Summary:
The MEAL Coordinator will provide technical leadership and expertise to design, implement, and enhance monitoring, evaluation, accountability, and learning systems for IRC Cameroon. This role will ensure high-quality programming through robust data collection, analysis, and reporting, while fostering a culture of learning and continuous improvement.
Key Responsibilities:
- MEAL System Development: Design and implement comprehensive MEAL systems aligned with organizational standards and donor requirements.
- Data Management and Analysis: Ensure accurate data collection, management, and analysis to inform decision-making and program adaptation.
- Capacity Building: Identify MEAL capacity gaps and develop strategies to strengthen skills and knowledge within the team and across programs.
- Learning and Knowledge Management: Foster a culture of learning and knowledge sharing, facilitating collaboration and innovation.
- Reporting and Compliance: Lead the development and timely submission of internal and external reports, ensuring compliance with donor and organizational regulations.
- Collaboration: Engage with regional and global IRC Measurement initiatives, fostering cross-learning and collaboration within and beyond the country office.
Key Responsibilities:
Strategic Leadership:
- Drive MEAL Strategy: Develop and implement a cohesive MEAL strategy aligned with IRC’s Strategy 100 and the Country Strategic Action Plan, ensuring the MEAL framework supports program goals and impact objectives.
- Champion Data-Driven Decision-Making: Promote a culture of evidence-based decision-making by embedding MEAL into all levels of programming, empowering teams to utilize data for adaptive management.
- Lead MEAL Representation: Represent IRC Cameroon in internal and external MEAL forums, advocating for best practices and fostering collaboration with partners and stakeholders.
Technical Oversight:
- Monitoring System Design and Implementation: Oversee the development and implementation of robust monitoring systems that track progress, identify bottlenecks, and inform timely program adjustments.
- Data Quality Assurance: Implement rigorous data collection, management, and analysis protocols to ensure data accuracy, reliability, and ethical considerations.
- Capacity Building: Enhance the MEAL capabilities of program staff through targeted training, mentorship, and the provision of user-friendly tools and resources.
- Monitoring, Evaluation, and Learning: Lead the design and execution of evaluations to assess program effectiveness and inform strategic planning. Cultivate a learning environment that encourages reflection, knowledge sharing, and continuous improvement.
Cross-Cutting Priorities:
- Integrate MEAL with Cross-Cutting Themes: Ensure MEAL systems effectively capture and analyze data related to gender, protection, safeguarding, disaster risk reduction, Diversity-Equality-Inclusion, and Do No Harm principles.
- Develop Action Plans: Collaborate with program coordinators and senior management to develop and implement targeted action plans that address cross-cutting MEAL priorities.
- Resource Mobilization: Advocate for adequate resources (budget, personnel, systems, technical support) to effectively implement MEAL activities and mitigate risks.
Additional Responsibilities:
- Monitoring Visit Coordination: Conduct regular field visits to assess project implementation, data collection processes, and overall MEAL system functionality.
- Reporting: Prepare and submit timely MEAL reports to senior management, highlighting key findings, challenges, and recommendations.
- Standardization: Lead the development and implementation of standardized MEAL tools, methodologies, and key documents to ensure consistency and quality across programs.
Evaluation:
- Lead Evaluation Design and Implementation: Oversee the design, planning, and execution of comprehensive evaluations (internal and external) for all programs, ensuring adherence to methodological rigor and organizational standards.
- Develop Evaluation ToRs: Collaborate with program staff to develop clear and comprehensive Terms of Reference (ToRs) for all assessments, evaluations, and surveys, outlining scope, methodology, timelines, and deliverables.
- Data Analysis and Reporting: Lead advanced statistical analysis of evaluation data, ensuring findings are robust, actionable, and effectively communicated to relevant stakeholders.
- Knowledge Management: Disseminate evaluation findings through comprehensive reports, presentations, and workshops, fostering a culture of learning and evidence-based decision-making.
- Partnership and Collaboration: Engage with academic institutions, IRC’s Research and Innovation unit, and technical advisors to enhance the quality and impact of evaluation activities.
Accountability:
- Client Responsiveness: Ensure IRC’s client responsiveness policies and procedures are implemented consistently across all programs, fostering a client-centered approach.
- Feedback Mechanisms: Establish and maintain robust feedback mechanisms that empower clients to share their experiences, concerns, and suggestions confidentially.
- Complaints Handling: Implement a timely and effective complaint response system that addresses client grievances promptly and transparently.
- Staff Training: Design and deliver comprehensive training on client responsiveness, safeguarding, and PSEA (Prevention of Sexual Exploitation and Abuse) to ensure staff are equipped to uphold IRC’s ethical standards.
- Communication and Outreach: Develop engaging communication materials and strategies to raise awareness among clients and communities about IRC’s commitment to accountability and client responsiveness.
Additional Responsibilities:
- Quarterly Consultations: Conduct regular client consultations to gather feedback, understand evolving needs, and continuously improve program quality.
- PSEA Coordination: Collaborate with the compliance coordinator and senior management to ensure a robust PSEA mechanism is in place, including training, reporting, and monitoring.
