Background
The Global Corporate Solutions International Facilities (GCSIF) is seeking a Short-Term Consultant (STC) to provide support to the AWC C1 Country Management Unit. The Consultant will be stationed at the Yaoundé office in Cameroon, reporting directly to the GCSIF Senior Program Manager, and will serve as an integral member of the GCSIF team.
Scope of Work
The Consultant will be responsible for overseeing and managing the operations and maintenance of the World Bank Group’s buildings in the region. Key duties include, but are not limited to: housekeeping, repair and maintenance, management of electrical and mechanical systems, coordination of office relocations and space adjustments, as well as landscaping services. Modifications or additions to this scope may be made during the initial engagement or any subsequent extensions.
Duties and Responsibilities
- Supervise both in-house teams and external contractors providing technical, maintenance, and cleaning services, ensuring all facilities needs are met, including housekeeping, landscaping, repair of Bank-owned equipment, and management of power, water, and waste systems.
- Ensure all Bank-owned building infrastructure and equipment are maintained in accordance with Planned Preventive Maintenance (PPM) schedules outlined in the GCSIF International Facilities Manual, as well as manufacturer recommendations. This encompasses UPS systems, HVAC, elevators, generators, electrical systems, voltage stabilizers, plumbing, fire detection/alarm/suppression systems, and security/access control equipment.
- Maintain and report monthly operational data on a shared platform for oversight by the GCSIF Senior Program Manager and inclusion in the Annual Facilities Management Report.
- Oversee and report on the World Bank Group Sustainability program.
- Prepare technical specifications and statements of work for contracted maintenance services, and participate in bidder evaluation and selection, including responding to requests for information or proposals as needed.
- Collaborate closely with the Real Estate Portfolio Lead to monitor and report on monthly expenditures, budget variances, and other financial metrics, attending office management meetings as required.
- Schedule and manage contracted vendors to coordinate multiple engineering operations, inspections, preventive maintenance, and fire/life safety programs; ensure security coverage during weekend work and perform spot checks as necessary.
- Review contractor invoices, recommend payments, and submit accruals to accounting for completed but unpaid work.
- Assist in developing annual building management budget estimates in coordination with the Senior Real Estate Portfolio Lead.
- Oversee the Helpdesk function to track and resolve facilities-related user requests efficiently.
- Manage building works and purchases under $50,000 following Corporate Procurement guidelines; coordinate procurement of contracts exceeding $50,000 with the Senior Real Estate Portfolio Lead and Corporate Procurement Officer.
- Ensure compliance with the Bank’s procurement standards for larger facilities purchases and contracts through close collaboration with Real Estate Portfolio and Corporate Procurement teams.
- Manage asset replacement programs for furniture, equipment, and fixtures; conduct annual physical inventory and update the asset management database; coordinate disposal of obsolete items with the local management team.
- Ensure all fire, life safety, and security systems are fully operational at all times; plan and conduct periodic inspections and emergency drills in coordination with the Country Security Specialist.
- Maintain an updated portfolio of potential vendors for facilities management procurement across the region.
- Implement and oversee sustainability programs to minimize waste, optimize energy and water use, and reduce the building’s environmental footprint.
- Drive continuous improvements in processes, budget accuracy, and service delivery, holding third-party facilities management providers accountable to ±5% budget variance.
- Provide architectural, engineering, and design oversight for minor interior reconfigurations, ensuring alignment with building systems, finishing standards, and fire/life safety codes; support vendors in engineering operations, preventive maintenance, and safety programs.
- Coordinate internal office moves in collaboration with local IT staff.
Selection Criteria

A relevant degree, ideally an MA/MS or M.Eng. in Architecture, Mechanical, Electrical, or Structural Engineering, Real Estate, or Facilities Management, with at least five years of relevant experience, or an equivalent combination of education and experience. Membership in a recognized local or international professional body with up-to-date professional development is desirable.

- Comprehensive knowledge of building infrastructure, engineering systems, and applicable building codes, laws, and regulations governing building operations and maintenance.
- Proven hands-on experience in managing building systems, including the ability to inspect, supervise, and train staff on proper operation, upkeep, and maintenance of installations.
- Strong verbal and written communication skills in English are essential; working proficiency in French is required.
- Experience in developing logistical plans, technical statements of work, and service specifications.
- Familiarity with sustainability principles in facilities management.
- Competence in facilities-related budgeting and financial management, including monitoring costs, chargebacks, and identifying unplanned expenditures or deviations from budget and schedule.
- Understanding of basic project management principles as they apply to task execution.
- Ability to maintain organized records of contract administration, operations, and costs to support periodic audits by internal and external auditors.
- Proficiency with MS Office is essential; knowledge of MS Project (or equivalent project tracking tools) and AutoCAD (or equivalent) is advantageous.
- Demonstrated capacity to manage multiple or complex operational issues efficiently with minimal supervision.
- Strong leadership and supervisory abilities to manage outsourced facilities staff and other teams to deliver integrated services.
- Excellent interpersonal, communication, and listening skills, combined with a strong client orientation and results-driven mindset. Ability to liaise diplomatically with internal stakeholders, World Bank headquarters, and local authorities regarding licenses, permits, and related matters.
- Availability on a 24/7 basis for major emergencies, system failures, or security issues, and willingness to travel regionally as required.
