Customs Clearance Officer – Malaria Program

Management Sciences for Health (MSH) is a global nonprofit organization dedicated to strengthening health systems to protect populations and improve health outcomes. Position Overview

The Customs Clearance Officer will manage the end-to-end customs clearance process for health commodities procured by the U.S. Government (USG), with a specific focus on malaria-related products. This includes overseeing import operations, ensuring regulatory compliance, and maintaining coordination with key stakeholders including customs agents, the Department of Pharmacy, Medicines, and Laboratories (DPML) in Cameroon, the U.S. Department of State, and local distribution partners.

The incumbent will be responsible for securing all necessary import permits, clearances, and documentation. This includes obtaining duty exemptions, preparing consignment authorizations, and ensuring that all regulatory and procedural requirements are met. The Officer will also be responsible for maintaining up-to-date shipment tracking systems, providing regular updates, and facilitating the swift movement of goods from ports of entry to health facilities.

Key Responsibilities

1. Strategic Coordination and Technical Support (30%)

  • Support the formulation and execution of customs clearance and inbound logistics strategies, particularly for malaria commodities.
  • Provide technical advice to optimize customs procedures and improve regulatory compliance.
  • Strengthen collaboration with freight forwarders, warehouse teams, and regulatory bodies to streamline operations and ensure timely delivery of shipments.
  • Participate in the development of SOPs and logistics action plans to improve customs clearance workflows.
  • Support the establishment and monitoring of key performance indicators (KPIs) related to import and clearance efficiency.
  • Engage in regular logistics coordination meetings, technical working groups, and national stakeholder platforms.
  • Represent MSH in high-level discussions on customs and import policy issues, advocating for best practices in supply chain management.

2. Customs Clearance Operations (50%)

  • Monitor and coordinate the clearance of incoming shipments, ensuring documentation is accurate and in full compliance with national and donor regulations.
  • Review and validate shipment documents such as Air Way Bills, Bills of Lading, and packing lists.
  • Obtain necessary pre-import authorizations and permits from DPML and other relevant authorities.
  • Prepare and process documents required for customs clearance, including delegation letters, duty-free waivers, and consignee certifications for USAID shipments.
  • Liaise with freight forwarders and shipping agencies to track shipments, prioritize sensitive consignments (e.g., cold chain items, short shelf-life products), and avoid clearance delays.
  • Maintain records of customs declarations, proof of delivery, and consignee receipts.
  • Report any shipment anomalies (e.g., losses, damages, delays) and coordinate investigation and resolution to prevent future disruptions.
  • Ensure imported commodities meet national quality standards and facilitate necessary verifications.

3. Risk Management and Compliance (10%)

  • Conduct monthly risk assessments related to the commodity pipeline, identifying vulnerabilities specific to customs processes.
  • Develop and implement risk mitigation strategies to ensure supply chain continuity.
  • Ensure adherence to regulatory requirements and donor compliance standards throughout the import and clearance lifecycle.

4. General Duties (10%)

  • Carry out additional technical and programmatic tasks as assigned by the Project Director and Ministry of Public Health or DPML leadership.
  • Prepare and submit weekly and monthly work plans and progress updates.
  • Contribute to donor and government reporting by summarizing key activities, challenges, and proposed solutions.
  • Document project milestones, success stories, and lessons learned.
  • Support the development of funding proposals by providing technical insights related to customs and import logistics.

QUALIFICATIONS

Education

  • Bachelor’s degree in Supply Chain Management, Procurement, Logistics, Business Administration, Management, or a closely related field from a recognized academic institution.

Professional Experience

  • A minimum of six years of relevant professional experience with a bachelor’s degree, or four years with a master’s degree.
  • At least two years of experience working with U.S. Government-funded projects, other donor-funded initiatives, or within international non-governmental organizations (NGOs) is highly desirable.
  • Demonstrated expertise in freight logistics, international shipping, customs processes, or procurement operations.
  • Prior involvement in the customs clearance of pharmaceutical or medical laboratory products is strongly preferred.

Knowledge and Technical Skills

  • Foundational understanding of key public health initiatives such as HIV/AIDS, Tuberculosis, Malaria, and Maternal, Newborn, and Child Health (MNCH), particularly regarding their supply chain and commodity requirements.
  • In-depth knowledge of the pharmaceutical supply chain framework in Ethiopia, including relevant regulatory policies.
  • Practical experience with importation and customs clearance procedures in Cameroon, especially for donated health products, is highly advantageous.

Position Title: Supply Chain Advisor, HIV

Overall Responsibilities:

The Supply Chain Advisor for HIV will be responsible for providing technical support to strengthen coordination and enhance the capacity of key national and regional stakeholders—including NACC, DPML, CENAME, Regional Reference Laboratories, RDPHs, and RFHPs—in the forecasting and supply planning (FASP) of essential HIV/AIDS commodities. This support will inform strategic decisions related to procurement, distribution, and overall supply chain management at both regional and district levels.

