APPEL À CANDIDATURE DES PROJETS DES JEUNES ENTREPRENEURS CAMEROUNAIS POUR LE COMPTE DU CTSO 2026

I. CONTEXTE

Le Ministère de la Jeunesse et de l’Éducation Civique, dans le cadre du Programme de Promotion de l’Entrepreneuriat des Jeunes (PPEJ) et en collaboration avec la Conférence des Ministres de la Jeunesse et des Sports de la Francophonie (CONFEJES), lance un appel à projets pour soutenir l’innovation et l’entrepreneuriat des jeunes au Cameroun.

La CONFEJES organisera la réunion du Comité Technique de Sélection et d’Orientation (CTSO/PPEJ) du 13 au 17 juillet 2026 à Antananarivo, République de Madagascar. Cette rencontre vise à sélectionner les meilleurs projets de jeunes entrepreneurs des pays membres.

II. THEMATIQUES PRIORITAIRES

Nous encourageons particulièrement les projets innovants dans les domaines suivants :

Numérique
Agro-pastoral
Les services
Textile
Gestion de l’environnement

NB : Une attention particulière sera accordée aux projets portés par les jeunes filles.

III. CRITÈRES D’ÉLIGIBILITÉ

Peuvent faire acte de candidature, les jeunes entrepreneurs filles et garçons respectant les critères ci-après :

Être de nationalité camerounaise ;
Être âgé de 17 ans au moins et 35 ans au plus au 31 décembre 2026 ;
Être promoteur d’une jeune entreprise active ;
Être inscrit à l’Observatoire National de la Jeunesse (ONJ) et détenteur de la Carte Jeune Biométrique.

IV. CONDITIONS D’ELIGIBILITE ET DE SOUMISSION

Chaque jeune entrepreneur ou groupe de jeunes entrepreneurs souhaitant candidater doit soumettre un projet élaboré sur le plan d’affaires de la CONFEJES. Le dossier de candidature doit impérativement comporter les pièces suivantes :

Un plan d’affaires du jeune entrepreneur ;
Un certificat de naissance de chacun des jeunes initiateurs du projet ;
Une attestation de formation en entrepreneuriat ;
Les factures pro forma des matériels à acquérir ;
Une copie des statuts et règlements intérieurs ou un engagement solidaire pour les associations ou les groupements ;
Une copie des titres de propriété ou tout autre document en tenant lieu pour les projets à caractère agro-pastoral ;
Une autorisation signée par les autorités compétentes pour les projets particuliers (garderies d’enfants, pharmacies rurales, écoles privées, etc.) ;
Une photo d’identité.

V. DATE LIMITE DE DEPOT DES DOSSIERS

Les dossiers de candidature complets à déposer au plus tard le jeudi 30 Avril 2026 à 15 heures 30 minutes, seront reçus au service du courrier central du MINJEC.

VI. CRITERES DE SELECTION

Les projets seront présélectionnés par la Commission Nationale de Suivi et de Soutien du PPEJ (CNSS) selon une grille d’évaluation de la CONFEJES et des critères complémentaires jugés nécessaires. Les projets sélectionnés seront classés par ordre de priorité par la Commission Nationale.

CALL FOR PROJECT ENTRIES FROM YOUNG CAMEROONIAN ENTREPRENEURS FOR THE CTSO 2026

I. BACKGROUND

The Ministry of Youth Affairs and Civic Education, as part of the Youth Entrepreneurship Promotion Programme (PPEJ) and in collaboration with the Conference of Ministers of Youth and Sports of La Francophonie (CONFEJES), is launching a call for projects to support innovation and entrepreneurship among youths in Cameroon.

CONFEJES will organise the meeting of the Technical Selection and Guidance Committee (CTSO/PPEJ) from 13th to 17th July 2026 in Antananarivo, Republic of Madagascar. This meeting seeks to select the best projects from young entrepreneurs in member countries.

II. PRIORITY TOPICS

We do welcome innovative projects especially in the following fields:

Digital;
Agriculture and livestock farming;
Services;
Textiles;
Environmental management.

NB: Special consideration will be given to projects led by young women.

III. ELIGIBILITY CRITERIA

Applications may be submitted by entrepreneurs, both girls and boys, who meet the following criteria:

be of Cameroonian nationality;
be at least 17 years old and at most 35 years as at 31st December 2026;
be the promoter of an active start-up;
be registered with the National Youth Observatory (NYO) and a holder of the Biometric Youth Card (BYC).

IV. FILE ELIGIBILITY AND SUBMISSION CRITERIA

Each young entrepreneur or group of young entrepreneurs wishing to apply must submit a project based on the CONFEJES business plan. The application file must include the following documents:

a business plan from the young entrepreneur;
a birth certificate for each of the young people initiating the project;
a certificate of training in entrepreneurship;
Proforma invoices for the materials to be purchased;
copy of the articles of association and internal rules and regulations or a joint commitment for associations or groups;
copy of land titles or any other document serving as such for agro-pastoral projects;
an authorisation duly signed by the competent authorities for specific projects (childcare centres, rural pharmacies, private schools, etc.);
a passport-sized photo.

V. DEADLINE FOR SUBMISSION OF APPLICATION FILES

Complete application files must be submitted by Thursday, 30 April 2026, at 3.30 p.m., to the MINJEC central mail service.

VI. SELECTION CRITERIA

Projects will be pre-selected by the PPEJ National Monitoring and Support Commission (CNSS) according to an evaluation grid drawn up by CONFEJES and any additional criteria deemed necessary. The selected projects will be ranked in order of priority by the National Commission.
