Human Resource Officer – Full-Time Position in Yaoundé (12 Months) | Local Youth Corner Cameroon (LOYOC)

Local Youth Corner Cameroon (LOYOC) is looking for a qualified Human Resource Officer to join his  team in Yaoundé for a 12-month full-time position. This role is essential in supporting our mission to empower youth and promote peacebuilding initiatives.

The HR Officer will be responsible for overseeing key HR functions, including recruitment, onboarding, training, and performance management. The selected candidate will also develop HR policies, maintain employee records, and ensure compliance with labor laws. Strong organizational and interpersonal skills are required, as this role involves close collaboration with both employees and management to foster a positive and productive work environment.

About LOYOC

Local Youth Corner Cameroon (LOYOC) is a national, non-profit, youth-led organization founded in 2002 and formally registered in 2004. Our mission is to empower young people (ages 15-35) to actively engage in peacebuilding, prevent violent extremism, and promote sustainable development.

LOYOC was established in response to the socio-political and economic challenges facing young people in Cameroon, including high unemployment, weak governance, gender-based violence, and exclusion from decision-making. Over the years, LOYOC has built a strong impact both nationally and internationally, advocating for youth engagement in peace processes and youth-centered policies.

Key Responsibilities

Under the supervision of the Executive Director, the HR Officer will:

  • Develop and implement HR strategies and policies aligned with the organization’s goals.
  • Provide HR guidance and support to management and employees on policies and procedures.
  • Manage recruitment processes, including drafting job descriptions, posting vacancies, screening applications, and conducting interviews.
  • Oversee onboarding and offboarding processes, ensuring smooth transitions for new and departing staff.
  • Develop and implement training and professional development programs to enhance employee skills.
  • Monitor performance management systems, providing support in appraisals and employee evaluations.
  • Ensure compliance with labor laws and internal HR policies.
  • Maintain accurate employee records, including attendance, identification documents, and contracts.
  • Advise management on employee relations, disciplinary issues, and grievance handling.
  • Promote diversity, equity, and inclusion within the workplace.
  • Negotiate employment terms with employees and representatives (e.g., contracts, benefits, and redundancies).
  • Administer payroll and oversee employee benefits programs.
  • Analyze workforce needs and develop strategies to support organizational growth.

Required Qualifications & Skills

Professional Experience:

  • At least 3 years of proven HR experience in a similar role.
  • Strong knowledge of HR functions (payroll, recruitment, training, development, employee relations).
  • Understanding of Cameroonian labor laws and disciplinary procedures.

Key Skills:

  • Excellent communication and interpersonal skills to engage with employees at all levels.
  • Strong organizational and time-management abilities.
  • Problem-solving and decision-making aptitude.
  • Ability to interpret and present HR data effectively.
  • Business awareness and management skills.
  • IT proficiency, especially in Microsoft Excel, HR software, and payroll systems.

Education & Certifications:

  • Bachelor’s degree in Business Administration, Human Resources, Social Sciences, or a related field.
  • HR certification (PHR, SHRM-CP, or equivalent) is a plus.
  • Additional training in HR management is an advantage.
