Job Purpose and Organizational Context

Reporting to the Associate Regional Representative (Programme) and under the direct supervision of the designated supervisor where applicable, the Programme Associate ensures the effective implementation of the CO programme by managing data entry and supporting programme implementation in line with UNDP regulations.

The Programme Associate may oversee clerical and support staff within the Programme Unit and collaborates closely with operations, programme, and project staff within the CO and UNDP.

The Programme Unit is dedicated to advancing UNDP’s strategic objectives aimed at fostering a world where people and the planet can prosper in harmony. The unit assists the Country Office in operating ambitiously and at scale to tackle urgent challenges facing the nation and the worsening global climate conditions. Programme staff play a vital role in formulating and executing programme strategies that extend beyond addressing immediate development issues, aiming to catalyze smart, integrated systemic changes in resilience and capacity-building within the country for the future.

Duties and Responsibilities

  1. Supporting Formulation of Programme Strategies and Implementation of the Country Programme Document
  • Assist in preparing Country Programme Documents (CPDs) and establishing Baselines, Milestones, and Targets (BMT).
  • Provide information and evidence to inform future programming decisions and identify implementation arrangements.

  1. Resource Mobilization Support
  • Review Financial Reports of projects under National Implementation Modality (NIM).
  • Take timely corrective actions on unposted vouchers, including those with budget check errors, match exceptions, and unapproved vouchers.

Administrative Support to the Programme Unit

  • Provide administrative support to ensure smooth functioning of the Programme Unit.

Facilitation of Knowledge Building and Knowledge Sharing

  • Foster knowledge building and sharing within the team and among stakeholders to enhance programme effectiveness.

Duties and Responsibilities

  1. Procurement and Financial Management
  • Generate requisitions in Quantum for development projects and manage the registration of goods receipt.
  • Depending on office setup, preparation of requisitions for development projects can be conducted by Programme Associates or Programme Assistants.
  • Voucher creation tasks in Service Centres or Project offices can be carried out by Service Administrators or Finance Assistants.
  1. Donor Engagement and Resource Management
  • Analyze donor information and prepare donor profiles.
  • Monitor and report on mobilized resources.
  • Review contribution agreements and oversee contributions in the ERP system.
  1. Facilitation of Knowledge Building and Sharing
  • Conduct programme-related training sessions for relevant programme and operations personnel.
  • Compile lessons learned and best practices.
  • Contribute to knowledge networks, communities of practice, and digital knowledge platforms.
  1. Knowledge Building and Sharing in the Country Office
  • Organize and deliver training sessions for operations and project staff on programme-related topics.
  • Synthesize lessons learned and best practices from programme activities.
  • Contribute effectively to knowledge networks and communities of practice.

Additional Responsibilities

  • Perform any other duties within the functional profile as required for the efficient functioning of the Office and the Organization.

Required Skills and Experience

  1. Education:
    • Secondary education is necessary.
    • A university degree in Business Administration, Public Administration, Economics, Political Sciences, Social Sciences, or a related field is preferred but not mandatory.
  2. Experience, Knowledge, and Skills:
  • Minimum of 6 years of relevant progressive administrative or management experience (with a high school diploma) or 3 years (with a bachelor’s degree), at national and/or international levels.
  • Proficiency in computer usage and office software (e.g., MS Word, Excel).
  • Ability to review and edit documents and prepare comprehensive meeting reports highlighting key actions.
  • Familiarity with web-based management systems, including ERPs like ATLAS, UNall, Quantum, is highly advantageous.
  • Previous experience in a similar role or field is required.
  • Prior UNDP/UN experience in comparable functions is highly desirable.
  • Fluency in either French or English is essential, with a working knowledge of the other language (Fluency in French and working knowledge of English, or Fluency in English and working knowledge of French).

Appointment Continuance and Probationary Period
