Terms of Reference for an Expert Consultant in ODK/KOBOCOLLECT for Staff Capacity Building

Organizational Background

Good Neighbors is an international humanitarian and development NGO founded in Seoul, South Korea, in March 1991. Operating in 51 countries, the organization strives to build a world without hunger, where communities live in harmony and self-reliance. Its work focuses on child rights protection and sustainable community development.

Good Neighbors Cameroon (GNCMR) has been active since 2014, with its head office located in Yaoundé and field offices in Maroua and Mbalmayo. GNCMR implements a variety of development and humanitarian programs in the areas of public health (notably schistosomiasis and soil-transmitted helminth control), nutrition, child protection, income-generating activities, food security, education, WASH (Water, Sanitation and Hygiene), and environmental protection. The organization collaborates with international bodies, including UN agencies and INGOs, to deliver effective and sustainable solutions.

Context and Justification

Over recent years, GNCMR has successfully executed projects across several sectors mentioned above. Concurrently, the organization has strengthened its internal capacities in project design and grant writing. As part of this effort, the ability to collect and analyze accurate baseline data has become increasingly essential. A solid evidence base is critical for identifying needs and gaps to be addressed in project proposals.

To support this, Good Neighbors Cameroon (GNCMR) is seeking to enhance the technical skills of its staff in mobile data collection and analysis using ODK and KOBOCOLLECT platforms.

Purpose of the Assignment

GNCMR is looking to engage an experienced ODK/KOBOCOLLECT Consultant to deliver a two-day training workshop aimed at equipping staff with the practical skills necessary to design, collect, and manage data using these tools.

The Consultant may choose to work with a collaborator or assistant to facilitate the sessions. However, any such arrangement will be at the Consultant’s own initiative and cost.

GNCMR will provide:

Relevant project documentation and background information to support training delivery.

Logistical support including the training venue and refreshments.

Coordination and follow-up throughout the consultancy period.

Scope of Work

The Consultant will be expected to train a minimum of twenty (20) GNCMR staff. The training should be participatory, hands-on, and tailored to the participants’ current knowledge levels.

Key elements of the training should include:

  • Interactive presentations
  • Practical exercises and simulations
  • Group work and real-world case studies
  • Pre- and post-training assessments to evaluate knowledge acquisition

The session should enable staff to:

  • Understand the structure and use of ODK/KOBOCOLLECT
  • Design and deploy mobile surveys
  • Collect, manage, and analyze data effectively
  • Troubleshoot common issues during field data collection

Key Training Topics to Be Covered

The Consultant will be expected to deliver a comprehensive, hands-on training covering—but not limited to—the following thematic areas:

1. Introduction to KoboToolbox

  • Overview of KoboToolbox functionalities and interface
  • Creating and managing an account
  • Navigating the platform and troubleshooting common issues

2. Project Design and Form Development

  • Creating and structuring new projects
  • Designing forms using the KoboToolbox FormBuilder
  • Adding and configuring different question types (e.g., text, multiple choice, GPS, media uploads, calculations)
  • Working with advanced features such as cascading questions, repeat groups, and validation criteria
  • Implementing multilingual forms
  • Customizing form appearance and branding (logos, formatting)
  • Editing forms using XLSForm in Excel, including importing via URL

3. Form Deployment and Data Collection

  • Deploying forms for data collection (web and offline modes)
  • Using the KoboCollect mobile application
  • Recommended devices and offline data collection practices
  • Recording GPS locations and capturing multimedia (photos, videos, audio)
  • Capturing full interviews with background audio recording
  • Manual and automated data submission processes

4. Data Management and Security

  • Accessing, viewing, and validating submissions
  • Downloading and exporting data in various formats (CSV, Excel, SPSS, Stata, GIS)
  • Editing and updating submitted data
  • Data confidentiality, integrity, availability, and backup
  • Encrypting forms and managing metadata

5. Project Administration and Collaboration

  • Managing teams and assigning user roles and permissions
  • Archiving, restoring, and deleting projects
  • Utilizing the Organizations feature
  • Viewing project activity logs and summaries
  • Sharing dashboards and generating custom reports

6. Data Integration and Analysis

  • Synchronizing KoboToolbox with Microsoft Excel and Power BI
  • Generating interactive dashboards and reports
  • Using Power Query for merging datasets (e.g., integrating individual responses with attendance data)
  • Connecting to APIs for advanced data processing
  • Exporting geospatial data for use in GIS software

7. Audio Transcription and Qualitative Data Handling

  • Transcribing audio responses
  • Conducting basic qualitative analysis within KoboToolbox or external tools

III. EXPECTED DELIVERABLES

The Consultant is expected to achieve the following outcomes upon completion of the assignment:

  1. Enhanced staff understanding of the DHIS2 platform and its functionalities

  2. Strengthened staff capacity in extracting, analyzing, and interpreting data using DHIS2

  3. Improved ability among staff to identify and address data input gaps within the DHIS2 system

IV. REQUIRED QUALIFICATIONS AND EXPERIENCE

Applicants must meet the following criteria:

  1. An advanced degree in a relevant discipline (e.g., Information Systems, Data Science, Public Health, or a related field), with certifications demonstrating recognized expertise

  2. Demonstrated experience in delivering ODK/KOBOCOLLECT trainings, preferably for international NGOs or similar organizations

  3. A minimum of five (5) years of proven experience in facilitating technical training in the relevant domain

  4. Excellent facilitation and verbal communication skills, with a strong ability to deliver interactive and engaging sessions

  5. Proficiency in both English and French (spoken and written) is mandatory

  6. Demonstrated capacity to assess training effectiveness and adjust content or delivery methods as needed

VI. REPORTING REQUIREMENTS

The Consultant is required to submit a final report summarizing the training process, outcomes, challenges, and recommendations. This report must be delivered no later than one (1) week following the conclusion of the assignment.
