About the Role

We are seeking a dynamic, dedicated professional to join our team as an Administrative and Finance Officer. This role is pivotal in ensuring the smooth operation of our organization and supporting our impactful programs.

Key Responsibilities:

  • Financial Management:
    1. Maintain meticulous financial records and ensure compliance with Cameroonian NGO regulations.
    2. Process invoices, payments, and reimbursements in a timely and accurate manner.
    3. Assist in budget preparation and tracking.
  • Administrative Support:
    1. Provide comprehensive administrative support to the team, including meeting coordination, travel arrangements, and document management.
    2. Maintain office supplies and equipment.
    3. Assist with communication and outreach efforts.
  • Compliance and Reporting:
    1. Ensure adherence to internal policies and procedures.
    2. Prepare financial reports and assist with audits as needed.

Qualifications:

  • Nationality: Cameroonian citizenship is required.
  • Experience: Proven experience in administrative and financial roles, preferably within the NGO sector.
  • Financial Acumen: Strong understanding of financial principles and practices.
  • Communication Skills: Excellent written and verbal communication in both English and French.
  • Organization and Attention to Detail: Highly organized with meticulous attention to detail.
  • Software Proficiency: Experience with financial software and Microsoft Office Suite.

Responsibilities

The ideal candidate will be a collaborative team member with strong interpersonal skills and the ability to adapt to evolving priorities. Key responsibilities include, but are not limited to:

Administration:

  • Provide comprehensive administrative and operational support to the Yaoundé office, encompassing front desk management, phone reception, procurement of office and medical supplies in coordination with relevant staff, vendor liaison, and other tasks as assigned.
  • Offer logistical and administrative assistance for staff and partner site visits, meetings, and external stakeholder trips to Cameroon. This may include visa documentation, travel arrangements, meeting coordination (invitations, catering), and similar tasks.
  • Organize and execute workshops, conferences, and retreats.
  • Manage coordination of surveys, per diem arrangements, travel agency liaison, and other administrative tasks related to common services.
  • Assist with protocol matters, staff registration, and coordination with local authorities regarding office space and administrative requirements.
  • Undertake additional assignments on behalf of A Hand to Humanity Association as needed.

Finance:

  • Contribute to the development and refinement of the organization’s administrative and financial policies.
  • Maintain robust financial controls, ensuring accounting records are accurate and comprehensive.
  • Prepare weekly/monthly payments in accordance with established timelines and financial procedures, applying accurate cost coding.
  • Ensure all transactions are processed accurately within the accounting system.
  • Collaborate with the Operations Specialist on balance sheet reconciliations.
  • Assist the Operations Specialist in developing and maintaining the fixed asset register.
  • Review staff expense claims and supporting documentation, compiling monthly expense reports.
  • Serve as the primary point of contact for accounts payable inquiries.
  • Provide administrative support for all bank accounts.
  • Assist in generating supporting schedules for year-end statutory accounts.
  • Contribute to ensuring A Hand to Humanity Association in Cameroon remains compliant with NGO financial regulations.
  • Coordinate with consultants and staff to maintain up-to-date records for annual audit purposes.

Education:

  • Bachelor’s degree in Finance, Business Administration, or a related field.
  • A Higher National Diploma with an additional two years of relevant work experience may be considered in lieu of a Bachelor’s degree.

Experience & Qualifications:

Essential:

  • Proven track record: Minimum 2 years (4 years for Higher National Diploma holders) of relevant experience in a similar role. NGO experience preferred, but not required.
  • Financial acumen: Demonstrated ability to manage financial accounts and ensure meticulous record-keeping in alignment with OHADA standards.
  • Operational excellence: Proven history of successfully completing administrative, financial, and operational tasks with accuracy, efficiency, and professionalism.
  • Multi-currency experience: Experience working with multiple currencies and performing bank reconciliations.
  • Adaptability and problem-solving: Ability to multitask effectively, prioritize competing demands, and respond to evolving situations with flexibility.
  • Analytical and interpersonal strengths: Detail-oriented approach, strong analytical skills, and excellent interpersonal communication.
  • Organization and efficiency: Highly organized with the ability to manage tasks effectively and meet deadlines consistently.
  • Exceptional communication: Skilled at preparing clear, concise, and well-structured documents.
  • Cultural sensitivity and ethics: Demonstrated awareness of cultural nuances and understanding of ethical considerations in relevant areas.
  • Collaboration: Ability to work collaboratively and communicate effectively with colleagues across departments, as well as with external stakeholders.
  • Initiative and self-direction: Proactive self-starter who can identify and complete tasks with minimal supervision.
  • Technical proficiency: Advanced proficiency in Microsoft Office Suite or Google Workspace.
  • Passion and commitment: Deep commitment to global humanitarian and development causes.
  • Availability: Willingness to work outside regular hours (including weekends and holidays) when emergencies arise.

Desirable:

  • Project development: Experience in project development and proposal writing.
  • Donor compliance: Familiarity or expertise with donor requirements from organizations such as USAID, ECHO, KfW, or the Canadian Government.
  • NGO administration: Experience with NGO administrative and financial processes.
  • Multicultural teamwork: Experience collaborating effectively with diverse and multicultural teams.

Language Skills:

  • Bilingual proficiency: Fluency in both English and French is essential.
