The IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). Job Purpose
Reporting to the Head of the Yaounde Cluster, the Health and Care Manager will lead and coordinate the Federation’s support to National Societies in the west Coast cluster ensuring that the public health components and emergency health of disaster preparedness, response and recovery programs, as well as preparedness and response programs to disease outbreaks and/or epidemics, adhere to Federation policies and strategies, meet established public health/humanitarian standards and technical guidelines, and reach the most vulnerable.

These components may include (and/or be closely integrated with), but not limited to, first aid, control of communicable and emerging diseases, psychosocial support, nutrition, water and sanitation/hygiene promotion, HIV /AIDS, Immunization activities, MNCH and Malaria. The Health Manager in close collaboration with the NS’ health counterparts will assist and support to plan, review, implementation and coordinate all public health and emergency health programs.

The health manager will collaborate and coordinate closely with relevant Governmental and non- Governmental actors addressing public health and emergency health issues as well as represent IFRC in different relevant coordination forums.

In addition to health technical expertise and familiarity of Red Cross approaches to all health-related areas, the role requires significant experience in working in partnership with national societies, in liaising with different authorities and ministries of health, in addressing health needs, planning and implementation of proposed public health and emergency health programs, and in performance monitoring, evaluation, and reporting (PMER).

Job Duties and Responsibilities
The post holder will be responsible for the following duties: 

Coordination and representation

  •  Establish and maintain a strong coordination platform for all public health and emergency health activities implemented by the NS’ in the cluster in close collaboration with Health coordinators of the NS’ and PNS’ in the cluster.
  •  Represent Health sector in all internal and external coordination mechanisms

Strategy and program support

  •  Coordinate and monitor the implementation (planning, monitoring and evaluation) of the public health and emergency health activities (basic health care, first aid and community health) across the cluster
  •  Support the Movement partners in ensuring that public health and emergency health activities are based on frameworks and approaches that are consistent with or have considered national and international standards and guidelines, as well as IFRC policies, guidelines, and tools.
  •  Assist the West Coast NS and together with partners, in the achievement of public health and emergency health component outcomes and deliverables following quality standards, in a timely fashion, and within budgets.
  •  Work with National Societies and Movement partners in periodic monitoring of the situation and its potential evolution, ensuring that health interventions are responsive to current and emerging health needs and threats.
  •  Promote and assist in the development, implementation, and reviews of contingency plans for identified health threats in operational areas, as well as the development of capacities within National Societies for emergency response.
  •  Monitor the health situation and disease risks or outbreaks in the cluster. Conduct field visits, when necessary.

Programme Development and Capacity Building

  •  Support, in collaboration with West Coast National Society capacity strengthening in public health and emergency health particularly in the development of strategies, programmes and plans, but also training and management of staff and volunteers.
  •  Promote, and where possible facilitate, the integration of National Society public health and emergency health programmes/activities with National Society Development, Disaster Risk Management and Emergency Response programmes/activities, as well as the co-ordination/co-operation between NS public health and emergency health programmes/activities and those supported by bilateral/partner NS, ICRC, UN agencies, governments and non-government actors, to maximise synergies and impact, and to avoid service gaps and unnecessary overlaps.
  •  Further, and where feasible, promote the development of cross-country RCRC co-operation in public health and emergency health.

Support the Mapping of Emergency Health and Epidemic Control (EHEC) capacities and resources in West Coast and support NSs in developing and implementing their capacity building plans for the subject.

  •  Identify fundraising opportunities and lead the dialogue with potential partners, with support from resource mobilisation.
  •  The delegate will focus on rolling out and adapting standardised IFRC health tools and guidelines.
  •  Develop and adapt the use of early warning systems in coordination with the Africa Region.

Technical Support

  •  Enforce and disseminate international emergency response standards (SPHERE, etc).
  •  Provide technical guidance, and where necessary, direct and coordinate the international public health response in emergencies in an accountable manner, and in cooperation with all relevant partners. Where necessary, participate in assessments and start-up of projects within the West Coast.
  •  Provide technical input to implementation of nutrition interventions operations according to best practices and quality standards.

