Job Opportunities at the Norwegian Refugee Council (NRC) – June 2026

  • Position: Education Programme Development Manager (PDM) – Cameroon (Northwest & Southwest)

Key Responsibilities

The successful candidate will be responsible for shaping and leading NRC’s education strategy in Cameroon. This includes developing technical standard operating procedures (SoPs), guidelines, and Macro Log-Frames (MLF), while ensuring alignment with regional and global priorities. Collaboration with other Core Competency Specialists and Programme Development Managers is essential to maintain coherence across sectors.

The role requires strict adherence to NRC policies, the Global Education Strategy, and established tools and frameworks. The Education PDM will oversee programme development, ensure effective implementation of tools and guidelines, and continuously strengthen the education portfolio to remain relevant, evidence-based, and responsive to identified needs.

In addition, the position involves leading education needs assessments and response analyses in coordination with other sectors to promote integrated, multi-sectoral interventions. The post holder will also guide the country programme on appropriate responses to emerging crises.

External representation is a key aspect of the role, including active participation in coordination mechanisms such as clusters and engagement with other humanitarian stakeholders. The candidate will also contribute to proposal development, budget management, and donor reporting.

Profile and Qualifications

Applicants should hold a degree in International Relations, Social Sciences, or a related field; a Master’s degree is considered an advantage. A minimum of three years’ experience in a senior project implementation role within humanitarian or recovery contexts is required, particularly in complex and unstable environments.

Strong expertise in education programming is essential, especially in non-formal education, youth-focused initiatives, and psychosocial support. Experience in programme strategy development, start-up or transition phases, and capacity building for teams and partners is highly valued.

Candidates should demonstrate the ability to work within a matrix management structure, with strong coordination and communication skills. Proven results related to programme responsibilities are expected.

Additional competencies include:

  • Knowledge of market analysis and cash-based or market-driven interventions
  • Familiarity with humanitarian standards and frameworks (INEE, SPHERE, IASC, HAP, gender mainstreaming, and humanitarian principles)
  • Understanding of protection mainstreaming and inclusive programming approaches
  • Strong leadership awareness and self-assessment capacity
  • Proficiency in English, both written and spoken
  • Good knowledge of the Cameroonian context, particularly the Northwest and Southwest regions (an asset)
  • Advanced computer skills, including MS Word, Excel, PowerPoint, and Outlook
