Field Coordinator – Far North
Background / IRC Overview
The International Rescue Committee (IRC) is a neutral, non-profit, and non-religious humanitarian organization dedicated to supporting refugees and crisis-affected populations worldwide. Through programs in public health, sanitation, shelter, education, rehabilitation, and livelihoods, the IRC promotes durable solutions that foster stability and self-reliance among displaced persons, refugees, and host communities.
Established in 1933 at the call of Albert Einstein, the IRC operates in over 40 countries across Europe, Africa, and Asia, as well as through a resettlement program in the United States. The IRC began its operations in Cameroon in 2016, responding to the growing humanitarian needs caused by the Boko Haram conflict in the Far North region. Its interventions span Diamaré, Mayo Sava, Mayo Tsanaga, and Logone & Chari, through field offices in Kousseri and Maroua. The IRC provides life-saving assistance that enhances access to clean water, improves hygiene practices, supports food security through cash-based interventions, and strengthens education and child protection systems. In addition, the IRC implements protection programs addressing gender-based violence (GBV) and supporting survivors of human rights violations.
With the escalation of conflict in Cameroon’s North-West and South-West regions, the IRC expanded operations to Buea (South-West) in 2018 and Bamenda (North-West) in 2019, delivering humanitarian aid to internally displaced populations.
Scope of Work
The Field Coordinator (FC) will play a key role in supporting the Senior Field Management Coordinator in managing IRC operations in the Far North region of Cameroon. The FC will ensure the efficient functioning of the field office and provide strong operational support to program teams, enabling the delivery of high-quality humanitarian interventions.
The incumbent will be responsible for maintaining effective systems across administration, logistics, supply chain, finance, human resources, and facility management. The FC will serve as the acting Senior Field Management Coordinator when required, ensuring continuity in leadership and decision-making.
While the position does not include direct line management, the FC will oversee day-to-day office operations, identify and resolve operational challenges, and provide timely guidance and solutions to enhance overall field performance.
Position Overview
The Field Coordinator (FC) will play a pivotal role in managing humanitarian access, safety, and security (HASS) within the Far North region. This includes ensuring full compliance with IRC policies and procedures, monitoring contextual developments, and coordinating incident reporting and contingency planning in close collaboration with the HASS team.
The FC will also serve as IRC’s representative in field-level coordination platforms, engaging with local authorities, community leaders, UN agencies, and partner organizations to enhance IRC’s operational presence and ensure the safe and efficient delivery of humanitarian assistance.
This position demands strong leadership, operational management, and problem-solving capabilities, as well as proven experience working in complex and insecure environments. The incumbent must consistently uphold the IRC’s core values of integrity, accountability, and duty of care toward both staff and the communities served.
Major Responsibilities
1. Field Management and Coordination
- Ensure the effective day-to-day operations of IRC’s Far North field office.
- Serve as deputy to the Senior Field Management Coordinator during their absence, maintaining operational continuity.
- Supervise field-level support services — including Human Resources, Administration, Finance, Supply Chain, and Facilities Management — ensuring compliance with IRC standards and procedures.
- Facilitate efficient coordination between field-based teams and the Country Office.
- Organize and chair regular field-level meetings, ensuring clear communication and information flow between field teams and senior management.
- Oversee the preparation and timely submission of monthly field management reports.
2. Humanitarian Access, Safety, and Security (HASS)
- Support the implementation and continuous monitoring of IRC’s safety and security protocols across the Far North region.
- Serve as the security focal point when the Senior Field Management Coordinator or Safety and Security Coordinator is unavailable.
- Track and analyze the local context, providing timely updates and strategic recommendations to inform operational decision-making.
- Contribute to the development, review, and updating of Security Management Plans (SMPs) and contingency plans.
- Lead incident management, reporting, and response coordination at the field level in close collaboration with HASS personnel.
- Ensure all new staff receive comprehensive safety and security briefings and participate in required training sessions.
3. Staff Support and Oversight
- Supervise and provide guidance to field office staff in carrying out their daily responsibilities.
- Identify operational challenges and coordinate with relevant departments (Programs, HR, Finance, Supply Chain, etc.) to resolve them efficiently.
- Promote staff well-being and uphold duty of care principles in coordination with the HR department.
- Support the onboarding, induction, and integration of new staff into the field office.
- Foster a positive, inclusive, and accountable work environment, reinforcing IRC’s safeguarding principles and organizational culture.
4. Representation and Coordination
- Represent the IRC in external coordination mechanisms, including meetings with local authorities, community representatives, partners, and other humanitarian actors, as delegated by the Senior Field Management Coordinator.
- Strengthen partnerships and collaboration with UN agencies, INGOs, NGOs, and government stakeholders operating in the Far North.
- Lead the organization and facilitation of donor and stakeholder field visits, ensuring proper coordination and preparation.
- Promote effective communication and information-sharing between programmatic and operational teams to enhance overall efficiency and impact.
Operational Support
- Oversee logistics, supply chain, facilities management, and administrative operations at the field level to ensure smooth and efficient program delivery.
- Ensure effective cash management practices and strict compliance with IRC’s financial policies and procedures.
- Support budget planning and expenditure monitoring for the field office in close coordination with the Finance team.
- Conduct regular spot checks to ensure accountability and proper management of IRC assets, inventory, and equipment.
- Contribute to contingency planning and emergency preparedness initiatives to strengthen operational resilience.