Job Duties and Responsibilities (continued)

  •  Support the West Coast Cluster NS in all public health and emergency health related activities (HIV/Malaria/MNCH/Immunization etc)

Knowledge Management

  •  Monitor regional and national epidemiological data, standard health indicators and disaster patterns for analysis and early detection of trends, disease outbreaks and/or epidemics. Facilitate the identification of necessary actions and corrective measures to be taken, where necessary.
  •  Ensure high-level emergency health response preparedness capacity in West Coast through the effective use of Disaster Management Information System (DMIS), Emergency Appeals, Field Assessment and Co-ordination Team (FACT), Emergency Response Units (ERU), Regional Disaster Response Teams (RDRT), including medical logistics/supply lines.
  •  Obtain and collate information, reports and case studies from health projects by NSs and establish best practices on public health, emergency health and epidemic preparedness and response and share knowledge within and outside the Movement.
  •  Assist National Societies and partners, in the conduct of reviews that enable National Societies and IFRC to measure the impact of its public health, health emergency interventions, as well as inform its future capacity strengthening and programming priorities.
  •  Ensure that planning and reporting requirements are met in a timely and efficient manner.

Resource Mobilization

  •  Support in mobilizing resources for public health interventions
  •  Contribute in identifying and engaging with potential donors, and in preparing project proposals and documents.
  •  Ensure that IFRC health financial resources, stocks and equipment are managed correctly and efficiently

Education

  • Master’s in public health / Epidemiology

Experience

  •  At least 5 years working experience in the humanitarian or development sector, with a focus on global health, epidemiology, surveillance and community based action
  •  Experience in responding to epidemics
  •  Coordination and representation experience in a cross-cultural environment
  •  3 years management and supervisory experience including budget management

Object of the mission 

Consultancy services are needed to ensure effective planning, implementation and monitoring of SIAs and RR2 strengthening. The country received financial support from GAVI to implement these activities, which were delayed due to the COVID19 pandemic. Full-time recruitment of consultants at the national and regional level is necessary to support the GTC-EPI and the 10 regions to ensure effective mobilization of the masses, in particular vulnerable groups (difficult-to-access populations, areas with zero- doses or under-vaccinated…) and that SIAs are implemented with optimal quality.

The consultants will help coordinate, technically guide and oversee the process of planning, implementing and monitoring the campaign and RR2 strengthening activities, including the preparation of the post-campaign evaluation survey.

Specific tasks 

In collaboration with the Ministry of Public Health, under the general direction and supervision of the WHO Country Representative and the WHO IVD Focal Point, including the Permanent Secretary of the GTC-EPI, WHO consultants for the measles and rubella monitoring campaign will provide technical assistance for the implementation of the following elements:

Coordination:

    •  Participate and provide technical inputs to regular meetings of the National Coordinating Committee
    •  Ensure that all sub-committees meet their set objectives/timeframes and react immediately to bottlenecks in close collaboration with the EPI GTC or Regional Technical Group (GTR)
  •  Ensure the active involvement and participation of civil society organisations, as well as cultural and religious bodies present in the country/region
  •  Coordinate the training of supervisors and health workers at national and subnational levels
  •  Prepare weekly updates on the status of catch-up campaign preparations
  •  Organize and coordinate supervisors at the central level to support regions to develop and submit timely regional micro-plans and ensure they feed into the national measles plan

Monitoring and control:

  •  Ensure that preparation and implementation monitoring is carried out as planned at national and regional level (using the pre-SIA assessment checklist for regions/health facility);
  •  Support finalization of tools (score sheets, summary sheet…) for different interventions, strengthening of RR2, intra and post SIA monitoring methodology, agreed SIA tools and timeline
  •  Plan and ensure intra-SIA monitoring and rapid post-SIA convenience survey are conducted
  •  Ensure that preparations include provisions for vaccination services to be undertaken in accordance with WHO IPC guidelines to minimize transmission of COVID-19.

Reports

  •  Ensure that all regions submit campaign immunization data within 10 days of the end of the fiscal year
  •  Compile a national report to submit to WHO and partners within 10 days of the end of the exercise
  •  Follow up with the GTC-EPI and ensure that all responsibilities for implemented activities are compiled and submitted for audit.

