Position Overview:
FHI 360 is currently seeking a Senior Project Coordinator for the Community Resilience Support Program (PARC-Cameroon), funded by USAID. This role is based in Yaoundé, Cameroon. The primary objective of PARC-Cameroon is to strengthen the capacity of local civil society organizations (CSOs), empowering them to better represent their communities and drive local development initiatives. The position will oversee program activities aimed at promoting peaceful elections and mitigating electoral violence in Cameroon.
Key Responsibilities:
- Lead and coordinate the implementation of program activities across the Centre, Littoral, West, and North regions of Cameroon, working closely with regional project coordinators and the Deputy Chief of Party (DCOP).
- Support the development of strategies to strengthen the institutional capacity of local civil society organizations and the media to enhance their advocacy and service delivery capabilities.
- Ensure program goals are met by providing oversight, monitoring, and quality assurance across all regions and program activities.
- Collaborate with government and non-government stakeholders to promote a peaceful, violence-free electoral process through informed decision-making and credible information dissemination.
Project Context:
The PARC-Cameroon program is expanding its activities to new geographic regions and is focusing on improving electoral peacebuilding. The project aims to:
- Analyze and understand the drivers of electoral violence, as well as the roles of key actors such as civil society, media, and both governmental and non-governmental institutions.
- Address the challenges and needs faced by these actors, while identifying opportunities to foster peaceful elections and enhance community resilience.
- Facilitate the delivery of accurate, credible information to support peaceful electoral processes and prevent violence during upcoming elections in Cameroon.
Qualifications and Skills:
- Proven experience in project coordination or management, especially within the development or humanitarian sectors.
- Strong understanding of civil society capacity building and media engagement in development contexts.
- Ability to lead multi-region projects, ensuring alignment with the program’s strategic objectives and expected outcomes.
- Experience collaborating with a diverse range of stakeholders, including government agencies, NGOs, and international partners.
Key Responsibilities and Duties for Senior Project Coordinator (PARC-Cameroon)
Program Management:
- Provide technical expertise on electoral processes and civil documentation to guide the program’s strategic direction.
- Lead the technical and results-focused management of PARC-Cameroon, ensuring that all activities align with program objectives.
- Manage the flow of information and collaboration among strategic partners and regional stakeholders to ensure efficient coordination and project synergy.
- Oversee the implementation of activities by strategic partners, ensuring compliance with contractual agreements and project goals.
- Coordinate the efforts of partners in line with the project’s description, creating work tools to support activity execution, and closely monitor timelines for activity implementation and reporting.
- Foster a positive and productive working environment with strategic partners and the PARC-Cameroon team.
- Represent PARC-Cameroon in meetings and forums with development and government actors, ensuring the visibility of project activities in the region.
Coordination and Reporting:
- Oversee the operational and technical management of the Yaoundé office and the coordination of activities in the Centre, Littoral, West, and North regions.
- Monitor and assess resource needs for office staff and project coordinators to ensure the appropriate allocation of efforts.
- Lead the preparation and execution of PARC-Cameroon’s regional activities, including the development of deliverables and monitoring progress.
- Produce regular progress reports on PARC-Cameroon’s activities, challenges, and achievements.
- Implement recommendations from PARC-Cameroon’s management to drive program advancement.
- Participate in periodic coordination meetings, presenting updates on activity progress and challenges faced.
- Identify and monitor risks to the program and provide regular updates to the Deputy Chief of Party (DCOP).
- Serve as the main point of contact for PARC-Cameroon in the Central Region, coordinating the program’s activities in this area.
- Organize and participate in brainstorming workshops with partners to exchange lessons learned, best practices, and address challenges.
- Support the communication and visibility strategy for the program within the region.
- Contribute to the development and implementation of capacity-building plans for strategic partners, particularly on issues related to electoral processes.
- Oversee the execution of all strategic partner activities aimed at promoting a peaceful electoral process in Cameroon.
Minimum Requirements:
- Master’s degree in Governance, Public Policy, Law, Political Sociology, Political Science, International Economics, or a related field relevant to the position.
- 10+ years of experience in managing and coordinating development projects funded by international donors.
- At least 5 years of experience working on peacebuilding and conflict mitigation projects.
- Minimum 3 years of experience working on projects related to the electoral process in Cameroon or similar contexts.
- Proven experience working with media and government actors in development contexts.
- Experience in collaborating with and supporting local civil society organizations (CSOs) in humanitarian or development settings.
- Demonstrated ability to network and coordinate partnerships during project implementation.
- Strong experience in writing high-quality, evidence-based reports on project outcomes.
- Proven track record in capacity building for CSOs.
- Excellent communication skills in multicultural environments, particularly when addressing sensitive topics.
- Fluency in both French and English (written and oral).
- Strong understanding of the socio-political environment in Cameroon.
