Job Description

Overview

The Protection Specialist role is a senior local position at IRC aimed at overseeing the execution of Protection Projects activities and delivering technical assistance to IRC partners. This individual serves as the primary liaison between IRC and local partners, encompassing program field teams and administrators. The main objective of the Protection Specialist role is to enhance the capacity of IRC and partner staff, facilitate day-to-day technical oversight in program implementation, including managing case management staff. The Protection Specialist will conduct regular field visits to ensure program quality and facilitate key decision-making, especially during challenging phases such as engaging with authorities and communities for advocacy and dispute resolution. In terms of external coordination, the Protection Specialist will foster strong collaborative relationships with relevant stakeholders, including government decentralized technical services.

Program Implementation and Quality Assurance

  1. Assessing IRC Partners’ Technical Capacity: Conduct assessments to evaluate the technical capabilities of IRC partners.
  2. Capacity Strengthening for IRC Partners: Enhance partner capacities based on assessments, enabling them to analyze and respond proficiently to protection needs.
  3. Field Supervision and Support: Regularly supervise field operations, offering coaching and technical aid to IRC and partner personnel.
  4. Ensuring High-Quality Program Implementation: Uphold program quality by aligning activities with IRC’s strategy, national policies, and protection standards.
  5. Problem Solving and Coordination: Identify and swiftly coordinate solutions for technical and programmatic challenges encountered.
  6. Partnership Engagement and Support: Facilitate quarterly meetings with IRC partners to review project implementation and operational challenges, offering necessary support.
  7. Technical Support for Reporting: Provide guidance and technical assistance during project reporting, training, and supervision activities.

Staff Management

  1. Case Management Staff Development: Coach, train, and mentor case management assistants to ensure proficient protection activity implementation and foster professional growth.
  2. Recruitment and Performance Assessment: Actively participate in staff recruitment and conduct performance evaluations.
 

Coordination, Representation, and Advocacy

  1. Building Partnerships and Engagements: Foster and sustain productive relationships with local partners, NGOs, and administrative bodies to enhance collaboration and program effectiveness.
  2. Leadership in GBV AoR Coordination: Actively participate and lead as GBV Area of Responsibility (AoR) Co-Lead in various meetings, engaging with other sectors like Child Protection (CP) and general protection.

Additional Program Responsibilities

  1. Supervisor-Assigned Tasks: Undertake any additional tasks delegated by supervisors aimed at enhancing IRC’s program impact and effectiveness.
 

Profile Requirements

  1. Educational Background: Possess a Master’s degree in law, social work, psychology, humanitarian aid, or a related field.
  2. Professional Experience: Demonstrate a minimum of 5 years of experience in the protection sector within NGO settings.
  3. Skills and Competencies: Exhibit proven skills in capacity building, coordination, supervision, and advocacy. Have a comprehensive understanding of gender issues, human rights, child protection, and violence against women and girls.
  4. Personal Attributes: Showcase qualities such as autonomy, scientific rigor, diplomacy, supervisory prowess, strong dialogue and negotiation skills, effective stress management abilities, adaptability to NGO environments, and proficiency in analytical writing.
  5. Technical Proficiency: Demonstrate adeptness in multitasking, with excellent computer skills including Word, Excel, PowerPoint, and MS Outlook.
  6. Interpersonal and Communication Skills: Display outstanding interpersonal and teamwork capabilities, with the ability to work autonomously and collaboratively while managing time efficiently and overseeing staff.
  7. Planning and Language Abilities: Exhibit excellent planning and communication skills, with fluency in French/English and knowledge of local languages, cultures, and traditions, particularly for Cameroonian contexts.

Composition of Application

  1. Documentation Required: Submit an updated curriculum vitae (CV), a motivation letter, previous work certificates, academic credentials, and a national identification card (CNI).
