  • Position: Monitoring and Evaluation Specialist, SAFE CARE Project – Cameroon
  • Reports to: SI/HI Team Lead
  • Location: Yaoundé or Bertoua, Cameroon
  • Number of Positions: 12

Position Summary: The role entails providing direct support for Service Quality Enhancement, Monitoring, and Evaluation at one primary site, while also offering technical assistance to 2 to 6 additional sites. The specialist is responsible for ensuring the full execution of quality improvement, monitoring, and evaluation initiatives within the designated facilities. The tasks assigned are specific, and the work is reviewed upon completion by the SI/QI Specialist or Team Lead.

Key Responsibilities

Monitoring and Evaluation

  • Coordinate and manage all program reporting activities at the assigned facilities.
  • Maintain efficient systems for recording, reporting, and utilizing data at the designated facilities.
  • Train and guide data associates and clerks to enhance their ability to consistently collect and report patient-level data in a timely manner.
  • Ensure that all program activities are quantitatively captured and reported, aligning with the expected site performance outcomes.
  • Guarantee that all assessments and evaluations are quantifiable and adequately linked to program monitoring and improvement efforts.
  • Address data quality issues across all facilities.
  • Utilize the RADET (Reporting and Audit Determinations Tool) to ensure data quality in both paper-based and electronic systems for clinical decision-making.
  • Oversee weekly, monthly, and quarterly performance dashboard reviews and program reporting activities in the region.
  • Implement program performance metrics, data collection strategies, and tools at supported sites within the region.
  • Enhance the capacity of district and regional health information management personnel.
  • Support the institutionalization of Data Demand and Information Use for all mentorship teams and supported facilities in the region.
  • Conduct monthly mini Data Quality Assessments (DQAs) at the sites.

Quality Improvement

  • Coordinate and manage all quality improvement activities at the designated facilities.
  • Establish functional Continuous Quality Improvement (CQI) teams at all assigned facilities.
  • Train and mentor site multidisciplinary teams to adopt CQI principles in delivering comprehensive HIV services.
  • Lead the implementation of weekly improvement processes, focusing on targeted weekly monitoring and monthly achievements.
  • Serve as a content expert within the mentorship team, developing remediation interventions following SIMS and other site performance assessments.
  • Complete the Facility Quality Assessment to demonstrate the institutionalization of processes and standards at the sites, serving as a SIMS readiness assessment.
  • Conduct needs assessments for quality improvement and oversee their implementation.
  • Guide sites and mentorship teams in developing Performance Dashboard Reviews and using patient-level data/information to inform key clinical and management decisions.
  • Support the benchmarking and implementation of best practices across different sites.
  • Facilitate the adoption, dissemination, and implementation of CQI Guidelines developed at the national level within the designated facilities to ensure consistency in clinical standards and minimize variations in clinical care.
  • Develop collaborative learning and quality of care improvement networks at the regional and district levels for sharing lessons learned and evaluation outcomes.
  • Contribute to team efforts and achieve related results as needed.
  • Maintain confidentiality of sensitive information.
  • Perform additional job-related duties as required.

Qualifications and Experience

  • A Master’s degree in Public Health, Epidemiology, or a related field in the sciences or social sciences.
  • A minimum of 4 years of experience in PEPFAR Quality Improvement, Monitoring, and Evaluation.
  • Proficient in utilizing electronic data management systems (such as DAMA, EMR, etc.).
  • Advanced to expert proficiency in spreadsheet and data analysis tools (Excel, Access, Epi Info, etc.).
  • Demonstrated ability to impart knowledge to diverse groups through training, mentoring, and other formal and informal methods.
  • Strong skills in report writing, interpersonal communication, and facilitation.
  • Capable of meeting deadlines in a multitasking environment.
  • Able to work effectively under pressure while organizing and prioritizing multiple tasks.
  • Proven ability to thrive in a team-oriented environment.
  • Exhibits flexibility, patience, dedication, creativity, and a willingness to learn.
  • Communicates clearly and efficiently both orally and in writing.
  • Follows instructions given verbally or in writing.
  • Must be fluent in French with a working knowledge of English.