Results

  •  Weekly summary reports of activities carried out, progress on the tasks assigned above and recommendations on corrective actions
  •  Technical reports for all activities for which funds have been disbursed to regions, including progress for accountability purposes
  •  Detailed final report of the consultation

Profile and skills required

  •  Hold a master’s degree in public health / epidemiology or other relevant diploma in the fields concerned and from a recognized university
  •  Minimum two years of relevant professional experience in the field of immunization
  •  Ability to work closely with government, partners and officials at all levels
  •  Good knowledge of the national context of interventions in the health sector, in particular those related to vaccination programs, would be an asset
  •  Good communication skills and excellent use of computers and information technology
  •  Expert knowledge of French and/or English

Tasks

  •  Organize and document measles-rubella catch-up campaign processes and National Coordinating Committee meetings according to agreed schedule – as assigned
  •  Coordinate and ensure the continued functioning of sub-committees for the follow-up campaign – logistics, social mobilization, resource mobilization, surveillance and disease management – ​​as assigned
  •  Prepare weekly updates on the status of campaign preparations
  •  Organize and coordinate supervisors at central level to support central level and regions during implementation
  •  Review campaign operational guidelines at national, regional and operational levels
  •  develop and/or revise monitoring tools for SIAs and for strengthening RR2 coverage
  •  Organize and coordinate central-level supervisors to support regions to develop and submit regional micro-plans in a timely manner and ensure they fit into the national measles and rubella plan

  •  Prepare all relevant documentation for the post evaluation campaign
  •  Ensure in-process and end-of-process monitoring tools are used (support training and implementation using WHO guidelines)
  •  Compile a national report to be submitted to partners within 2 weeks of the end of the exercise
  •  Follow up with the PPE program and ensure that all responsibilities for implemented activities are compiled and submitted for audit.

CONTEXTE ORGANISATIONNEL : 

Sous la supervision générale du Représentant de l’OMS au Cameroun, et sous la supervision directe du conseiller technique au programme élargi de vaccination, le titulaire du poste sera chargé d’appuyer aux niveaux intermédiaire et opérationnel de la pyramide sanitaire les quatre domaines d’activités ci-après :

    •  Le renforcement du PEV de Routine avec un accent sur les couvertures des zéro doses et enfants sous-immunisés ; y compris l’amélioration de la qualité des données et la logistique de vaccins ;
    •  Le renforcement de la surveillance des maladies évitables par la vaccination ;
  •  La planification et mise en œuvre des activités de vaccination supplémentaires (AVS) de qualité contre les maladies évitables par la vaccination ;
  •  La coordination des programmes de vaccination et de la surveillance.

L’appui du Consultant National consistera :
En matière de vaccination de routine :

  •  Accompagner la région et les districts de santé dans la planification des activités de vaccination, leur mise en œuvre et le suivi/évaluation ;
  •  Renforcer les capacités des responsables de districts et des aires de santé sur la gestion des activités de vaccination ;
  •  Suivre la gestion des vaccins et consommables de vaccination à différents niveaux du système de santé
  •  Monitorer/suivre les performances de la vaccination de routine au niveau des régions, districts, aires de santé et prendre des mesures pour les améliorer dans les zones les moins performantes notamment de zero doses, d’enfants sous-immunisés ou zones difficiles d’accès ;
  •  Veiller à la disponibilité des outils de gestion de la vaccination de routine à différents niveaux et leur utilisation correcte.
  •  Fournir un appui à la gestion des données de la vaccination au niveau opérationnel.

En matière de surveillance épidémiologique :

Accompagner la région et districts dans la planification, la mise en œuvre le suivi et l’évaluation des activités de surveillance épidémiologique et plus spécifiquement :

