Being an impartial, neutral, and independent entity, the International Committee of the Red Cross (ICRC) is dedicated solely to the humanitarian cause of safeguarding the lives of victims caught in armed conflicts and other violent situations, providing them with aid. Furthermore, the ICRC endeavors to mitigate suffering by advocating for and bolstering universal humanitarian laws and principles. The Central Africa delegation of the International Committee of the Red Cross (ICRC) in Yaoundé is in search of a qualified candidate to join the Economic Security team, in accordance with the specifications outlined below:

The ICRC’s delegation for Central Africa in Yaoundé is seeking one (01) qualified individual to bolster the workforce of the “Economic Security” department, as detailed here:

  • Position: Economic Security Field Officer 3 (M/F)
  • Location: Yaoundé, with regular travel to Kousseri, Maroua, Buea, and Bamenda
  • Contract Type: 12 months (open to Cameroonian nationals only)
  • Starting Date: As soon as possible (Internal and External)

Main Responsibilities

  1. Contributing to Humanitarian Situation Analysis and Intervention Planning
  • Contributes to comprehending the humanitarian landscape within ICRC’s operational zones through engagement in initial assessments and data gathering.
  • Based on assessment outcomes, formulates intervention options and evaluates the most suitable and viable forms of support, whether in cash or in kind.
  1. Strategic Planning and Operational Support in Income/Cash Assistance
  • Participates in the development of Strategic Plans, Operational Plans, and Result Planning pertaining to Income/Cash aid in Cameroon.
  • Facilitates the implementation, supervision, and appraisal of various ICRC endeavors, predominantly those associated with cash and market assistance in Cameroon.
  1. Execution and Oversight of Cash Transfer Operations
  • Manages ICRC cash transfer initiatives within Buea and Bamenda Sub-Divisions, ensuring alignment with institutional protocols and procedures.
  • Collaborates with Logistics and Administration to guarantee adherence to prescribed processes.
  1. Capacity Building and Coaching
  • Provides support in enhancing the capacities of personnel engaged in cash transfer and market-based program activities.
  • Contributes to staff development through training and coaching initiatives.
  1. Enhancing Program Efficiency and Learning
  • Works alongside the EcoSec Team and other relevant colleagues to enhance program efficiency, decision-making processes, and learning mechanisms.
  • Facilitates the harmonization and dissemination of data collection, analysis, and evidence tools to improve program efficacy.
  1. Utilization of Tools and Platforms
  • Supports Ecosec teams in leveraging available tools and platforms during assessments, implementation, and monitoring/evaluation processes.
  • Generates timely internal reports, including Field Trip Reports, Assessment and Evaluation Reports, and Minutes of Meetings.
  1. Distribution Tracking and Compliance Oversight
  • Oversees Distribution Tracking compliance by ensuring accurate documentation collection post-assistance.
  • Ensures alignment between statistics produced and other pertinent documents such as Supply Requests and packing lists.
  1. Logistics and Administrative Coordination
  • Collaborates closely with Logistics and Administration teams and serves as the EcoSec focal point for procurement activities.
  • Engages in the collaborative demand process to streamline operations.
  1. Guideline Development and Program Implementation
  • Contributes, alongside cash and markets specialists, to the development of guidelines for SMS, MEI, and VTC programs in Cameroon.
  • Acts as a focal point for vocational training within EcoSec Cameroon while supporting the implementation of cash-based programs.

Essential Qualifications and Background

  1. Master’s degree in Economics, Social Sciences, Agricultural Economics, or a related discipline.
  2. Minimum of 6 years of experience collaborating with humanitarian entities, particularly those of international scope.

Proficiencies and Skills

  1. Demonstrated proficiency in managing program/project cycles, encompassing initial assessments through final evaluations.
  2. Familiarity with economic security, food security systems, cash-based interventions, market dynamics, and resilience programming.
  3. Extensive professional background in implementing cash transfer initiatives and liaising with service providers.
  4. Fluent in both English and French, with excellent oral and written communication skills.
  5. Capacity to establish and nurture partnerships with local stakeholders.
  6. Comprehensive understanding of the social and cultural landscapes in the Far North, North-West, and South-West regions.
  7. Proactive approach to tasks, coupled with the ability to work autonomously.
  8. Willingness and adaptability for frequent field assignments, constituting 40% of the role.
  9. Motivated, patient, and pragmatic attitude, with a commitment to handling sensitive information discreetly.
  10. Strong organizational aptitude, effective leadership capabilities, and adeptness at teamwork.
  11. Clear and concise communication abilities, proficient in report writing and analysis.
  12. Proficient in IT tools, including but not limited to Word, Excel, PowerPoint, and relevant database software.
