Job Announcement

Shwari Health Cameroon is a locally registered organization dedicated to providing high-quality, effective, and innovative evidence-based solutions to address challenges within the health sector, with a particular emphasis on children and adolescents. Our approach involves leveraging proven community strategies to identify HIV-positive children and adolescents, connect them with healthcare facilities for treatment initiation, and provide ongoing support to ensure they remain in care and achieve viral suppression. Our mission is to become a leading implementation science association in Cameroon, utilizing evidence-based strategies to bridge the gap between knowledge and practice in healthcare delivery. We strive to accomplish this by employing advanced evidence generation and synthesis methods to comprehend operational contexts and develop strategies that enhance the effectiveness and efficiency of implementation efforts.

In collaboration with Georgetown University’s Center for Global Health Practice and Impact (CGHPI) and the Government of the Republic of Cameroon’s Regional Technical Groups (RTGs), Shwari Health Association will be implementing the SAFECARE-Cameroon project, a 5-year initiative funded by CDC/PEPFAR. The SAFECARE-Cameroon project aims to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in PEPFAR-supported regions of Cameroon, supporting the government’s efforts to accelerate progress towards HIV epidemic control. Consequently, Shwari Health Association Cameroon (SHAC) is recruiting for several program implementation roles. All applicants must be fluent in French and possess a working knowledge of English. These positions are based in Yaoundé or Bertoua.

SHAC Office Positions

  • Position: Program Quality Improvement Officer, SAFECARE Project – Cameroon
  • Reports to: SI/HI Team Lead
  • Location: Yaoundé or Bertoua, Cameroon
  • Number of Positions: 8

Position Overview: The Program Quality Improvement Officer is a critical member of the HIV program team, responsible for ensuring the highest levels of program quality across all operational domains. This role involves leading initiatives to continuously enhance program design, implementation, and outcomes, ensuring that the program remains effective, efficient, and responsive to the needs of the communities served. The Officer will collaborate closely with other technical teams, field staff, partners, and stakeholders to identify areas for improvement and implement strategies that amplify program impact.

Core Responsibilities

  • Design and execute a comprehensive strategy for quality enhancement, ensuring alignment with the program’s goals and objectives.
  • Spearhead the creation of quality improvement initiatives, ensuring their integration across all program activities.
  • Drive continuous improvement in service delivery, monitoring and evaluation, and overall program management.
  • Establish and uphold strong quality assurance systems to track program performance against set benchmarks.
  • Lead regular program evaluations and audits to assess quality and pinpoint areas needing improvement.
  • Work closely with technical experts to design and implement quality improvement measures, leveraging data-driven approaches.
  • Lead capacity-building efforts for program staff and partners in quality improvement techniques and practices.
  • Provide training, mentorship, and technical support to ensure teams are equipped to deliver top-quality services.
  • Cultivate a culture of continuous learning and improvement within the program.
  • Represent the program in external settings, sharing best practices and learning from other organizations in the HIV and public health sectors.
  • Contribute to the development and execution of monitoring and evaluation systems that track program quality and impact.
  • Use data to inform decisions and guide the continuous improvement of program interventions.
  • Identify and champion innovative approaches and best practices for enhancing the quality of HIV programs.
  • Foster an environment of innovation within the program, encouraging teams to test and scale successful ideas that enhance program quality and impact.

Qualifications and Experience

  • A Master’s degree in Public Health or a related field; being a clinician or data scientist with expertise in PEPFAR Programs is highly desirable.
  • At least 10 years of experience in quality improvement or a related area, ideally within large-scale public health or HIV programs.
  • Proven expertise in quality assurance and improvement methodologies, with a demonstrated track record of improving program performance.
  • Strong leadership skills with the ability to inspire and guide multidisciplinary teams.
  • Excellent verbal and written communication skills, with the ability to effectively engage with diverse stakeholders.
  • Proficiency in data analysis and the application of monitoring and evaluation tools to enhance program performance.
  • Experience in resource-constrained environments, with a deep understanding of the challenges and opportunities these settings present.
  • Must communicate clearly and effectively in both spoken and written forms.
  • Fluency in French, with a working knowledge of English.
  • Strong interpersonal skills with the ability to foster effective working relationships in a multicultural environment, with sensitivity to and respect for diversity.
