Job Description: Project Support for Cameroonian Diaspora Engagement Strategy

About IOM

The International Organization for Migration (IOM) is the leading intergovernmental agency dedicated to migration issues. Working closely with governmental and non-governmental partners, IOM strives to promote safe, humane, and well-managed migration for the benefit of all. Through its services and expert advice, IOM ensures that migrants’ rights and needs are prioritized and respected.

Since 2016, IOM Cameroon has been actively supporting the Government of Cameroon in mobilizing and engaging the Cameroonian diaspora in their home country’s development, whether directly or indirectly. While progress has been made, and the government recognizes the diaspora’s significant contributions, the National Development Strategy – Cameroon 2030 (NDS30) identifies the diaspora as a key source of economic support. However, a national diaspora engagement strategy has yet to be established.

To address this, IOM—through funding from the IOM Development Fund (IOMDF)—is launching the project:

“Strategy for Engaging the Cameroonian Diaspora for Socio-Economic Development.”

This initiative aims to:

  • Support the Government of Cameroon in formulating a national diaspora engagement strategy, accompanied by a concrete action plan.
  • Strengthen the internal and external capacities of MINREX (Ministry of External Relations) in handling diaspora-related matters.
  • Develop a gender-sensitive mapping profile of the Cameroonian diaspora, utilizing the IOM Diaspora Mapping Toolkit.

Through this project, MINREX and key stakeholders will collaborate on developing the national diaspora engagement strategy, while also gaining expertise in diaspora mapping and engagement approaches. The outcome will be a comprehensive diaspora profile and a fully validated national strategy, ensuring a structured and impactful approach to diaspora mobilization.

Reporting & Supervision

  • Reports to: Senior Policy Assistant
  • Overall supervision: Chief of Mission (CoM)

Key Responsibilities

The selected candidate will play a vital role in supporting the implementation of the Strategy for Engaging the Cameroonian Diaspora in Socio-Economic Development project.

Primary Tasks:

  • Assist in project implementation and monitoring, ensuring timely execution of activities.
  • Oversee budget management, tracking funds, securing approvals, and updating financial records.
  • Coordinate administrative processes, liaising with internal units and external stakeholders to facilitate project approvals and documentation.
  • Draft reports, briefing notes, presentations, and statistical analyses to support decision-making.
  • Handle general inquiries and maintain organized records and files.
  • Identify and report operational challenges, proposing sustainable solutions to enhance efficiency.

Performance Evaluation Criteria

The success of the candidate will be assessed based on the following:

  1. Research Quality – Accuracy and relevance of data collected on the Cameroonian diaspora, along with the depth of analytical insights.
  2. Report Writing – Clarity, organization, and completeness of migration and diaspora engagement reports.
  3. Deadline Management – Ability to deliver tasks and project milestones on time.
  4. Team Collaboration – Effective teamwork and communication with project members.
  5. Adaptability – Capacity to address challenges and adjust to evolving project needs.
  6. Strategic Contributions – Providing innovative recommendations for the diaspora mobilization strategy.

Qualifications & Requirements

Education, Experience & Essential Skills

  • A degree in political or social sciences, international relations, development studies, migration studies, human rights, law, or a related field from an accredited university.
  • A minimum of four years of relevant experience in one or more of the following fields: political or social science, international relations, development studies, migration studies, human rights, or law.
  • At least three years of hands-on experience working on migration-related issues.
  • Proven ability to collaborate with government authorities, national or international institutions, UN agencies, and non-governmental organizations (NGOs).
  • Experience in working with migrants, refugees, internally displaced persons (IDPs), victims of trafficking, and other vulnerable groups.
  • Prior involvement in diaspora mapping and data analysis.
  • Experience working within international humanitarian organizations, governmental institutions, or NGOs in a multicultural environment.
  • Fluent in English and French (written, spoken, and read).

Travel Requirements

  • Travel may be required depending on operational needs.
