JOB PURPOSE

This role supports the delivery of budget planning, resource analysis, and programming activities. It ensures adherence to established best practices that promote the efficient, effective, and compliant use of available resources. The incumbent will provide technical expertise in planning, monitoring, and performance analysis to facilitate optimal allocation and utilization of financial resources in support of WFP operations.

KEY RESPONSIBILITIES

  1. Support the formulation and implementation of projects, operational plans, and internal procedures, ensuring alignment with overarching budgeting policies and WFP standards.

  2. Develop and review project budgets, monitor performance against financial plans, and provide analytical insights and recommendations to enhance resource efficiency and policy compliance.

  3. Assist in the monitoring of fund utilisation, including advances, loans, and reimbursement arrangements. Notify supervisors of upcoming fund expiration dates and flag potential funding gaps or surpluses.

  4. Track activities related to project closure and the reallocation of resources, escalating any issues to supervisors and relevant teams as needed.

  5. Contribute to resource pipeline monitoring by ensuring adherence to standard procedures and offering recommendations on fund allocations based on pipeline vulnerability assessments.

  6. Assist in the development of food demand forecasts to inform the management of the Global Commodity Financial Facility, supporting Regional Bureau and Headquarters in prioritising competing project needs.

  7. Prepare and validate budget-related documentation, ensuring that resource data is accurately recorded in internal systems in accordance with WFP protocols.

  8. Compile and evaluate financial data to support the preparation of timely, accurate reports, aiding decision-making processes and ensuring consistency of information shared with senior management and external partners.

  9. Offer suggestions to senior staff to improve tools, systems, and processes for enhanced oversight and management of budgets and financial resources.

  10. Support staff capacity development in budget planning and fund management by responding to queries and contributing to the enhancement of training content, manuals, and operational guidelines.

  11. Adhere to standard emergency preparedness protocols and assist in formulating financial risk mitigation measures and technical recommendations.

  12. Perform additional duties as required.
