About the Data Science Without Borders (DSWB) Project:

The Wellcome Trust Foundation is funding a groundbreaking three-year initiative to advance data science applications across Africa. This project aims to leverage the vast amounts of health data generated in African nations and utilize cutting-edge data analysis techniques, including machine learning and artificial intelligence, to improve healthcare outcomes across borders. The project’s core objectives are to strengthen national teams’ machine learning capabilities and develop data analytics expertise using powerful AI tools. Headquartered in Nairobi, Kenya, the project is being implemented in Senegal, Ethiopia, and Cameroon, with operations based at the Douala General Hospital (DGH) in Cameroon.

Position Summary:

We are seeking a highly skilled Data Manager to join the DSWB team in Cameroon. The successful candidate will play a pivotal role in upholding the quality, integrity, and efficiency of data management processes. This position is instrumental in ensuring effective data analysis, informed decision-making, and the overall success of the DSWB project in Cameroon.

Key Responsibilities:

  • Develop and implement a robust data management plan that prioritizes data quality throughout the project lifecycle.
  • Design and execute efficient data collection procedures to minimize errors and maintain data consistency.
  • Clean and validate research data using appropriate tools and techniques, such as data cleaning software and scripting languages.
  • Ensure the secure storage and accessibility of data, adhering to strict data privacy and security protocols.
  • Collaborate with the research team to define data requirements and support data analysis efforts.
  • Contribute to the development and enhancement of data management protocols and best practices.

Data Manager: Key Responsibilities and Qualifications

The Data Manager will play a critical role in ensuring the quality, integrity, and accessibility of research data within the DSWB project. This position involves collaboration with researchers and technical staff, as well as adherence to best practices in data management.

Key Responsibilities:

  • Data Lifecycle Management: Develop and implement a comprehensive data management plan encompassing the entire research lifecycle, with a strong emphasis on maintaining data quality.
  • Data Collection and Quality: Design and execute efficient data collection procedures to minimize errors and ensure consistent data. Implement rigorous data quality control measures, including validation rules, integrity checks, and ongoing monitoring of data quality metrics.
  • Data Documentation and Standards: Develop and maintain detailed data dictionaries and codebooks, documenting data definitions, standards, and transformations.
  • Data Security and Access: Collaborate with researchers and IT staff to ensure secure storage, access, and backup of research data, adhering to strict data privacy and security protocols.
  • Data Analysis Support: Contribute to the design of research protocols, including methodology, analysis, quality control, and reporting sections for both quantitative and qualitative data. Perform statistical analyses using appropriate tools and support data presentations and communications.
  • Data Cleaning and Validation: Oversee and coordinate the data cleaning process, liaising with the project coordinator to address data errors, discrepancies, and missing information. Utilize data cleaning software, scripting languages (Python, R), and data pre-processing techniques to ensure data accuracy and completeness.
  • Continuous Improvement: Stay informed about the latest best practices in data management and data quality, and actively participate in the development and enhancement of data management protocols and procedures.

Qualifications:

  • Education: Master’s degree in Computer Science, Biostatistics, Data Science, Statistics, or a related field with experience in scientific research data management.
  • Experience:
    1. A minimum of five years of experience as a Data Manager or Data Analyst in a project setting.
    2. Proven track record in designing and implementing data management plans in research environments.
    3. Demonstrated expertise in using data cleaning software, scripting languages (Python, R), and data pre-processing techniques.
    4. Proficiency in utilizing database management systems (SQL, MySQL, Oracle) and electronic health records.
    5. Familiarity with machine learning concepts and techniques.
  • Skills:
    1. Strong analytical and problem-solving skills with meticulous attention to detail.
    2. Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
    3. Ability to work independently and as part of a team.
    4. Knowledge of data governance policies and procedures.
  • Languages: Fluency in both English and French is essential for this role.

Assessment:

The selection process will involve an initial review of applicants’ CVs, followed by interviews with shortlisted candidates.
