II. ORGANIZATIONAL CONTEXT AND SCOPE
Irregular migration along the Central Mediterranean route is increasingly dangerous for migrants.
Crossing the Mediterranean to Italy is by far the deadliest route, with 1 death recorded for 35 arrivals
(IOM, 2016). In addition, over 70% of the migrants interviewed by IOM on their arrival in Italy report that they were victims of trafficking or other exploitative practices during their migratory journey along the routes of the Central Mediterranean.
To meet these challenges, the European Union (EU) and the International Organization for Migration
(IOM) have developed the Joint Initiative for Migrant Protection and Reintegration in Africa (hereinafter “Joint Initiative”). Implemented in 14 countries (Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Ghana, Guinea, Guinea Bissau, Libya, Mali, Mauritania, Niger, Nigeria, Senegal and The Gambia) through 14 specific actions, it aims to protect the security, dignity and rights of migrants along this important and dangerous migration route and to help improving the reintegration of returnees through an innovative approach. This will be achieved through different types of interventions including protection and assistance to vulnerable and stranded migrants, assistance for voluntary return, and support for sustainable reintegration in the communities of origin, the dissemination of accurate information on migration to migrants, potential migrants and communities, and the collection of data on migration flows.

The Initiative aims at strengthening the technical and material capacities of the authorities and
organizations involved in these areas so that they can ultimately take over policies and programmes
related to the protection and reintegration of migrants in the region, with a view to improving the
governance of migration in the region.

Under the overall supervision of the Chief of Mission and the direct supervision of the program
manager/reintegration officer, the incumbent will be supporting the daily management of communication activities. In particular, s/he will:

III. RESPONSIBILITIES AND ACCOUNTABILITIES
- Assist the Communication and Awareness Raising Unit in the planning, implementation, and monitoring of all the activities directly managed by the Programme Manager ;
- Provide support in the implementation and the evaluation of the awareness-raising campaign;
- Support the monitoring and evaluation of awareness raising campaigns and activities in the Country ;
- Collect data and draft monthly, annual and final reports on the awareness raising activities under the Joint Initiative in coordination with the Programme Manager ;
- Coordinate with IOM’s Regional Offices and IOM’s Headquarters for the timely and accurate reporting of awareness raising activities in the region ;
- Support the internal communication and information sharing between IOM awareness raising staff in the region through the regular update of the SharePoint ;
- Provide administrative support to the Communication and Awareness Raising Unit (including local events), in coordination with procurement, admin and finance units;
- Provide support with the printing and production of all promotional, visibility materials and related items with printing companies/service providers for the Awareness Raising activities;
- Participate in coordination meetings with government counterparts, NGOs and other stakeholders in close collaboration with the supervisor ;
- Undertake duty travel to implementation locations for awareness-raising activities, if needed;
- Perform other such duties as may be assigned.
IV. REQUIRED QUALIFICATIONS AND EXPERIENCE EDUCATION
- Must have a University degree in International Relations, Political Sciences, Journalism,
- Communication or a related field from an accredited academic institution, with at least two years of relevant working experience; or,
- Secondary School Diploma with at least four years of relevant working experience
EXPERIENCE
- Experience in managing dynamic teams, with a customer service, IT or administrative background.
- High computer literacy in Windows and MS Office is mandatory, knowledge of web page design would be an asset.
- In-depth use of MS office applications, data collection and manipulation.
- Knowledge of medical terminology, as well as previous secretarial and archival experience, an added advantage; and,
- Previous working experience with NGOs or international organizations is an asset
SKILLS
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization; and,
- Experience in awareness raising and communication for development (C4D);
- Experience in reporting on development programs with an international scope;
- Working experience in a UN Agency or International NGO is an advantage.
