Position Overview

The TTS Operations Officer – Cross-Border Payments Analyst 1 is a mid-level position responsible for handling complex cross-border transactions and supporting related operational processes in close collaboration with the Transaction Services team.

The primary objective of this role is to serve as a subject matter expert in cross-border payments—particularly those involving foreign currency accounts and clients from the extractive sector—while ensuring strict compliance with both regulatory requirements and Citi’s internal policies.

The incumbent will work under the direct supervision of the Head of the Central Africa Exchange Control (ExCon) Unit and will be expected to coordinate effectively with the Central Bank, address transactional bottlenecks, and provide timely updates to business stakeholders.

Key Responsibilities

Transaction Processing & Compliance

  • Review and validate all incoming transactions for accuracy, completeness, and compliance with exchange control regulations and Citi policies.
  • Ensure timely and accurate execution of all transactions.
  • Conduct pre-financing activities and secure necessary approvals from the Central Bank.
  • Monitor and ensure clearance of transactions in accordance with local exchange control rules.
  • Prepare and submit all required regulatory reports (e.g., DFX, Domiciliation, Clearance reports) within set deadlines.
  • Generate and maintain detailed operational reports including pending transactions, deferrals, KPIs, dashboards, and volume metrics on a daily, weekly, and monthly basis.

Customer Service

  • Respond to client inquiries, assist with documentation requirements, and provide clarification or training as needed.
  • Uphold high service standards to enhance client satisfaction and operational excellence.

Operational Efficiency & Automation

  • Identify and implement process improvements aimed at enhancing efficiency and the overall client experience.
  • Act as a subject matter expert during system testing phases such as User Acceptance Testing (UAT) and Production Verification Testing (PVT).

Control & Risk Management

  • Participate in internal and external audits and regulatory reviews in coordination with compliance and risk teams.
  • Regularly complete control-related checklists (e.g., MCA, weekly control checks) to ensure full adherence to Citi’s operational risk framework.
  • Maintain transparency in risk assessment and escalation while consistently upholding the firm’s ethical standards and regulatory obligations.
  • Collaborate with internal stakeholders including Relationship Managers, CitiService, and Processing Teams to resolve complex transactional queries involving the extractive sector and foreign currency accounts.

Qualifications & Skills

  • Proven experience in banking operations, ideally with exposure to exchange control regulations.
  • Strong understanding of regulatory frameworks governing foreign currency accounts and the extractive industry.
  • Solid analytical, problem-solving, and presentation skills.
  • Excellent interpersonal and communication abilities, with a proactive approach to stakeholder management.

Educational Background

  • Bachelor’s degree (or higher) in Banking, Finance, Economics, or a related discipline.
