NRC is implementing projects in the North West and South West Regions since 2018. All NRC Core Competencies, Education, WASH, Shelter, ICLA and Livelihood and Food Security, are carrying out their programs in these 02 regions. The WASH/Shelter CC is conducting a good percentage of activities including constructions and rehabilitation, distributions of NFIs among the interventions in the North West region. The construction activities are more intense and requires full concentration and keenness to engineering norms and Sphere standards from the assessment stage through design to implementation as well as managing construction and rehabilitation contracts.

To this effect, the WASH/Shelter Team needs a WASH/Shelter Assistant to support the Construction Officer’s capacity and help the team in this domain. The Assistant will be charged with the following responsibilities.

Missions / Responsabilités / Activités

Generic responsibilities

  • Participate in needs assessments, baseline studies and periodic studies, and feedback findings to the stakeholders.
  • Prepare regular reports on activities and WASH conditions for monitoring; and reparation of field reports, checklists, and data collection tools.
  • Liaise with community leaders and other sectors and agencies working locally in order to coordinate activities within the WASH sector and between sectors such as health and shelter.
  • Supervise the construction and rehabilitation of latrines, drainage, and other relevant Sanitation facilities ensuring that the constructions are of the highest quality and as per specified technical drawings.
  • Promote safe WASH practices, including appropriate use and maintenance of WASH facilities and services specifically Latrines and Hand washing facilities.
  • Prepare material estimates for construction and repair of WASH facilities with support from Officers and project coordinator and facilitate appropriate community involvement in the design and delivery of essential WASH services and facilities.
  • Supervision of all sanitary installations including latrines, pits, drainage systems, and dome slab/lid constructions, and ensure quality control of all emergency Water, Sanitation, and Hygiene activities – travel regularly to all the NRC construction sites assessing construction and M&E procedures.

Specific responsibilities

  • Carry out informal and formal training sessions (according to identified needs) and evaluate the impacts of this training.
  • To carry out community mobilization of all WASH activities.
  • Enable effective dialogue with the affected community to allow the agency to be held to account for the quality of the WASH program.
  • Identify needs for non-food items relevant to hygiene; participate in the choice of items, targeting strategy, promotion of effective use, and post-distribution monitoring.
  • Manage incentive workers (Hygiene Supervisors and Promoters) including performance appraisal with the guidance of the WASH Officer.
  • Ensure the maintenance and proper care of all the tools and equipment used in the construction of WASH facilities
  • Supervise sanitation activities in line with relevant standards, codes of conduct, and humanitarian principles.
  • Use participatory approaches as far as possible throughout the program cycle, in training, and in the use of tool kits and other materials.
  • Supervise Sanitation activities and resources so that they are implemented and handed over or ended in a way that promotes local capacities and sustainable operations.
  • Take account of gender, protection, HIV, the environment, and other important cross-cutting concerns in program design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. elderly people, minority groups, children, and people with disabilities.
  • Any other assignment as may be required by the WASH Officer or WASH Coordinator

Compétences / Exigences / Qualités

  • The applicant for the Norwegian Refugee Council (NRC) WASH/Shelter Assistant (Technical) job placement should hold degree or advanced degree in field related to Civil Engineering, Architecture or Construction or Public Health.
  • At least three years of proven practical experience in the planning and execution of shelter/WASH construction projects.
  • Experience from working as a construction related personnel in a humanitarian emergency context is an added advantage.
  • Knowledge of a wide variety of software, including AutoCAD, Archicad, Word, Excel and Power Point, ArcGIS, QGIS.
