The Ministry of Science, Education, and Youth of the Republic of Croatia, in collaboration with the Agency for Mobility and EU Programmes, announces the opening of applications for the Croatian Government Scholarships for the academic year 2025/2026. These scholarships are available to international students, university teachers, scientists, and researchers interested in studying or conducting research in Croatia.
Overview of Croatian Scholarships
The Croatian scholarships offer opportunities to undertake studies or research in various academic fields at Croatian higher education institutions or public research institutes. Mobility periods must take place within the academic year 2025/2026, from October 1, 2025, to September 30, 2026 (excluding July and August).

Types of Scholarships Offered
A1 – Croatian Language Studies (4 to 5 months)
- Target group: Undergraduate or Master’s students aiming to improve their proficiency in Croatian.
- Institutions: University of Zagreb (Croaticum) or University of Rijeka (School of Slavonic Philology).
- Benefits: Free tuition, monthly financial support, subsidized accommodation, discounted meals.
A2 – Partial Studies in Croatia (4 to 10 months)
- Target group: Bachelor’s (BA) or Master’s (MA) students intending to spend one or two semesters at a Croatian public university.
- Benefits: Free tuition, monthly financial support, subsidized accommodation, discounted meals.
B – Full Bachelor’s (BA) or Master’s (MA) Degree Studies
- Target group: Students wishing to pursue a full Bachelor’s or Master’s degree at a Croatian public university.
- Duration: Bachelor’s (36 to 48 months), Master’s (12 to 24 months).
- Benefits: Free tuition, monthly financial support, subsidized accommodation, discounted meals.
C1 – Complete Doctoral Programme (PhD) (36 months)
- Target group: Doctoral students wishing to undertake a complete PhD programme at a Croatian public university.
- Benefits: Free tuition, monthly financial support, subsidized accommodation, discounted meals.
C2 – Partial Doctoral Studies or Research Stay (1 to 10 months)
- Target group: International doctoral students interested in a period of research or partial doctoral studies at a Croatian public university or research institute.
- Benefits: Free research stay or partial doctoral studies, monthly financial support, subsidized accommodation, discounted meals.
D – Postdoctoral Studies and Research (1 to 10 months)
- Target group: Researchers and university lecturers wishing to carry out postdoctoral studies or research in Croatia.
- Benefits: Free research stay, monthly financial support, subsidized accommodation.
E – Short-term Postdoctoral Research Stay (3 to 29 days)
- Target group: Researchers or university lecturers wishing to undertake a short-term research stay in Croatia.
- Benefits: Free research stay, monthly financial support, subsidized accommodation.
F – Summer Seminar in Croatian Language and Literature (2 weeks)
- Target group: Students specializing in Croatian language, Croatian literature, or Slavic studies, as well as teachers of Croatian language and literature.
- Dates: August 17 to August 30, 2025, in Dubrovnik.
- Benefits: Free participation, accommodation, meals, and cultural programme included.
Application Procedure for Bilateral Scholarships
Candidates interested in applying for bilateral scholarships must submit their applications through the online application system managed by the Agency for Mobility and EU Programmes. It is important to note that these scholarships are awarded exclusively to candidates nominated by foreign partner institutions, such as the competent national authorities responsible for managing bilateral scholarship programmes.
Initial selection of candidates is generally conducted by ministries, agencies, or other governmental bodies from partner countries. Applications pre-selected and ranked by these institutions are given priority.
It is crucial to understand that the scholarship application and the application for admission to a Croatian university for a full programme (Bachelor’s, Master’s, or Doctoral degree) are two separate processes. To obtain a scholarship for full-degree studies in Croatia, the candidate must first be admitted to a Croatian university. The Agency does not handle student admissions. Each candidate, whether applying for semester mobility, partial studies, or a full-degree programme, is responsible for directly contacting the Croatian university of their choice and fulfilling the specific admission requirements of that institution.
Selection Results
Final selection results will be communicated to candidates during the months of June and/or July 2025. These results will be sent by official correspondence to the provided email addresses, both to the candidates and the foreign partner institutions.
