The delegation of the International Committee of the Red Cross for Central Africa in Yaounde is seeking for ONE (01) qualified candidates for its Sub-Delegations of Bamenda:
Position: Health field officer
Location: Bamenda (North West-Cameroon)
Contract type: 12 months, Fixed-term contract (Cameroonians only can apply)
Starting date: As soon as possible
Main Responsibilities
-
- Direct oversight and implementation of all Primary Health Care activities in the Area of Responsibility (AOR) in the line with the program plans;
- Conducts regular field visits in the AoR to implement and monitor the heath-related activities to the targeted population;
- Ensures proper management of information collected for program decision-making and appropriate reporting;
- Participates in the analysis of and reflection on the overall health situation contributes to realistic project proposals in line with the delegation’s objectives and priorities;
- Conducts assessments and regular field visits to monitor activities and health-related threats to the targeted population in the AOR;
- Participates in collection of data from all AoR as required for the Medical Activity Database: Prepares requisition orders to be approved by his/her supervisor;
- Monitor the use of medical/pharmaceutical stocks: monthly impress system, monitoring of consumption rates inventory;
- Identifies and builds networks with interlocutors and local stakeholders to facilitate communication and coordination of activities, thereby ensuring more efficient implementation of health programs;
- Supports the Health Delegate and Sub-delegation leadership in nurturing a mutually beneficial relationship with the key interlocutors to the success of the PHC program objectives Acts as an interpreter at meetings and translates documents into local languages (whenever needed);
- Participates in multidisciplinary assessments in ICRC priority zones and proposes new health facilities for ICRC Intervention according to the needs;
- Conducts regular monitoring visits to ICRC facilities using supervision check lists when security permits;
- Conducts remote monitoring of activities in ICRC supported facilities when access limited due to security constrains;
- Ensures medical supplies and essential drugs are delivered monthly to supported facilities based on imprest level;
- Ensures availability of Ministry of Public Health (MOPH) diagnostic and treatment guidelines / protocols;
- Ensure staff are adhering to the MoPH diagnostic and treatment guidelines / protocols including C-19 guidelines,
- Follows the potential emergencies (epidemics, clashes …) assesses and supports with ad hoc supply of medicines / medical supplies to MoPH based on identified needs;
- Maintains contacts with interlocutors and updates the list regularly
Desired profil and skills
- PhD or master’s degree in Medicine or Nursing Sciences, qualification in public health, sexual and reproductive Health (SRH), (Health Management would be an important asset)
- Fluent written and spoken in English: proficiency in French and Pidgin:
- 3 to 5 years of work experience (including 2 years of clinical experience) with minimum 2 years experience in the humanitarian sector as well as medical emergency management
- Excellent knowledge of the assigned geographic area;
- Experience in hospital or primary health care management including SRH Experience in medication drugs management and medical equipment;
- Good ability to work in a multidisciplinary team, Ability to adapt to security constraints, high flexibility
- Good knowledge of IT tools (Word, Excel), Internet messaging (lotus note / outlook):
- Analytical and organizational skills, methodical and thorough with a sense of confidentiality.
