Position: Field Monitoring Officer

Job Summary:

The Field Monitoring Officer will play a key role in implementing monitoring, training, and support activities for agriculture, livelihoods, and food security projects. The officer ensures adherence to international technical guidelines, procedures, and standards. This includes monitoring the progress of activities, suggesting improvements where necessary, and following up with training organizations and beneficiaries to ensure the success and efficiency of the programs.

Key Responsibilities:

  1. Monitoring and Data Collection:
  • Support the MEAL Officer and Project Manager (PM) in collecting accurate field-level data and assist with data analysis.
  • Contribute to evaluations, baseline assessments, impact surveys, and capacity assessments.
  • Aid in designing criteria for selecting target communities and beneficiaries.
  • Ensure field activities comply with Good Neighbors’ technical requirements and donor criteria, following the set activity plan.
  1. Field Activity Implementation:
  • Oversee the continuous collection of data and assist in the quality analysis of ongoing activities.
  • Participate in training sessions, preparing training materials and presentations (e.g., PowerPoint), and engage actively in the delivery.
  • Support beneficiary profiling, registration, and baseline/endline assessments through technical guidance on data collection tools.
  1. Monitoring and Evaluation:
  • Participate in project review assessments, surveys, and studies, ensuring they follow established protocols.
  • Carry out assigned activities according to deadlines and technical specifications.
  • Use monitoring tools (e.g., assessment formats, follow-up sheets, harvest reports) for activity tracking.
  • Regularly monitor and follow up on agriculture, food security, and livelihood activities as guided by the PM.
  1. Problem-Solving and Adaptation:
  • Identify potential challenges in activity implementation and assist in resolving issues promptly.
  • Assess the local environment and adjust activities to meet the evolving needs of the beneficiaries.
  1. Compliance and Quality Assurance:
  • Ensure compliance with national and international standards and quality norms.
  • Supervise and manage community mobilizers in the implementation of activities.
  • Document best practices, lessons learned, beneficiary interviews, case studies, and field images/videos to contribute to monitoring and evaluation processes.
  1. Reporting and Communication:
  • Ensure accurate documentation of field activities, including photographs, videos, and case stories.
  • Assist in drafting progress reports for the activities under your responsibility.
  • Share critical security-related information with the PM to ensure team safety and project continuity.
  • Compile information for case studies, success stories, and lesson learning reports.
  1. Stakeholder Engagement and Partnership:
  • Raise awareness among stakeholders about program accountability and the beneficiary feedback mechanism.
  • Foster collaboration with local government departments (MINADER, MINEPIA, MINPROFF, MINAS), UN agencies, INGOs, and NGOs to exchange relevant information.
  • Participate in internal and external meetings, stakeholder meetings, and field visits as required.
  • Carry out any additional duties as assigned.
Personal Qualifications:
  • A University degree in Agricultural Engineering, Agricultural Sciences, or a related field, coupled with a minimum of 2 years of continuous experience in agriculture, particularly in food security and livelihood activities.
  • Prior experience in a multi-sectoral environment, particularly within refugee settings, is highly desirable.
  • Proficiency in value chain development with hands-on experience.
  • Strong technical knowledge and skills in food security, agronomy, and agriculture.
  • Experience collaborating with farmer organizations.
  • Proven track record in capacity building for farmer groups.
  • Expertise in participatory training methodologies.
  • Excellent presentation abilities, with advanced proficiency in PowerPoint, Excel, and MS Word.
  • Strong communication skills (both written and verbal) in French, as well as local languages spoken in the Far North region.
  • A collaborative team player, highly adaptable, with the ability to manage stress effectively.
  • Exceptional reporting skills, demonstrating strong written and oral communication.
  • Familiarity with at least one local language in the Far North Region is a distinct advantage.
  • Demonstrates cultural sensitivity and awareness.
  • Valid motorcycle riding permit with the ability to operate a motorcycle.

Personal Attributes:

  • Excellent communication skills, comfortable speaking in front of diverse audiences, and experienced in working dynamically with farmers and adult learners.
  • Strong commitment to maintaining confidentiality of sensitive information.
  • Well-developed interpersonal, analytical, communication, cultural sensitivity, negotiation, and diplomatic skills.
  • A proactive team player with effective problem-solving abilities.

Other Requirements:

Security:

  • Ensure adherence to security protocols and policies.
  • Assess the security implications of all program activities and engage with staff, community leaders, and volunteers to review new initiatives.

Compliance & Ethics:

  • Maintain a thorough understanding of Good Neighbor Cameroon and WFP compliance and ethics standards, ensuring full adherence to these guidelines.
  • Uphold the highest levels of integrity in all tasks.
  • Communicate ethical standards to staff and partners, ensuring their commitment to these values.

Prevention of Sexual Exploitation and Abuse:

  • Ensure strict adherence to measures preventing sexual exploitation and abuse within program activities.
