Active in Cameroon since 1992, our primary initiatives target Neglected Tropical Diseases and malnutrition.

Position Available: Procurement Officer

Helen Keller International Cameroon is actively seeking a qualified individual to join our team as a Procurement Officer, stationed in Yaoundé. The successful candidate will be responsible for the following tasks:

  • Position Title: Procurement Officer
  • Location: Yaoundé, Cameroon
  • Reporting To: Deputy Country Director
  • Contract Type: Fixed-term contract
  • Contract Duration: One-year, renewable

Role Overview

Under the direction of the Deputy Country Director, the Procurement Officer will oversee procurement and supply chain activities. The incumbent will ensure that all procurement activities are conducted in a timely manner, adhering strictly to Helen Keller International’s procurement policies and procedures.

Essential Duties and Responsibilities:

  • Tendering and Contracting:
    1. Draft and manage service contracts.
    2. Lead tender processes, including preparation of documents, bid evaluation, and award.
    3. Ensure timely communication with all vendors involved in tenders.
    4. Prepare payment requests for completed orders.
    5. Track orders from initiation to fulfillment.
  • Compliance and Reporting:
    1. Uphold Helen Keller Intl’s procurement principles of competition, transparency, fairness, and efficiency.
    2. Maintain thorough records of all procurement and contract activities.
    3. Prepare quarterly and annual procurement reports.
    4. Develop and maintain the country office’s procurement plan.
    5. Ensure compliance with donor regulations (USAID, GIZ, etc.).
  • Supplier and Stakeholder Management:
    1. Maintain and update the list of approved suppliers and consultants.
    2. Collaborate with Administration and Logistics on asset and facility management.
    3. Assist the Deputy Country Director with meeting and travel arrangements.
  • Additional Responsibilities:
    1. Support internal and external audit processes.
    2. Orient new staff on Helen Keller Intl’s procurement procedures.
    3. Other duties as assigned.

Qualifications:

  • Education: Master’s degree in supply chain management, logistics, or a related field.
  • Experience:
    1. Minimum of five years of relevant experience, with at least three years in a similar role within an international NGO or comparable setting.
    2. Demonstrated expertise in procurement processes, contract management, and donor compliance.
    3. Knowledge of USAID, GIZ, and/or other multilateral agency regulations preferred.
  • Skills:
    1. Excellent written and verbal communication in French and English.
    2. Strong computer skills, including proficiency in Microsoft Office Suite, especially Excel.
    3. Detail-oriented, organized, and able to prioritize tasks effectively.
    4. Ability to work independently and collaboratively in a fast-paced environment.