Qualifications
- Education: Bachelor’s degree in Management, International Relations, Humanitarian Studies, or a related discipline; equivalent experience may be considered.
- Experience: 5–7 years of progressively responsible experience in NGO field operations, including at least 3 years in a coordination or management role.
- Demonstrated expertise in operations functions, including Supply Chain, Administration, HR, Safety & Security, and/or Finance.
- Proven ability to work effectively in complex and insecure environments.
- Strong leadership, interpersonal, and analytical problem-solving skills.
- Demonstrated capacity to coordinate and collaborate with diverse internal and external stakeholders.
- Excellent communication, negotiation, and representation skills.
- High level of integrity, adaptability, and ability to perform under pressure.
- Language: Fluency in English (spoken and written) required; advanced French proficiency essential; knowledge of local languages is an asset.

Key Responsibilities
Field Management and Coordination
- Ensure the effective day-to-day management of IRC’s NWSW field offices and overall operations.
- Serve as the primary deputy to the Senior Field Management Coordinator (SFMC), ensuring operational continuity during their absence.
- Oversee the implementation of all field-level support functions—including Human Resources, Administration, Finance, Supply Chain, and Facilities Management—to ensure compliance with IRC standards and procedures.
- Facilitate coordination and communication between field teams and the Country Office to ensure seamless operational support.
- Lead and chair regular field-level meetings to ensure effective information sharing and alignment between field and country leadership.
- Ensure timely preparation, review, and submission of monthly field management and operational reports.
Humanitarian Access, Safety, and Security (HASS)
- Support the implementation, monitoring, and continuous improvement of IRC’s safety and security management systems across the NWSW regions.
- Serve as the Security Focal Point in the absence of the SFMC or Safety and Security Coordinator.
- Continuously assess and monitor the security context, providing timely updates, risk analyses, and recommendations to inform decision-making.
- Contribute to the development, review, and dissemination of Security Management Plans (SMPs) and contingency plans.
- Lead field-level incident response, reporting, and coordination in collaboration with the HASS team.
- Ensure all new staff receive comprehensive safety and security briefings and required training upon deployment to the field.
Staff Support and Oversight
- Provide daily guidance and oversight to field office staff, ensuring operational efficiency and adherence to IRC policies.
- Identify and address operational challenges or bottlenecks, coordinating with relevant technical supervisors (Programs, HR, Finance, Supply Chain, etc.) to develop timely solutions.
- Promote staff wellbeing and duty of care, working closely with HR to implement relevant initiatives.
- Support the onboarding, induction, and integration of new team members.

Representation and Coordination
