INTERSOS is an Italian international non-governmental organization established in 1992. It operates in emergency and crisis settings to deliver timely assistance to individuals whose lives are at risk due to armed conflict, violence, extreme poverty, and natural or man-made disasters.

The NGO INTERSOS is currently recruiting for the needs of its services in Cameroon 01 Deputy Project Manager.

VACANCY ANNOUNCEMENT: DEPUTY PROJECT MANAGER (1 Position)

Position Details

  • Job Title: Deputy Project Manager
  • Reporting Line: Reports to the Project Manager
  • Location: Buea, Cameroon
  • Contract Type: Fixed-term
  • Expected Start Date: June 2025

Purpose of the Role and Key Responsibilities

The Deputy Project Manager will support the implementation and monitoring of project activities with a focus on strengthening community protection structures, responding to protection cases, and ensuring operational effectiveness. This role involves overseeing daily field operations, team coordination, and maintaining high-quality program standards aligned with INTERSOS values and humanitarian principles.

Key Responsibilities:

  • Oversee the establishment and capacity-building of community protection networks.

  • Supervise and guide day-to-day project operations, ensuring alignment with the implementation plan and adjusting activities as needed.

  • Uphold quality standards in all field activities and ensure adherence to humanitarian principles.

  • Ensure that the project team is equipped with necessary resources (financial, logistical, and material).

  • Prepare regular activity reports and maintain active communication with project partners.

Specific Duties

1. Coordination and External Representation

  • Promote acceptance and visibility of INTERSOS programs through positive engagement with local authorities and communities (including prefectures, sub-prefectures, municipalities, and villages) in the target areas.

  • Represent INTERSOS and maintain a consistent, active presence in operational and technical coordination meetings relevant to the project.

  • Facilitate external coordination of project activities when required, ensuring synergy with partners and stakeholders.

  • Attend sectoral, thematic, and general humanitarian coordination meetings regularly and contribute actively.

  • Ensure all externally shared information is accurate and approved by the Project Manager prior to dissemination. 

2. Programme Implementation and Supervision

The Deputy Project Manager will support the Project Manager in the effective implementation of program activities. This includes operational planning, direct supervision of field teams, and coordination of protection-related interventions across the five target areas.

Key Responsibilities:

Community Engagement and Capacity Building

  • Support the establishment and revitalization of community protection networks within the five project-targeted locations.

  • Organize and facilitate training and awareness sessions for diverse stakeholders including community protection actors, youth and women leaders, traditional authorities, government officials, health personnel, and social service providers.

  • Deliver capacity-building initiatives on topics such as human rights protection, gender-based violence (GBV) prevention and response, and child protection.

  • Lead awareness campaigns using various outreach methods such as focus group discussions, door-to-door visits, and community sensitization sessions.

Field Team Supervision and Technical Oversight

  • Provide day-to-day leadership and oversight to the field teams including Community-Based Protection Officers (CBPOs), community workers, and technical specialists (GBV, Child Protection, Psychosocial Support).

  • Guide and monitor the implementation of case management activities in line with best practices and INTERSOS standards.

Case Monitoring and Response

  • Oversee the identification, documentation, referral, and follow-up of protection cases such as sexual and gender-based violence (SGBV), unaccompanied and separated children (UASCs), and other human rights violations.

  • Ensure that survivors receive timely and appropriate services including medical care, psychosocial support, legal assistance, and referrals to specialized protection actors (e.g., ICRC, government entities).

Community Safe Spaces and Protection Structures

  • Facilitate the establishment and management of safe spaces for women, children, and adolescent girls, to enable community-based protection and case reporting.

  • Contribute to the creation and operationalization of Area of Responsibility (AoR) groups focused on GBV and child protection.

Coordination and Strategic Support

  • Participate in the mapping of protection actors and services available for survivors of SGBV and UASCs.

  • Assist in developing and implementing Standard Operating Procedures (SOPs) related to GBV and child protection case management.

Resource and Team Management

  • Monitor activity progress and ensure that implementation is aligned with planned objectives and timelines.

  • Proactively identify resource needs (logistics, personnel, materials) to ensure smooth execution of field operations.

  • Support the Project Manager in strengthening team capacities through training, coaching, and mentoring in key thematic areas including GBV, child protection, humanitarian principles, communication, data management (GBVIMS), and reporting methodologies.

3. Resource Management Support

The Deputy Project Manager plays a key role in ensuring that financial, logistical, and security procedures are adhered to, supporting the efficient and transparent implementation of project activities.

