Shwari Health Cameroon is recruiting 04 CLINICAL MENTORS /Facility Doctors, SAFECARE Project for its activities in Cameroon.

About SHAC – Shwari Health Association Cameroon

Shwari Health Cameroon is a locally registered NGO committed to improving healthcare delivery in Cameroon, with a primary focus on children and adolescents. We design and implement evidence-based strategies to strengthen the health system, particularly in the fight against HIV/AIDS.

Our work includes identifying HIV-positive individuals in communities, linking them to health facilities, initiating and supporting them throughout treatment, and ensuring viral suppression and long-term care adherence.

Our mission is to bridge the gap between knowledge and practice by applying implementation science to make healthcare services more effective, efficient, and sustainable.

About the Project: SAFECARE-Cameroon

SHAC, in collaboration with Georgetown University’s Center for Global Health Practice and Impact (CGHPI) and Cameroon’s Regional Technical Groups (RTGs), is implementing SAFECARE-Cameroon—a 5-year project funded by CDC/PEPFAR.

The project’s objective is to deliver and sustain high-quality HIV prevention, care, and treatment services for children, adolescents, and adults across PEPFAR-supported regions in Cameroon, while supporting the government’s efforts to achieve HIV epidemic control.

Position Overview: Clinical Mentor / Facility Doctor

The Clinical Mentor / Facility Doctor will work under the supervision of the Regional Program Manager to strengthen HIV service delivery at the facility level. The role involves both direct patient care and the mentoring of clinical staff across a network of 2 to 4 health facilities.

This role is crucial to ensuring adherence to National HIV Treatment Guidelines, improving case identification, ensuring effective linkage to care, and enhancing retention in treatment.

Key Responsibilities

A. Patient Care and Clinical Services

  • Fully commit to the SAFE CARE Project, delivering high-quality HIV treatment and care at the assigned facility.

  • Attend all weekly data review meetings and contribute to quality assurance processes.

  • Ensure consistent, high-quality HIV care aligned with national ART (Antiretroviral Therapy) guidelines.

  • Meet all HIV care performance targets at the site level.

  • Supervise psychosocial support staff, data entry clerks, and other relevant personnel.

  • Participate in advanced training sessions on key topics such as:

    1. ART side effect management

    2. Opportunistic infections (OIs)

    3. Prevention of Mother-to-Child Transmission (PMTCT)

    4. TB/HIV co-infection

  • Submit timely and accurate reports (weekly and monthly) on HIV care services.

  • Support the Clinical Technical Advisor (CTA) with other duties as assigned.

  • Manage multiple responsibilities while adhering to deadlines and both verbal and written instructions.

B. Site Coordination and Program Oversight

  • Serve as the liaison between SHAC, the Health District team, and local partners including Community-Based Organizations (CBOs) and biker networks.

  • Work closely with site leaders to mentor and supervise CBO, APS, and data management staff at assigned facilities.

  • Support the handshake model by engaging Key Populations (KP), Orphans and Vulnerable Children (OVC), and other relevant partners.

  • Monitor and follow up on implementation of recommendations made during supervisory visits.

  • Actively engage in daily, weekly, and monthly data validation and review meetings at the facility.

  • Lead and promote Continuous Quality Improvement (CQI) initiatives and projects with trained team members.

  • Support the achievement of project-specific targets by implementing SAFE CARE strategies and activities effectively.

  • Participate in HIV ECHO clinical knowledge-sharing sessions and encourage site participation.

  • Ensure timely submission of validated daily, weekly, and monthly reports.

  • Support the site’s readiness for PEPFAR SIMS (Site Improvement through Monitoring Systems) visits.

  • Contribute to tailored technical assistance plans during on-site evaluations.

  • Coordinate timely logistics and reporting for activities such as support groups, outreach, catch-up programs, and extended clinic hours.

  • Manage funds related to facility activities, including disbursement and financial reporting.

  • Encourage active involvement of site leadership in meeting SAFE CARE project objectives.

  • Perform any other duties as directed by the supervisor.

Qualifications and Experience

  • Licensed Medical Doctor, Registered Nurse, or Nurse Midwife; HIV Nurse Prescriber (HNP) preferred.

  • A Master’s Degree in Public Health is highly desirable.

  • Registered with the appropriate medical regulatory body in Cameroon.

  • Minimum 5 years of experience in HIV care and treatment, including PMTCT and HIV case management.

  • Minimum 3 years in managing complex HIV programs including clinical mentoring, quality improvement, and training.

  • Strong understanding of Cameroon’s health system.

  • Proven ability to collaborate with government public health agencies at various levels.

  • Excellent interpersonal and cultural communication skills.

  • Independent, proactive, and well-organized professional.

  • Proficiency in MS Office tools: Word, Excel, PowerPoint, and Outlook.

  • Prior experience with PEPFAR-funded programs is a strong advantage.

  • Willingness to travel within Cameroon up to 50% of the time.

  • Fluency in French and working proficiency in English.
