Job Specifications/ Minimum & Preferred Requirements
Education / Business Degree

•  BSc Electrical, Electronics Telecommunications or any equivalent.
• Fluent in French and English.

Work Experience

•  2 years of experience in a Radio Access Network Planning. GSM/GPRS/EDGE/WCDMA/LTE/FWA.
• Experience in a managed services environment and project management would be an advantage.

Training

•  Handling of NPM
•  Radio tools : Prediction tools (Asset), Drive test tools (Tems, Nemo).
•  Mobile communications Systems (GSM, WCDMA, UMTS, LTE, Wimax, etc.)
•  Transversal Management and Project Management principles.

Industry / Certifications

•  Working at heights

•  Project Management/ Transversal Management/TOGAF 9.1 framework

Operational Delivery

•  Align and apply the National Network Planning strategy to the local region.
•  Collect and document inputs related to the development of regional network roll-out.
•  Develop Mobile (2G/3G/4G/5G) and Fixed (Wimax, etc.) Radio Network projects within the region in accordance with strategy elaborated by network planning.
•  Produce detailed and comprehensive designs for Radio Network Optimization, in accordance with the NPM.
•  Ensure that implementation of radio planning and optimization plans are carried out fully and integrated into the live network.
•  Research, investigate, test, evaluate and implement 2G/3G/4G/5G and FWA (Wimax, etc.) features and processes which will result in improvement of the quality of the network and without compromising its profitability.
•  Determine traffic and capacity requirements and tracking for Special Events (where feasible).
•  Ensure integrations of roll-outs are carried out in respect of the quality and coverage of the concerned areas.
•  Translate high level plan to low level designs as well as specify detailed configuration setting of design.
•  Identify geographical positions for coverage/capacity extensions: plan the growth of the radio network considering general engineering principles, analysis & interpretation of network statistics, knowledge of market requirements & profitability.
•  When planning new sites, achieve the most effective design of RF installation which will satisfy the demand of the market while delivering satisfactory return on investment.
•  For planning sites, consider installation cost, market requirements and expected traffic, environmental management in accordance with legislation and knowledge of the existing Radio Access Network.
•  Specify Hardware and Software requirements for implementation.
•  Ensure drive tests outputs related to site integration are in accordance with the quality and coverage requirements indicated in the SOW.
•  Make sure the equipment to be installed in radio network is tested and approved in accordance with internal specifications and the legislation.[WMT[MTP-D1]
•  Test and monitor performance.
•  Make sure all KPIs are on track and followed up with NPM, work done by NPM to be fully controlled and validated, making sure no degradation is brought in relation with NPS and financial lost.
•  Continually Monitor worst cells and make sure they are cleared by NPM.
•  Escalate network performance impacting issues with operation units.[WMT[MTP-D2]
•  Ensure the integrity of cell parameters within all technologies (2G/3G/4G/5G and Wimax) in the region, in accordance with internal standards and legislation requirements (TRB, Ministry) is respected.
•  Discuss with NPM and make sure best radio network parameters are applied.
•  Ensure that network quality is monitored on a continual basis and service levels remain within the predefined KPI’s[WMT[MTP-D3] .
•  Support other entities within the Company in view of achieving global company interests.
•  Co-ordinate radio optimization and its implementation with those of core and transmission.
