Position Summary

The U.S. Mission in Cameroon invites qualified and eligible candidates to apply for the position of Foreign Service National Investigator (FSNI) Assistant within the Regional Security Office (RSO).

  • Supervisory Status: This is a non-supervisory position.

Duties and Responsibilities

The FSNI Assistant conducts security-related investigations and maintains effective liaison with local law enforcement agencies, security services, and police authorities.

The incumbent supports the Regional Security Office by assisting in the coordination of protective services for mission personnel and visiting U.S. Government officials. The position involves collecting, analyzing, and reporting information related to potential threats to U.S. personnel, facilities, and sensitive information.

In addition, the FSNI Assistant conducts background investigations on employment candidates and local contractors to assess suitability, and provides investigative research support to other U.S. law enforcement agencies in connection with criminal investigations.

Qualifications and Evaluations

Requirements

All selected candidates must be able to obtain and maintain either:

  • A security certification, or
  • A Public Trust background investigation clearance.

Candidates will be subject to a background investigation and may be required to undergo a pre-employment medical examination.

The selected applicant must be able to assume duties within a reasonable timeframe upon receipt of all required authorizations and clearances. Failure to do so may result in termination of candidacy.

Education

A minimum of two (2) years of university-level education is required.

Qualifications

Job Knowledge: Sound knowledge of local and regional judicial systems, including criminal laws and procedures, as well as legislation related to marriage, divorce, adoption, and military service. Demonstrated familiarity with investigative methodologies and security-related databases is required.

Skills and Abilities:

  • Possession of a valid driver’s license

  • Excellent interpersonal and communication skills

  • Demonstrated ability to conduct sensitive investigations with discretion and professionalism

  • Strong written communication skills in English, including report and correspondence drafting

Position Summary

Duties and Responsibilities

The incumbent provides security services for U.S. Embassy Yaoundé and the Embassy Branch Office in Douala by performing access control and visitor screening functions as part of the Local Guard Force (LGF).

Key responsibilities include:

  • Preventing unauthorized access to U.S. facilities
  • Protecting personnel, dependents, visitors, and government property
  • Maintaining order and ensuring a secure environment
  • Deterring criminal activity and responding to potential threats, including terrorist acts
  • Preventing damage to U.S. Government assets

The Local Guard Force is an integral component of the Mission’s overall security framework and works in coordination with physical, technical, and procedural security measures. Guards are required to perform duties in accordance with established Post Orders and General Orders.

Qualifications and Requirements

Security and Medical Clearance

All selected candidates must be able to obtain and maintain:

  • A valid security certificate or
  • A Public Trust background investigation clearance

Candidates may also be required to undergo a pre-employment medical examination. Selected individuals must be available to begin work within a reasonable timeframe following receipt of required authorizations and clearances.

Education

  • Completion of primary school is required.

Experience

  • A minimum of two (2) years of experience in the military, police service, or as a professional security guard is required.

Language Proficiency

  • Limited proficiency (reading, writing, and speaking) in English and French is required and may be tested.

Job Knowledge

  • Knowledge of emergency response procedures and notification protocols
  • Familiarity with modern security equipment and operational practices
  • Awareness of local cultural norms and customs

Skills and Abilities

  • Ability to operate security control panels, emergency alarms, and public address systems
  • Proficiency in using radio communications and advanced security equipment
  • Ability to operate an Automated External Defibrillator (AED) and fire extinguishers
  • Ability to use personal protective equipment, including batons, pepper spray, handcuffs, and flex cuffs
  • Physical ability to stand and/or walk for extended periods in varying weather conditions
  • Flexibility to work rotating shifts, including nights, weekends, and public holidays

Key Responsibilities

The incumbent ensures the safety and security of Mission personnel and facilities by performing access control, visitor screening, and mobile patrol duties as part of the Local Guard Force (LGF). The position involves detecting, deterring, responding to, and reporting criminal or terrorist threats directed at U.S. Government interests.

The Mobile Patrol Senior Guard provides limited guidance to up to 35 rotating residential guards regarding access control procedures and the operation of security equipment. The incumbent responds to emergency situations under RSO direction and performs designated First Responder duties.

Additional responsibilities include safeguarding U.S. Government property and personnel, executing duties in accordance with General and Post Orders, and serving as Acting Guard Supervisor when required. In this capacity, the incumbent ensures timely notification to RSO officers regarding urgent or ongoing security incidents.

Qualifications and Requirements

General Requirements

  • Ability to obtain and maintain a valid security certificate or a Public Trust background investigation clearance.
  • Successful completion of background checks and, if required, a pre-employment medical examination.
  • Availability to assume duties within a reasonable timeframe upon receipt of all required clearances.

Education

  • Completion of primary school education is required.

Experience

  • A minimum of five (5) years of professional experience in the military, police service, or private/public security sector.

Language Proficiency

  • Basic proficiency (spoken and written) in both English and French. Language testing may apply.

Job Knowledge

  • Knowledge of emergency response protocols and notification procedures.
  • Familiarity with modern security systems, equipment, and best practices.
  • Understanding of cultural norms and customs.
  • Knowledge of traffic regulations and local accident response procedures.

Skills and Abilities

  • Proficiency in operating security control panels, alarms, public address systems, and radio communication equipment.
  • Ability to use emergency and safety equipment, including AEDs, fire extinguishers, and personal protective gear (batons, pepper spray, handcuffs, flex cuffs, etc.).
  • Physical capability to perform duties involving prolonged standing or walking in varied weather conditions.
  • Flexibility to work rotating shifts, including nights, weekends, and holidays.
  • Valid host-country driver’s license and ability to operate a motor vehicle.
  • Capacity to act independently during incidents, communicate effectively with individuals from diverse backgrounds, and apply conflict de-escalation and mediation techniques.
  • Regular interaction with visitors, Mission staff, and local law enforcement authorities as required.

Key responsibilities include drafting political and economic reporting cables on domestic and regional issues of interest to the United States; serving as a note-taker when required; and preparing materials such as memoranda of conversation (memcons), reporting cables, talking points, and official correspondence for senior Embassy leadership. The incumbent may also provide day-to-day guidance to local staff.

This is a full-time position requiring the ability to obtain and maintain a Secret-level security clearance.
