Since 1975, UNICEF has been active in Cameroon, working to ensure that women and children can fully exercise their rights to development, as outlined in the UN Convention on the Rights of the Child. Our support spans seven key areas: Health, HIV/AIDS, Water, Sanitation and Hygiene (WASH), Nutrition, Education, Child Protection, and Social Inclusion. Our efforts are particularly directed towards children and the most marginalized and excluded families.
Cameroon’s population, estimated at 26,545,863 in 2020 according to UN data, is predominantly young, creating substantial socioeconomic demands. In rural regions, limited access to essential social services and the impact of climate change have exacerbated poverty and severe child deprivation. The scale of the challenge is daunting, but not insurmountable. It calls for the collective energy of all stakeholders within and outside Cameroon, including women, men, youth, children, government entities, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. How Can You Make an Impact?
The primary goal of the Low-Value Consultant is to document the newly developed communication and advocacy strategies, particularly focusing on youth engagement in climate action and local initiatives by municipalities concerning birth registration in the Far North and North regions.
- Document all activities for web platforms, donor proposals, press releases, and social media, highlighting climate actions led by young activists. This includes gathering testimonies from communities, children, and youth on how climate change has affected their lives in the North and Far North regions. (50%)

Qualifications to Advocate for Every Child:
- Educational Background: An advanced university degree (Master’s level or higher) in Communication, Advocacy, Climate Action, or Youth Engagement.
- Professional Experience: At least one year of relevant experience in Communication, Advocacy, Climate Action, or Youth Engagement.
- Regional Expertise: In-depth knowledge of the Far North region.
- Youth & Children Engagement: Extensive experience in working with youth and children, a strong understanding of climate change issues, birth registration processes, and familiarity with UNICEF’s procedures and values.
- Storytelling Ability: Demonstrated ability to document field initiatives through compelling storytelling, and collaborate effectively with others, including the PAC team, program staff, external institutions, municipalities, and CSO stakeholders.

Important Considerations
- Selection Process: Only candidates who are shortlisted will be contacted and invited to proceed to the next stage of the selection process.
- Contractual Status: Individuals engaged as consultants or individual contractors are not considered “staff members” under the United Nations Staff Regulations and Rules or UNICEF’s policies and procedures. As such, they are not entitled to the benefits provided to staff members, such as leave entitlements and medical insurance coverage. Their terms of service are governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. It is the responsibility of the consultant or contractor to determine their tax liabilities and fulfill any related obligations in accordance with applicable local or international laws.
- Visa and Health Insurance Requirements: The selected candidate is solely responsible for ensuring that their visa (if applicable) and health insurance are valid for the entire duration of the contract. Additionally, candidates must confirm their full vaccination status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine prior to starting the assignment. This requirement applies to consultants working remotely who are expected to work on or visit UNICEF premises, programme delivery locations, or directly interact with communities served by UNICEF, and to those who may need to travel as part of their duties during their consultancy contract.