Key Responsibilities:

  • Ensure full compliance with INTERSOS financial, logistical, and security protocols.
  • Prepare and review essential documentation (Terms of Reference, budgets, fund requests, contracts) to ensure procedural compliance before committing any project funds.
  • Rigorously review financial documents before and after activities to verify that supporting materials are complete, properly signed, and aligned with internal financial procedures.
  • Contribute to the daily financial oversight of the project and assist in budget monitoring.
  • Organize and supervise all logistical aspects of the project, including weekly vehicle movement schedules and ensuring the availability of logistical resources.
  • Oversee the transparent and accountable use of project materials and equipment.
  • Monitor procurement processes including order tracking, verification of delivery timelines, and quality/quantity control.
  • Participate in developing and updating the project’s procurement plan.
  • Support human resources management, including staff recruitment and onboarding.
  • Ensure that any field-level security incidents or protection concerns are promptly reported to the Project Manager.

4. Data Management

In close coordination with the Monitoring and Evaluation (M&E) Manager, the Deputy Project Manager ensures the reliability and protection of project data.

Responsibilities:

  • Support the collection and validation of performance data in collaboration with the M&E team.

  • Ensure timely and accurate data collection and reporting.

  • Maintain a well-organized archiving system and uphold strict confidentiality protocols throughout all stages of data handling.

5. Reporting

The Deputy Project Manager contributes to internal and external reporting processes, ensuring timely and accurate information flow.

Responsibilities:

  • Attend program coordination meetings as delegated by the Project Manager.

  • Compile and consolidate activity reports submitted by field teams and technical specialists.

  • Draft and submit weekly and monthly activity reports.

  • Ensure that all documentation related to field activities is properly archived.

  • Participate in the preparation of the monthly program pack (including activity timelines and narrative reports).

  • Ensure the confidentiality of sensitive information and uphold ethical standards in all reporting.

  • Collaborate with the Project Manager to resolve interpersonal or partnership conflicts constructively.

  • Promote the quality of field interventions and the inclusion of community voices in project activities.

  • Foster and maintain constructive relationships with local authorities, technical service providers, and humanitarian partners.

  • Remain vigilant to emerging issues in the field and report any non-technical or security-related developments to the Project Manager.

  • Keep the Project Manager informed of any circumstances that may affect project implementation.

6. Analysis and Strategic Input

The Deputy Project Manager actively contributes to the strategic direction of the project by analyzing activities and engaging in proposal development.

Responsibilities:

  • Conduct field visits and participate in project activities to identify strengths, weaknesses, and areas for improvement.

  • Provide insight and support in the design of new project proposals.

7. Accountability

In partnership with the Accountability Focal Point, the Deputy Project Manager ensures that feedback mechanisms and ethical standards are integrated into every phase of the project.

Responsibilities:

  • Ensure the effective implementation of accountability mechanisms, from planning to evaluation.

  • Promote an environment of transparency and ethical conduct, encouraging the team to report suspected cases of fraud, abuse, or sexual exploitation and abuse (SEA), and coordinating with the SEAH Focal Point for appropriate response.

Required Qualifications and Experience

  • Education: Master’s degree (BAC+5) in Law, Social Sciences, or a related field.

  • Experience:

    1. Minimum of 3 years of professional experience in GBV/Child Protection or project management, including at least 2 years in a supervisory role.

    2. At least 3 years of relevant experience within an international humanitarian NGO.

  • Other Requirements:

    1. Proven ability to manage systems and structures in a dynamic humanitarian environment.

    2. Strong interpersonal and leadership skills, with a demonstrated commitment to humanitarian principles and protection standards.

Technical and Behavioral Competencies Required

Professional Experience

  • Demonstrated experience in drafting protection analyses, periodic reports, and activity implementation reports, as well as monitoring project indicators.

  • Proven track record in supervising Gender-Based Violence (GBV), Child Protection (CP), and Psychosocial Support (PSS) activities.

  • Experience in the reception and care of vulnerable populations, including internally displaced persons (IDPs) and refugees.

Technical Skills

  • Advanced proficiency in the Microsoft Office Suite (Word, Excel, Outlook).

  • Familiarity with basic humanitarian Geographic Information System (GIS) tools, such as OpenStreetMap, Google Earth, and Google Custom Maps.

  • Proficient use of mainstream web browsers (Google Chrome, Microsoft Edge, Mozilla Firefox).

  • Skilled in using web-based communication platforms such as Skype, Microsoft Teams, Zoom, and WebEx.

  • Comfortable with Web 2.0 tools including cloud storage platforms, webmail, and other collaborative applications.

Languages and Communication

  • Excellent command of written and spoken formal English.

  • Working knowledge of French is considered an asset.
