Vacancy Open to Internal and External Candidates

The International Organization for Migration (IOM) in Cameroon invites applications for the position of Finance Assistant. This opportunity is available to both internal and external candidates. In line with IOM’s recruitment policy, qualified internal applicants will be given priority consideration.

Organizational Context

Under the overall supervision of the Chief of Mission and the Resource Management Officer (RMO) in Cameroon, and the direct supervision of the Finance Officer, the successful candidate will work closely with relevant units at the Country Office to support the finance operations of IOM Cameroon.

Key Responsibilities

The Finance Assistant will perform the following duties:

  • Offer procedural guidance to staff and provide supervision and training to finance support personnel.
  • Monitor and manage financial resources in accordance with IOM regulations, including assets, reserves, and supplies.
  • Advise project managers and senior management on financial and administrative issues.
  • Assist in the preparation and review of annual budgets, including staff costs and operational expenses.
  • Ensure compliance with financial policies, guidelines, and internal controls.
  • Consolidate financial data, monitor budget execution, and support expenditure tracking.
  • Generate both regular and ad hoc financial reports for decision-making.
  • Support timely and accurate bank reconciliations.
  • Administer payroll processes and conduct verification of monthly payroll outputs.
  • Verify that all disbursements are properly authorized and documented.
  • Respond to audit queries and assist in implementing audit recommendations.
  • Oversee vendor accounts and ensure proper financial documentation.
  • Support the preparation of financial, accounting, and statistical reports.
  • Perform any other duties as assigned.

Required Qualifications and Experience

Education:

  • Completed high school education with at least six years of relevant experience; OR
  • Bachelor’s degree in Finance, Accounting, Business Administration, or a related field with four years of relevant experience.

Experience and Skills:

  • Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook); prior experience with SAP is highly desirable.
  • Previous work experience in international, governmental, or non-governmental organizations, especially in multicultural settings, is an asset.
  • Familiarity with IOM’s Financial Management Rules and Procedures (FMRP).
  • Understanding of migration-related financial operations and donor reporting (UN and bilateral).

  • Strong attention to detail and ability to manage and organize documents systematically.
  • Discreet, client-focused, and attentive to detail, with a high degree of patience and a genuine willingness to acquire new knowledge and skills.

Language Requirements

All applicants must demonstrate fluency in both English and French, in spoken and written forms.

  • The outcome of this recruitment process may be used to fill similar positions at various duty stations. Candidates who are recommended may remain on a roster for potential appointments to comparable roles for a period of up to 24 months.

  • Appointment is conditional upon verification of the candidate’s medical fitness, as well as validation of residency status, visa, and any other authorizations required by the host government.
