Job Description

Background:

UN Women, driven by the principles of gender equality outlined in the United Nations Charter, works to eliminate discrimination against women and girls, empower women, and ensure gender equality in all aspects of development, human rights, humanitarian aid, and peace and security.

For many years, Cameroon was seen as a beacon of stability and peace in Central Africa. However, in the past five years, the country has faced significant humanitarian crises. These crises are driven by the ongoing Boko Haram insurgency in the Far-North, the Central African Republic refugee crisis in the East, and the Anglophone conflict in the North-West and South-West regions. The Anglophone crisis, which began in 2016, has resulted in extreme violence, heightened security risks, and a dire humanitarian situation, with women and girls disproportionately affected.

In response, UN Women leverages its unique comparative advantage to support peacebuilding efforts, leveraging its triple mandate of normative support, UN coordination, and operational activities. The organization works with the Cameroonian government to promote women’s participation in peacebuilding and reconciliation processes, and to ensure that global commitments on women, peace, and security are effectively implemented and monitored. This includes commitments made under the Beijing Platform for Action and Security Council Resolution 1325.

As part of UN’s broader peacebuilding initiatives, UN Women strengthens the capacity of local actors involved in inclusive peacebuilding and national dialogue to enhance women’s roles and influence in these processes. The organization also ensures that gender equality is central to the outcomes of these efforts. Additionally, as a new member of the Inter-Agency Standing Committee (IASC), UN Women is committed to increasing its support for emergency interventions and ensuring the implementation of its Humanitarian Strategy at the local level.

Job Description: Programme Coordination Analyst, Women, Peace and Security / Humanitarian

Reporting to: Programme Management Specialist

The Programme Coordination Analyst is responsible for overseeing the Women, Peace and Security / Humanitarian portfolio. This includes coordinating relationships with national partners and stakeholders, monitoring and reporting on programme activities, and managing finances and personnel within the portfolio.

Key Responsibilities:

1. Coordinate the Women, Peace and Security / Humanitarian Programme/Portfolios

  • Lead the development and implementation of the programme work plans in line with the Strategic Note and programme documents.
  • Gather input and coordinate the preparation of work plans, narrative progress reports, and expenditure status reports for the Programme Board and UN Women.
  • Establish effective project planning, implementation, and monitoring systems in collaboration with national and international partners.
  • Maintain comprehensive records of programme activities, potential issues, and risks to ensure smooth execution.

2. Guide Coordination with National Partners and Stakeholders

  • Foster relationships with national partners to support the implementation and expansion of the Women, Peace and Security / Humanitarian programme. Proactively identify potential challenges and propose solutions.
  • Identify capacity gaps in partner organizations and provide targeted support through technical assistance, mentoring, training, and capacity development initiatives.

3. Coordinate Monitoring and Reporting on Programme Activities

  • Gather and compile all relevant data for monitoring and reporting across the full programme cycle, from planning to evaluation.
  • Regularly monitor programme activities and expenditures, conducting on-site monitoring visits as needed.
  • Draft and contribute to annual and quarterly reports; ensure the timely submission of financial and narrative reports from implementing partners.
  • Contribute inputs on Women, Peace, and Security / Humanitarian programme activities and results to the Country Office reporting.

4. Manage Programme People and Finances

  • Oversee the financial management of the Women, Peace and Security / Humanitarian programme, ensuring efficient use of resources.
  • Manage personnel within the portfolio, ensuring proper staff allocation and performance monitoring to support the programme’s goals.

Reporting to: Programme Management Specialist

The Programme Coordination Analyst is responsible for overseeing and managing the Women, Peace and Security / Humanitarian portfolio. This includes coordinating relationships with national partners, monitoring and reporting on activities, and managing both financial and human resources within the portfolio.

Key Responsibilities:

1. Coordinate Programme Financial Resources

  • Lead the development and preparation of the programme’s financial resources, including budgeting, budget revisions, expenditure tracking, and reporting.
  • Monitor the allocation and disbursement of funds to participating partners, ensuring financial accountability and transparency.
  • Supervise Programme Associates and Assistants, providing guidance and support for day-to-day operations.

2. Build Partnerships and Support Resource Mobilization

  • Contribute to the development of partnerships and resource mobilization strategies to support programme sustainability and growth.
  • Assist in the creation of project documents and the mobilization of resources, ensuring alignment with UN Women’s goals and priorities.

3. Advocate for Knowledge Building and Communication

  • Document the programme implementation process and key deliverables, ensuring thorough records and reports.
  • Foster the exchange of information and contribute to the development of knowledge products within and outside the programme.
  • Organize major advocacy campaigns, events, trainings, and workshops, ensuring effective communication of programme achievements.

Functional Competencies:

  • Strong skills in programme formulation, implementation, monitoring, and evaluation.
  • Proficiency in budget management and financial tracking.
  • Solid knowledge of Results-Based Management (RBM) and its application to programme design and delivery.

Supervisory/Managerial Responsibilities:

  • The incumbent will lead a team of 2 affiliate personnel (SC), providing guidance and support to ensure smooth programme execution.

Qualifications:

Education:

  • Master’s degree or equivalent in public administration, law, human rights, gender equality, management, social sciences, or a related field is required.
  • A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the advanced degree.
  • Project/Programme Management Certification (e.g., PMP®, PRINCE2®, MSP®) is an added advantage.

Experience:

  • A minimum of 2 years of progressively responsible experience in managing complex programmes at the national or international level, particularly in collaboration with national partners.
  • Experience in coordinating, implementing, monitoring, and evaluating development programmes is highly desirable.
  • Proven experience in leading and coaching staff in national settings is required.
  • Proficient in office software (MS Word, Excel, etc.) and web-based management systems.
  • Experience with modern web-based ERP systems, such as Oracle Cloud, is desirable.

Language Requirements:

  • Fluency in English and French is required for this position.

Temporary Appointment Statement and Organizational Overview

This position is offered as a temporary appointment under the UN Staff Regulation 4.5 (b). Please note that a temporary appointment does not carry any expectation of renewal, whether legal or otherwise. Additionally, temporary appointments cannot be converted into any other type of appointment. The term for this temporary appointment is budgeted for a maximum of 729 days.
