Job Description
Staff Leadership and Management
- Ability to work in a team

- Provide information to the Manager on work accomplishments, individual / team challenges
- Lead team meetings and contribute on specialist / technical areas when required
- Review performance metric dashboards prepared on various performance metics and provide input to the manager
Operational Delivery
Interworking with (Marketing, Enterprise Business unit, Transmission/IP/Radio planning units, CPG, O&M, IT, Procurement, BRM, Legal Compliance, Corporate Regulation/MTN Group technology/ Main vendors) to achieve the following for Core circuit and Packet switched:
1. Network Planning
- Perform data gathering (Network statistics reports, input from Marketing, Enterprise Business unit, other planning units, O&M, regulator, Group recommendations, IT unit) to match the real needs of the business.
- Develop an accepted Model of Planning(MOP) tool that translate business forecasts demands into core network traffic characterization and technical requirements (short, medium and long terms).
- Perform sensitivity analysis to demand level, QoS, fraud and network security policy
- Develop core network utilization planning based on subscribers and traffic forecasting
- Provide solutions to close the network audits findings and abnormal functioning of core network
- Overview timely technical hardware and software feature roadmap of standardization and the main vendors (Ericsson, Huawei)
- Gap analysis regarding the availability of main core network features according to service plans
- Produce the required core network inputs for global integrated network planning document in the timeframe agreed
- Support Supervisors on preparation of annual and 2/or 3 years’ business plan
- Develop numbering and addressing resources plan and management according to regulatory recommendations.
Network Design
- Produce a breakdown of the target core network into functional building blocks (FBB).
- Verification and recommendations of core network architecture design change for quality improvement
- Selection of core network FBBs according to functional requirements (functional design) using service forecast as input.
- Dimensioning of core network FBBs (capacity design) using subscriber- and traffic uptake as input.
- Perform geographical distribution and resiliency of core network according to typical forecasted traffic pattern and coverage preferences (geographical design). Mapping the best alternatives to requirements in coverage and technologies.
- Translation of core network FBBs into equipment (vendor/equipment selection) by means of tender, Request for information(RFI) or quotation specification and employment of standard procurement processes within a multi-vendor environment.
- Timely reporting on non-compliance with license obligations, network product packages and lifecycle; Provide recommended solutions for compliancy.
Network Projects Implementation
- Produce core network planning mandatory project executions documentations (CIR, TCO, Scope, BC)
- Owner of core network Network configuration and –optimization (change management)
- Support project team on end to end implementation to ensure project scope and time planned agreed are met effectively and are within allocated budget
- Support Supervisors on management of annual CAPEX and OPEX
Network Operations and Maintenance
- Recommend correction solutions, to the design errors raised by Operation and maintenance support
- Oversee knowledge transfer for new solutions implemented and good hand over for exploitation
- Monitor miscellaneous on design and configurations and recommend correction to operations and maintenance unit.
Job Specifications/ Minimum & Preferred Requirements
Education / Business Degree
- B.Sc. in Electrical/ Electronic or Telecommunications Engineering.
Work Experience
- Minimum of 3 years’ experience in Core Network planning and design
- Minimum of 5 years’ experience in Core Network Operation
- Experience with third party IT solutions providers
- Experience working in a medium to large organization
