Organization Overview

Shwari Health Cameroon is a locally registered organization committed to delivering high-quality, effective, and innovative health solutions. With a strong focus on children and adolescents, our mission is to close the gap between knowledge and practice in health service delivery through evidence-based, context-driven strategies.

In collaboration with Georgetown University’s Center for Global Health Practice and Impact (CGHPI), the Government of Cameroon’s Regional Technical Groups, and with funding from CDC/PEPFAR, we are implementing the SAFECARE-Cameroon Project. This five-year initiative seeks to provide sustainable, comprehensive HIV services at both facility and community levels, advancing the national response toward HIV epidemic control.

Position Summary

The Finance Officer will support the Finance Manager in ensuring compliance with financial regulations, internal controls, and organizational policies. The role involves maintaining accurate financial records, preparing reports, overseeing budget implementation, and ensuring adherence to donor requirements. This role requires a proactive, detail-oriented professional capable of managing multiple financial operations with efficiency and integrity.

Key Responsibilities

  • Oversee daily financial operations, including cash and bank transactions, ensuring proper controls and documentation.

  • Prepare vouchers and payment documents; ensure proper authorization prior to processing expenditures.

  • Maintain up-to-date financial records through timely posting of transactions into accounting software.

  • Review and reconcile project advances and liquidations in accordance with grant terms.

  • Ensure compliance with donor and regulatory financial guidelines (e.g., 45CFR74, 2CFR230, 2CFR213).

  • Prepare monthly bank and petty cash reconciliations.

  • Support the preparation of financial reports for internal and external stakeholders, ensuring accuracy and timeliness.

  • Liaise with banking institutions on operational matters; escalate issues to management as necessary.

  • Ensure timely remittance of statutory deductions and compliance with local financial regulations.

  • Assist in the preparation of monthly payroll journals based on staff level of effort (LOE).

  • Participate in financial audits and implement recommendations for financial risk mitigation.

  • Supervise finance and admin support staff, ensuring consistent application of procedures and controls.

  • Assist in capacity-building efforts by providing financial training to staff, as needed.

  • Contribute to budget development, projections, and monitoring of cash flow to support program delivery.

  • Serve as the primary backup to the Finance Manager during absences.

Qualifications and Competencies

  • Master’s degree in Accounting, Finance, or related field; professional certification (e.g., ACCA, CPA) is a strong asset.

  • Minimum of 3 years of post-qualification experience, preferably with an international NGO or donor-funded project.

  • Proficiency in accounting software (experience with QuickBooks is an advantage).

  • Strong command of Microsoft Excel and Office Suite.

  • Excellent written and verbal communication skills in both English and French.

  • Solid understanding of Cameroon’s financial and regulatory environment.

  • Demonstrated ability to work independently, exercise sound judgment, and meet deadlines.

  • Strong interpersonal skills, cultural sensitivity, and the ability to work effectively in a diverse team environment.

Work Environment

The Finance Officer will be based in Bertoua, Cameroon, with occasional travel as required. The role requires flexibility and the ability to adapt to evolving project needs within a dynamic operational context.