  •  Fournir les appuis nécessaires aux districts pour l’élaboration et la mise à jour trimestrielle de leurs plans de mitigation du risque polio ou des plans de renforcement de la surveillance des MEV ;
  •  Assurer la disponibilité et la mise à jour des différents outils de surveillance à tous les niveaux de la pyramide sanitaire (matériel de prélèvement, différentes fiches) ;
  •  Accompagner les districts dans la planification et le suivi de la mise en œuvre des activités de surveillance active ;
  •  Fournir des appuis dans la mise en œuvre des activités essentielles de surveillance (visites de sites, investigations, validation de cas, examens de suivi, géolocalisation des cas, suivi des échantillons,…) et la supervision formative des PREB et districts ;
  •  Fournir les appuis nécessaires à la mise en œuvre et au suivi des plans nationaux de la surveillance ainsi que les recommandations des instances d’appui au programme adressées aux niveaux intermédiaire et opérationnel ;
  •  Fournir des appuis techniques aux districts dans la gestion des bases de données de la surveillance et veiller à la qualité des données saisies dans le DHIS2 ;
  •  Renforcer les capacités des acteurs de surveillance passive à tous les niveaux ;
  •  Créer/renforcer dans chaque district appuyé des réseaux d’acteurs de la surveillance à base communautaire (tradi thérapeutes, autres pourvoyeurs des soins non conventionnels et autres acteurs communautaires), et organiser le renforcement de leurs capacités.
  •  Appuyer l’investigation et la riposte précoce aux épidémies le cas échéant ;
  •  Faire le suivi hebdomadaire de la qualité et la transmission des données de la surveillance des MEV et apporter des solutions aux anomalies ou problèmes identifiés;
  •  Organiser mensuellement avec les régions et districts le monitoring de la mise en œuvre des activités et des performances de la surveillance, assorti de rapports de suivi ;
  •  Appuyer l’élaboration de bulletins épidémiologiques trimestriels par les régions ;
  •  Faire le suivi de la remontée des livrables de la surveillance.

En matière d’activités de vaccination supplémentaires ;

  •  Appuyer la région et les districts de santé dans les préparatifs, la mise en œuvre et l’évaluation des Activités de Vaccination Supplémentaires contre la poliomyélite, COVID19 ou toutes les autres maladies ;
  •  Appuyer les formations et la supervision des acteurs engagés dans les AVS ;
  •  Identifier les difficultés et rechercher avec les acteurs locaux des solutions appropriées pour la réussite des AVS ;
  •  Appuyer les unités régionales PEV dans l’élaboration et la transmission du Dashboard et des résultats des AVS dans les délais requis ;
  •  Appuyer la mise en œuvre des recommandations issues des leçons apprises des campagnes précédentes ;
  •  Appuyer la mise en œuvre des évaluations (monitorage indépendant et LQAS) et du tracking des acteurs lorsque applicable.

En matière de coordination :

  •  Collaborer avec le Coordonnateur régional IVD de la Région dans laquelle il est affecté ;
  •  Participer aux réunions de coordination au niveau régional, des districts dans le cadre des activités de routine et durant es AVS ;
  •  Appuyer la délégation régionale de la santé et districts de santé dans la préparation des téléconférences et y assister ;
  •  Aider la région dans le développement des actions novatrices pour améliorer les performances du programme ;
  •  Appuyer la délégation régionale de la santé et districts de santé dans la mise en œuvre des activités transfrontalières;
  •  Produire son rapport individuel hebdomadaire et mensuel ;
  •  Exécuter toute autre activité à lui confiée par la hiérarchie.

Qualifications et compétences requises
Formation :

  •  Être titulaire d’un diplôme en épidémiologie ou en Santé Publique ou équivalent.

Compétences :

  •  Compétences en épidémiologie de terrain, en amélioration de la qualité des données et en renforcement du SNIS ;
  •  Avoir de bonnes aptitudes à communiquer et à superviser les opérations de terrain ;
  •  Avoir une bonne maîtrise pratique de l’outil informatique et des nouvelles technologies de l’information en particulier ;
  •  Être capable de travailler de manière autonome, dans des conditions difficiles et sous pression.
  •  Bonne connaissance de l’OMS, du système des NU ou des ONG au niveau National/régional/district de Santé serait un atout ;

Expérience:

  •  Deux années au moins d’expérience dans le domaine de la vaccination, la surveillance épidémiologique et la lutte contre les maladies (planification, la mise œuvre, le suivi et évaluation) ;
  •  Avoir déjà travaillé pour l’OMS, l’UNICEF ou une autre agence internationale serait un atout.

Langues :
