Position Overview

The Purchasing Agent serves as a senior TB/HIV and opportunistic infections program specialist at CDC-Cameroon. Reporting directly to the Associate Director of Clinical and Laboratory Services and the Country Director, this role is central to the management of HIV/TB co-infection and opportunistic infection programs. This cross-cutting role requires effective collaboration with the Ministry of Health, key partners, and other PEPFAR agencies to ensure that programs meet both strategic objectives and international public health standards.

The position also involves significant advisory responsibilities, public health technical leadership, and a results-driven approach in program planning and analysis. The job holder represents CDC-Cameroon at high-level meetings, contributing to policy and strategy formulation on HIV/TB co-infection and public health management.

Qualifications and Requirements

  • Education: Doctor of Public Health (DrPH), Doctor of Medicine (MD) with a specialization in Internal Medicine, MD with a Master of Public Health (MPH), Ph.D. in Public Health or Epidemiology, or equivalent qualification such as a Bachelor of Medicine/Bachelor of Surgery (MBBS).
  • Experience:
  • Minimum of five years in mid-to-senior public health roles, specifically within TB/HIV or HIV-related programs.
  • At least one year of management experience overseeing a multidisciplinary team.
  • Language Skills:
  • Fluent in English (speaking, reading, and writing).
  • Proficient in French (speaking, reading, and writing) – subject to testing.
  • Technical Knowledge:
  • In-depth knowledge of TB and TB/HIV program development, current trends in TB/HIV infectious disease management, counseling, care, and clinical interventions.
  • Familiarity with the host country’s health system, Ministry of Health protocols, and public health regulations.
  • Skills and Abilities:
  • Exceptional communication skills for sustainable relationship-building with partners.
  • Strong analytical abilities to interpret and apply PEPFAR guidelines in complex, cross-cultural contexts.
  • Proficiency in Microsoft Word, Excel, and data management tools.

Roles and Responsibilities

  1. Technical Advisory and Program Management:
  • Provide expert guidance to the Ministry of Health and other partners on TB/HIV co-infection treatment strategies.
  • Supervise day-to-day management of program operations and ensure alignment with U.S. and host government standards.
  1. Strategic Collaboration:
    • Engage with PEPFAR agencies, NGOs, and donor organizations, representing CDC-Cameroon in technical meetings to optimize program impact.
  2. Data Analysis and Program Evaluation:
  • Develop and interpret program evaluation designs and reports, synthesizing data to enhance program effectiveness for TB/HIV co-infection treatment.
