ORGANIZATIONAL CONTEXT
The WFP Security Unit’s mission is to provide professional security management and services that enable the successful delivery and implementation of WFP programs and activities in Cameroon. In accordance with the UNSMS, the Security Associate offers technical, operational, and administrative support to the Supervisor in their role of ensuring the safety and security of personnel and their eligible family members, as well as safeguarding WFP premises, assets, and resources at the duty station. The incumbent is expected to carry out these duties by strictly adhering to the Supervisor’s instructions and complying with UN Security policies, rules, and procedures.
This position is based in Yaounde and reports to the Country Security Officer.
THE ROLE:
Purpose: To implement and evaluate security measures, maintain equipment, and provide updates and recommendations to safeguard WFP personnel, facilities, and operations, thereby facilitating informed decision-making.
KEY ACCOUNTABILITIES (not all-inclusive, nor exhaustive):
- Reporting to: Country Security Officer (CSO)
- Collaborating with: Field Security Officer (FSO) and SOSO
Responsibilities:

Security Risk Assessment & Reporting:
- Thoroughly analyze security threats and risks, compiling precise reports on trends and potential operational impacts.
- Ensure accurate information collation and timely dissemination to senior security staff for reporting and decision support.

Security Information Management:
- Review security-related data (incidents, events, daily support) and utilize information management tools for in-depth analysis and reporting.
- Ensure information accessibility for relevant stakeholders.

External Liaison & Coordination:
- Collaborate with local authorities, UN/NGO security personnel, and other stakeholders to ensure safe program access and mitigate risks to staff and resources.

Field Mission Support & Security Assessment:
- Plan and coordinate staff activities during field missions.
- Conduct security assessments within the area of responsibility to support safe program implementation.

Security Assessment Analysis & Recommendations:
- Scrutinize post-mission reports and provide detailed risk mitigation recommendations to inform security analysis and decision-making.

Security Risk Management Advisement:
- Assist in advising the Country Director on security risk management and safety compliance with the UNSMS.

Risk Mitigation & MOSS Compliance:
- Support the implementation of risk management measures, including MOSS compliance.

Security Equipment & Technology:
- Maintain and manage security equipment, proposing technology enhancements aligned with operational needs.

Access Control:
- Monitor and ensure strict adherence to access control procedures by all staff and visitors to uphold a secure environment.

Emergency & Contingency Planning:
- Maintain and recommend improvements for emergency and contingency plans, encompassing physical preparations and procedures, to ensure crisis preparedness.
- Security Training & Development:
- Conduct security training for staff and assess training needs to address evolving requirements.
QUALIFICATIONS AND EXPERIENCE
Education:
- High school diploma or equivalent.
- A post-secondary certificate or diploma in a related field is preferred.
Experience:
- At least six years of relevant work experience, preferably in a similar industry or field.
- Experience in general administrative tasks.
Knowledge and Skills:

Technical Expertise:
- Solid understanding of security operations procedures and technology.
- Ability to provide technical guidance and training to colleagues.
- Proficiency in collecting and analyzing data to generate security reports.
- Specialized knowledge of security methods, techniques, and systems acquired through training and experience.

Security Awareness:
- Broad understanding of security logistics, administration, risk assessment, and collaboration with local authorities and law enforcement.
- Familiarity with fire safety and evacuation procedures.

Personal Attributes:
- Ability to remain calm and manage emergency situations effectively.
- Detail-oriented and vigilant in identifying security breaches.
- Sound judgment and ability to assess information and report incidents.
- Excellent communication skills, both written and verbal, to interact with internal and external stakeholders.
- Willingness to participate in security training and adhere to UN security standards.
Language:

General Service (Headquarters):
- Fluent (level C) in English.
- Fluency (level C) or intermediate knowledge (level B) of another official UN language may be required depending on the location or area of responsibility.

- Fluent in both spoken and written communication in the UN language used at the duty station and in the local language, if different.