Specific Responsibilities:

  • Support local institutions in strengthening their ability to use data effectively to anticipate risks and make informed decisions that prevent supply chain disruptions.
  • Utilize national and global data systems to support annual quantification exercises, quarterly supply planning, and monthly data monitoring and analysis. When required, ensure accurate and timely data entry into these systems.
  • Organize and lead coordination meetings, technical working groups, and workshops related to quantification, supply planning, data quality and validation, and gap analysis.

Position Title: Supply Chain Advisor – Malaria

Management Sciences for Health (MSH) is recruiting a Finance Manager to support the implementation of a supply chain program in Cameroon under the global RISE initiative. The program will focus on key areas such as strategy and planning, forecasting and supply planning, distribution and delivery, logistics management information systems, and monitoring and evaluation.

Position Summary:

The Finance Manager will serve as a key member of the project leadership team and will be responsible for ensuring strong financial stewardship and operational efficiency throughout the project. This includes protecting MSH and donor assets against fraud, loss, and misuse; ensuring adherence to internal policies, donor requirements, and local regulations; and supporting the achievement of project goals.

This role will oversee the project’s financial and operational functions, including accounting, procurement, logistics, and supply chain operations, to ensure timely, compliant, and cost-effective delivery of goods and services. The Finance Manager will also serve as the primary liaison for financial and operational matters with MSH headquarters, local partners, and donors.

The successful candidate will be expected to uphold MSH’s standards for procurement integrity and demonstrate accountability and transparency in all activities related to finance and operations.

Key Responsibilities

Financial Management (50%)

  • Prepare accurate and timely internal and external financial reports, including monthly and annual reports, donor-specific financial statements, and statutory filings. Validate donor reports when centralized at headquarters.
  • Conduct periodic spot checks and regular financial reviews to ensure supporting documentation is complete and compliant. Reconcile all balance sheet accounts monthly.
  • Serve as the primary liaison with MSH headquarters for budget development and revisions, including preparation of financial data for submission to USAID.

Overview:

Management Sciences for Health (MSH) is recruiting a Procurement and Operations Specialist to support its supply chain activities under the RISE project in Cameroon. This role will contribute to key technical domains such as strategy and planning, forecasting and supply management, distribution and logistics, information systems for logistics, and monitoring and evaluation.

Position Summary:
The Procurement and Operations Specialist will provide operational and logistical support for project implementation. This includes procurement of goods and services, workshop logistics, coordination with government and NGO partners, documentation, deliverable tracking, meeting facilitation, reporting, and administrative support to the Project Director, Finance Manager, and other project team members.

Key Responsibilities

Operations Support (25%)

  • Design and implement effective operations systems, including office administration, procurement, travel logistics, and consultant management, in compliance with local laws, MSH policies, and donor requirements.
  • Lead the operations function by aligning human and financial resources to ensure efficient delivery of administrative and logistical services to country-level activities.
  • Ensure timely and equitable operational support across MSH Cameroon programs, maintaining high standards of quality, accountability, and regulatory compliance.

  • Keep an up-to-date procurement tracker to monitor the status of all procurements.
  • Review and organize procurement files to ensure documentation completeness, including requests, quotations, purchase orders, delivery receipts, and invoices.
  • Identify and manage vendors for office and project-related services such as IT, transportation, security, communications, and hospitality, maintaining a current and vetted supplier database.

  • Manage MSH office premises and ensure the provision of a secure, functional, and well-maintained working environment.
  • Oversee day-to-day office services, including security, janitorial services, utilities, and general maintenance.
  • Ensure the effective management of information and communication systems within the office environment.
  • Monitor and maintain office equipment and infrastructure, ensuring proper use and preventive upkeep.

Logistics Management (10%)

  • Coordinate logistics and travel for all in-country activities, ensuring efficiency and compliance with MSH protocols.

Project Director – Supply Chain Program | Cameroon

Management Sciences for Health (MSH) is currently seeking a Project Director to lead a supply chain initiative in Cameroon under the Global Reaching Impact, Saturation, and Epidemic Control (RISE) Project. The program focuses on the following key technical areas: strategic planning, forecasting and supply planning, distribution and delivery, logistics management information systems (LMIS), and monitoring and evaluation (M&E).

MSH is a global nonprofit organization dedicated to strengthening health systems and improving health outcomes worldwide. Since 1971, MSH has partnered with governments and communities in over 150 countries to drive sustainable, resilient, and equitable access to quality health care. We work hand-in-hand with local stakeholders—from national ministries to grassroots organizations—to ensure health system transformation is locally owned and led.

Note: This position is contingent upon funding.

