Call for application: 01 MEAL MANAGER – INTERSOS

  • Job Title: MEAL Manager (Monitoring, Evaluation, Accountability, Learning Manager)
  • Reporting to: Head of Mission

Main Objective and Responsibilities.

The primary goal and duties of the MEAL Manager involve supporting the Programme Coordinator and Head of Mission in overseeing and executing MEAL processes, activities, and tools within the Mission throughout the project cycle. This includes adhering to MEAL plans to guarantee the quality and relevance of the intervention. Additionally, the MEAL Manager will collaborate closely with the Head of Mission and Protection Coordinator to ensure accountability and complaint management at the Mission. They will also work together with the Programme Coordinator to promote a culture of learning and knowledge management.

Tasks: Monitoring and Evaluation

  1. Develop and collaborate with the Head of Mission to review the MEAL strategy for the mission, ensuring alignment with INTERSOS standards.
  2. Assist the Head of Mission in integrating the MEAL component into the country strategy, including programmatic results, indicators, and recommendations for strategic directions.
  3. Provide technical and methodological support to programs for the implementation of monitoring and evaluation activities, including data management such as developing questionnaires for surveys, sampling, data entry methodology, data extraction, and interpretation. Ensure integration of cross-cutting issues.
  4. Contribute relevant inputs to the development of indicators and measurement methods during the design and planning phases of project proposals. This includes the logical framework, definition of indicators, MEAL, and accountability plans. Ensure that MEAL is an integral part of the project life cycle and that resources are allocated for its development.
  5. Participate in the development, updating, and implementation of participatory evaluation and monitoring tools and processes. Facilitate the collection of accurate data and ensure effective reporting of monitoring information in line with agreed objectives, ensuring accountability to donors, groups, and beneficiaries.
  6. Monitor the timely implementation of surveys (PDM and other surveys/exercises, etc.) in the field, according to the MEAL plans. Coordinate with MEAL Officers to ensure proper follow-up.
  7. Propose evidence-based adjustments or new activities to enhance the quality of operations or approaches used by teams. Consult with relevant coordinators for input and approval.
  8. Provide monthly data necessary for compiling the Project Performance Tools (PATs) to the project Managers/Project Activity Managers.
  9. Contribute to the development of terms of reference for evaluations and external studies. Lead MEAL teams in conducting internal evaluation exercises as required and in collaboration with program teams.
  10. Promote all aspects of the MEAL sector to foster an organizational culture that emphasizes quality programming. Ensure that the MEAL system is understood, supported, and adhered to at the mission level. Report any instances of non-compliance with INTERSOS policies to the Head of Mission, both within teams and among partners.

Tasks: Train MEAL Staff and Program Monitoring

  1. Provide training to MEAL staff on the proper utilization of monitoring tools and support them in data analysis.
  2. Participate in regular meetings with the program team to monitor the implementation of programs and make necessary adjustments to MEAL activities.
  3. Conduct regular field visits to project sites to offer technical support to MEAL Officers and project teams in monitoring ongoing programs.
  4. Ensure the proper archiving, security, and accessibility of software and hardware versions of MEAL tools and files, in accordance with mission and INTERSOS’ MEAL standards and procedures.
  5. Assist MEAL Officers in formulating recommendations for improving activities and ensure the follow-up on these recommendations.
  6. Develop learning tools and facilitate workshops and learning exercises for MEAL and program teams, with the support of the MEAL Advisor at the HQ.

Data Management

  1. Review and approve the project database created by MEAL Officers at the start of each project.
  2. Support the program team in developing data collection tools as needed, and assist in the collection and systematic analysis of data for projects.
  3. Develop and enhance dashboards as requested by the Head of Mission and the Program Team.
  4. Ensure regular updates of indicators in the project database and report project indicators to clusters and other relevant stakeholders in accordance with the Head of Mission’s guidance.

Feedback and Complaint Response Mechanism (CFRM)

  1. Collaborate with the Head of Mission and Protection Coordinator to enhance and develop high-quality MEAL activities and establish effective and sustainable accountability mechanisms, including a complaint and feedback mechanism for beneficiaries, stakeholders, and donors.
  2. Work closely with the Head of Mission and the Internal Auditor at HQ to develop, refine, monitor, systematically analyze, and provide feedback on the Mission’s Feedback and Complaint Response Mechanism (CFRM).
  3. Ensure the integration of cross-cutting themes (gender, vulnerable groups, data protection, etc.) throughout MEAL activities and conduct community engagement in an appropriate and respectful manner. Manage expectations and provide transparent and client-focused services.
  4. Collaborate with other MEAL staff to ensure that staff receive regular training on Accountability to Affected Persons (AAP) and the Complaint and Feedback Response Mechanism (CFRM).
  5. Assist in the investigation of complaints by preparing all relevant investigation documents as required.

Reporting

  1. Generate regular reports on the progress of MEAL activities. Prepare and submit high-quality reports that are accurate, comprehensive, and well-documented.
  2. Support and review reports prepared by MEAL Officers, providing recommendations to enhance activities and ensuring follow-up on those recommendations.
  3. Provide written reports on field visits to the Programme Coordinator, Head of Mission, and relevant staff.
  4. Assist the Programme Coordinator and technical coordinators in producing high-quality analytical reports that demonstrate the impact of INTERSOS, including evidence of good practices and replicable programs. Ensure appropriate communication of these reports.

Personnel Management

  1. Develop and oversee, in close collaboration with the HR department, the various processes related to personnel management, including recruitment, training/onboarding, assessment, talent identification, development, and communication. Ensure that the staff under your supervision have the necessary skills and knowledge, and enhance their capabilities.
  2. Conduct weekly meetings to manage, monitor, and provide support to the MEAL staff.
  3. Identify the training needs of the staff directly under your supervision. Encourage the use of learning systems and events in coordination with different departments and senior management teams.
  4. Provide training on the MEAL program’s system, activities, and tools to MEAL program officers or other program staff. If needed, train the program team on MEAL activities.
  5. Ensure that the MEAL team has a monthly plan and report on the progress to the Programme Coordinator and Head of Mission.

Others

  1. Representation: Act as the representative of INTERSOS in technical coordination meetings organized by external stakeholders such as clusters or other platforms. Report the most relevant issues to the Head of Mission and the senior management team.

Educational and Professional Experience Required

  • Essential degree in Statistics, Information Management, Social Sciences, Demography, Social Studies, or a related field.

Technical and Behavioral Competencies Required

Work Experience:

  • Minimum of two years of experience in MEAL.
  • Previous experience with an NGO in a development or emergency context is desirable.

  • Proficiency in developing and conducting quantitative and qualitative surveys.
  • Expertise in information management systems, including knowledge and previous experience in using data collection tools, data management tools, and statistical analysis. Strong computer skills are essential.

IT: Advanced Knowledge of

  • Mainstream survey and data collection tools such as KoboToolbox, SurveyMonkey, Google Forms, and Enketo.
  • Basic humanitarian GIS tools including OpenStreetMaps, Google Earth, and Google Custom Maps.
  • Basic skills in database processing tools such as Excel and Access.
  • Proficiency in Microsoft Office Suite (Word, Outlook).
  • Familiarity with mainstream web browsers like Google Chrome, Microsoft Edge, and Mozilla Firefox.
  • Proficient in web-based chat and conferencing tools/platforms such as Skype, Teams, Zoom, and WebEx.
  • Knowledge of web 2.0 tools, including cloud storage, webmail, and other relevant applications.

Languages

  1. Languages: Proficiency in the language of the mission is essential. Knowledge of the preferred local language of work is preferred.
