and pass a background investigation. Candidates may also undergo a pre-employment medical exam.
Educational Background:
- A Doctorate in Public Health (DrPH), Doctor of Medicine (MD) with a specialization in Internal Medicine, or MD with a Master’s in Public Health (MPH)
- PhD in Public Health or Epidemiology
- MBBS (European equivalent to an MD)
Experience:
- Minimum 5 years of senior-level experience in public health programs, with a focus on TB/HIV or related HIV program initiatives.
- At least 1 year of experience in a managerial role overseeing multiple team members.
Language Proficiency:
- Fluent in English (speaking, reading, writing)
- Good working knowledge of French (speaking, reading, writing)
Core Knowledge and Skills
Technical Knowledge:
- Comprehensive understanding of TB/HIV epidemiology, behavior change strategies, counseling, and clinical interventions for TB/HIV co-infection.
- Familiarity with Cameroon’s healthcare system, Ministry of Health protocols, and relevant policies.
- Knowledge of administrative processes supporting memoranda of understanding and cooperative agreements.
Skills and Abilities:
- Strong written and verbal communication skills to effectively collaborate with national and international partners.
- Proven project management expertise to lead multidisciplinary teams, manage daily activities, and support strategic objectives independently.
- Analytical skills to evaluate program effectiveness and generate actionable insights.
- Intermediate proficiency in Microsoft Word, Excel, and data management systems.
- Skilled in monitoring and evaluation (M&E), including data interpretation and reporting for program optimization.