Position Overview

The Project Director will be responsible for the overall leadership, strategic direction, and execution of the project. This includes full accountability for the program’s results, ensuring alignment with donor expectations and MSH standards. The role involves overseeing the technical strategy, managing project operations, ensuring quality implementation, and maintaining strong relationships with donors, partners, and stakeholders. The Project Director will also contribute to business development efforts, including strategic positioning, market intelligence, and proposal preparation, to support MSH’s broader mission.

Key Responsibilities

1. Technical Leadership & Project Management

  • Provide overall technical and managerial oversight for project implementation, ensuring high-quality delivery of program activities and adherence to work plans, timelines, and budgets.
  • Serve as the primary representative of the project to the donor and key stakeholders, maintaining accountability for project outcomes and ensuring performance standards are met or exceeded.
  • Ensure project implementation upholds MSH’s reputation for integrity, transparency, and excellence in technical, financial, and contractual management.

2. Project Results and Performance

  • Lead the development and ongoing refinement of project deliverables, including the technical strategy, Monitoring, Evaluation, Research, and Learning (MERL) plan, and work plans, in alignment with donor expectations, MSH’s technical standards, and the terms of the award.

  • Ensure the timely documentation, communication, and dissemination of key project outcomes, lessons learned, and deliverables. Use diverse communication channels and formats to maximize project visibility, knowledge sharing, and support for future business development efforts.

3. Project and Team Management

  • Oversee the implementation of the project in full compliance with the award requirements, MSH policies and procedures, donor regulations, and applicable national laws.
  • Ensure the project team structure, roles, and reporting lines are appropriately designed to meet program objectives within the local context and available resources.
  • Lead, support, and manage project personnel in line with MSH’s HR policies. Implement a robust performance management approach that includes regular feedback, annual evaluations, coaching, capacity building, and career development opportunities.

4. Stakeholder and Client Engagement

  • Establish and nurture effective relationships with key stakeholders, including donors, implementing partners, government counterparts, beneficiaries, and subcontractors. Respond promptly and constructively to inquiries or concerns.
  • Proactively monitor and identify new business and partnership opportunities relevant to the project or sector, sharing intelligence with appropriate MSH leadership and business development teams.

Qualifications

Minimum Education Required: Master’s degree in Public Health (MPH), Business Administration (MBA), or a related discipline.

Experience

  • A minimum of 10 years of progressively responsible experience in international development or related fields, with a proven track record of leadership and successful project management.
  • Demonstrated experience in managing complex donor-funded projects, including oversight of technical implementation, budgets, teams, and stakeholder engagement.

Knowledge and Skills

  • Recognized expertise in supply chain management, with particular emphasis on Monitoring & Evaluation (M&E), strategic planning, forecasting, and supply planning.
  • Prior experience leading large-scale international projects, ideally with similar scope and complexity, funded by major donors such as USAID.
  • Minimum of 5 years of experience supervising multidisciplinary teams, fostering collaboration to meet deadlines, deliver results, and produce high-quality narrative, quantitative, and qualitative reports.
  • Strong skills in strategic planning and execution, with a demonstrated ability to define and drive a project vision aligned with organizational goals.
  • Familiarity with USAID policies, compliance requirements, and administrative procedures is highly desirable.
  • Proven ability to align diverse teams behind a unified mission and cultivate a shared sense of purpose and accountability.
  • Commitment to knowledge sharing, documentation of best practices, and fostering innovation and teamwork, while ensuring appropriate recognition of team contributions.
  • Strong relationship-building skills, with a capacity to engage effectively with senior stakeholders across government, NGOs, private sector partners, donor agencies (including USAID), and international organizations.
  • Excellent communication, negotiation, team leadership, conflict resolution, and diplomatic skills, with the ability to operate effectively in complex, multi-stakeholder environments.
  • Professional fluency in both English and French is required.
  • Preference will be given to qualified candidates based in Cameroon or with significant experience in the region.

Taux de réussite Résultats Bac 2025 en Côte d’Ivoire

Publication des résultats du Baccalauréat 2025 en Côte d’Ivoire : une progression notable du taux de réussite

Les résultats du baccalauréat 2025 en Côte d’Ivoire sont désormais disponibles. Cette année, le taux de réussite national s’élève à 40,15 %, enregistrant une progression significative par rapport à 2024, où il était de 34,17 %, soit une augmentation de 5,98 points.

Sur les 332 515 candidats ayant composé, 133 518 ont été déclarés admis. Parmi eux, 68 883 relèvent des séries générales, tandis que 64 635 proviennent des séries techniques et professionnelles. Cette amélioration des performances scolaires illustre les efforts conjoints des élèves, des enseignants ainsi que l’implication continue des autorités éducatives.

Les candidats peuvent consulter leurs résultats en ligne en accédant au site officiel du Ministère de l’Éducation nationale et de l’Enseignement technique : www.men-deco.org.
