Area Operations Manager – Cameroon (Kousseri)
Position Overview
The Area Operations Manager is responsible for providing strategic and day-to-day operational leadership for the designated Area Office in Kousseri. The role ensures effective coordination of programme implementation alongside high-quality, compliant support services. It plays a key part in achieving programme objectives by identifying and resolving operational constraints, maintaining efficient service delivery across the area, and escalating critical risks to country leadership. The position ensures that all interventions are implemented in a timely, cost-effective, and standards-compliant manner.
Key Responsibilities
- Lead the organisation and coordination of grant opening and closure meetings in collaboration with Country Office programme and support teams.
- Represent the organisation at local level as delegated, fostering and maintaining strong professional relationships and networks to enhance organisational visibility and influence.
- Contribute to needs assessments for new operational areas and support the design of relevant programme strategies and intervention approaches.
- Adapt and implement Standard Operating Procedures (SOPs) in coordination with Country Office management to ensure effective and context-appropriate service delivery.
- Ensure that all staff in the Area Office have clear work plans and development objectives, and that regular performance reviews are conducted in line with organisational standards.
- Oversee the proper functioning of data collection systems, ensuring accurate storage, management, and sharing of operational information.
- Lead the preparation and submission of periodic area-level reports, providing analysis and escalating high-risk issues when required.
- Perform additional duties as assigned by the line management in support of area operations.
Required Profile
Professional Experience & Competencies
- Minimum of 3 years’ experience in operations or office management, preferably within humanitarian or recovery contexts.
- Proven experience in team leadership and project management, including planning, coordination, and operational oversight.
- Strong ability to manage competing priorities in complex and dynamic environments.
- Fluency in both English and French (written and spoken) is required.
Contextual Knowledge & Technical Skills
- Experience in cash-based and market-based programming approaches.
- Solid understanding of the humanitarian and socio-political context in Far North Cameroon, particularly displacement dynamics in the Lake Chad Basin.
- Familiarity with durable solutions programming and the Humanitarian-Development-Peace (HDP) Nexus.
- Experience engaging with local authorities, partners, and humanitarian stakeholders at field or regional level.
- Knowledge of local languages is considered an asset.

- Mener un plaidoyer en faveur de l’accès, axé sur les obstacles bureaucratiques et administratifs (OBA), en coordination avec le responsable HAS, y compris la création de messages de plaidoyer fondés sur des données probantes à destination des donateurs et des acteurs diplomatiques.
- Élaborer des notes trimestrielles de plaidoyer sur les besoins humanitaires restants dans le contexte de la transition accélérée (humanitaire vers développement ) , avec une attention particulière aux régions du Nord – Ouest et du Sud – Ouest.
- Appuyer les efforts de plaidoyer collectif du CHINGO (Forum des ONG internationales du Cameroun), en accordant une attention particulière à l’accès humanitaire, en contribuant au positionnement commun, aux initiatives de plaidoyer et à l’engagement auprès des principales parties prenantes.
- Documenter et analyser les besoins humanitaires dans l’est du Tchad, en mettant l’accent sur la situation des réfugiés soudanais, et produire de brèves notes de plaidoyer trimestrielles pour informer et influencer l’engagement des donateurs.
- Appuyer le plaidoyer régional sur la crise soudanaise en contribuant aux initiatives conjointes de plaidoyer et de communication du NRC, en participant aux appels à projets du NRC sur le Soudan et en fournissant des mises à jour mensuelles sur le plaidoyer au Tchad en coordination avec l’équipe régionale de la Corne de l’Afrique (RHoA).
- Contribuez aux efforts de plaidoyer collectif en participant activement aux initiatives de plaidoyer de FONGIT et aux plateformes de plaidoyer pertinentes, y compris les groupes de travail transfrontaliers et les forums de plaidoyer.
