Education Specialist (Monitoring and Reporting)

Under the direct supervision of the Chief of Education, the Education Specialist (Monitoring and Reporting) provides technical, operational, and administrative support across the full programme cycle of education initiatives within the Country Programme. This includes contributing to programme design, implementation, monitoring, evaluation, and reporting to ensure effective delivery of results.

The role is central to tracking progress, ensuring accountability, and promoting equitable learning outcomes through robust monitoring and reporting systems.

Key Responsibilities

1. Programme Monitoring and Data Analysis

Lead the systematic collection, validation, and analysis of data to assess the progress of education policies, strategies, and interventions.
Conduct regular monitoring of sector programmes through field missions, survey reviews, and participation in joint evaluations with government entities and NGO partners.
Track the utilization of programme resources, including financial, administrative, and educational inputs, to ensure compliance with donor requirements and organizational standards.

2. Reporting and Knowledge Management

Compile and analyze data to prepare high-quality inputs for donor reports, annual sector reviews, and emergency reporting mechanisms.
Identify implementation challenges, bottlenecks, and risks, and provide timely analytical insights to inform management decision-making.
Document and institutionalize lessons learned from programme evaluations and assessments to inform future planning and improve programme effectiveness.

3. Technical Support and Partnership Development

Provide technical guidance to field offices and implementing partners to strengthen data quality, reporting accuracy, and consistency.
Support government counterparts, NGOs, and local stakeholders with operational guidance aligned with organizational policies and best practices.
Establish and maintain strategic partnerships with government institutions, donors, UN agencies, and civil society organizations to enhance programme impact and resource mobilization.
Facilitate coordination and communication among partners to ensure effective dissemination of monitoring findings and follow-up actions.

4. Programme Development and Capacity Strengthening

Contribute to situation analyses, data-driven reports, and the development of sectoral strategies at national and subnational levels.
Promote innovation, including the integration of digital learning solutions, and support capacity-building initiatives to strengthen sustainable improvements in education systems.

This position plays a critical role in strengthening evidence-based decision-making and ensuring that education programmes deliver measurable and equitable results.

Mission and Objectives

In Cameroon, UNICEF has been active since 1975, supporting national efforts in education, water and sanitation, child protection, and HIV/AIDS. The organization combines upstream advocacy—promoting child-sensitive public policies and increased budget allocations—with downstream interventions such as service delivery, capacity building, and partnership development to improve the living conditions of children and women.

The Child Protection Programme aims to strengthen protective systems to ensure that children, especially adolescent girls in high-risk settings, are safeguarded from violence, exploitation, and harmful practices, including in emergency contexts. It focuses on enhancing national and community-based mechanisms to prevent and respond to rights violations, with particular emphasis on birth registration, prevention of gender-based violence, and the elimination of child marriage, grounded in evidence-based approaches.

Task Description

Under the supervision of the Chief of Education, the Education Specialist (Quality) provides technical, operational, and administrative support throughout the full programme cycle of education initiatives within the Country Programme. This includes contributing to programme design, implementation, monitoring, evaluation, and reporting, ensuring that quality standards are effectively integrated and maintained.

The incumbent is responsible for supporting the delivery of high-quality education programmes by executing a range of technical and administrative tasks that facilitate programme development, implementation, monitoring of progress, and evaluation of results.

Key Responsibilities

1. Programme Development and Planning Support

Contribute to the preparation and regular updating of situation analyses to inform the design, development, and management of education programmes and projects.
Conduct research and analyze trends across sectors (including economic, social, and health dimensions) to generate evidence for programme design, implementation, monitoring, and evaluation.
Support the formulation of sectoral goals, objectives, and strategies by collecting, analyzing, and reporting relevant education data to inform results-based planning and target setting.
Provide technical and administrative assistance throughout all stages of the programme cycle by facilitating programme-related processes, preparing documentation, and ensuring compliance with organizational procedures and management systems.
Assist in the implementation of results-based management (RBM) approaches and contribute to effective monitoring and evaluation of programme outcomes.

This role is instrumental in ensuring that education programmes are evidence-based, strategically aligned, and delivered to high-quality standards, ultimately contributing to improved learning outcomes and system strengthening.
