- Position Title: Emergency Response Project Manager (International Recruitment)

Purpose
Under the direct supervision of the SW/NW Area Manager, the Emergency Response Project Manager is responsible for the effective execution of the “Localised RRM” project in the Northwest (NW) region of Cameroon. This includes overseeing the project’s implementation quality and supporting the monitoring and capacity strengthening of the two national NGO partners. The role also involves managing contractual, accountability, and control aspects of the project while ensuring the smooth operation of DRC’s Bamenda sub-office.
Key Responsibilities
Programmatic Management
- Planning: Prepare and oversee the timely execution of project activities, including organizing project kick-off meetings, partner follow-up, and final meetings.
- Beneficiary Engagement & Accountability: Ensure that accountability, feedback, and reporting mechanisms are implemented, and engage beneficiaries throughout the project.
- Internal Coordination: Maintain strong communication and coordination within the NW office, the SW office, and the DRC Cameroon Country Office.
- External Coordination: Facilitate coordination with other I/NGOs, local authorities, international organizations, and regional clusters to ensure effective collaboration and RRM activity implementation.
- Representation: Represent DRC at external meetings in the NW region, maintaining good relationships with local authorities, other NGOs, and implementing partners.
- Documentation & Information Management: Manage the collection, organization, and archiving of project documentation for internal and external audits.
- Technical Oversight & Quality Assurance: Collaborate with partner teams and DRC technical departments to ensure tools and practices are developed for high-quality project execution.
Partnership Management
- Capacity Assessment & Training: Lead the assessment of partner capacities, develop training plans, and organize capacity-building initiatives with support from technical staff.
- Engagement with Local Partners: Ensure that local partners are involved in the project’s implementation, with a focus on meeting the commitments in signed sub-grant contracts.
- Field Visits & Support: Maintain transparent communication with local partners and conduct regular field visits to offer technical support and monitor progress.
- Localization & Capitalization: Contribute to DRC’s organizational transformation toward greater localization by documenting lessons learned, best practices, and case studies.
Grant Management
- Internal Reporting: Prepare and submit high-quality technical reports, narratives, and other required documents to donors in accordance with project deadlines and procedures.
- Communication & Visibility: Support the development and execution of the project’s communication and visibility strategy.
- Project Development: Assist in the creation of new project proposals when necessary.
Support Services Management
- MEAL: Supervise and guide the MEAL/IM specialist in the planning, capacity-building, and implementation of MEAL activities for DRC and its partners.
- Finance & Logistics: Support the management of finance, procurement, and administrative procedures, ensuring compliance with project timelines and quality standards.
- Budget Oversight: Monitor and manage budget expenditures, ensuring financial accountability and forecasting, in collaboration with the Area Manager.
Security
- Security Management: Work closely with the Humanitarian Access and Safety Manager to stay informed about security risks in the area and ensure adherence to safety protocols. Report any security breaches immediately.
These responsibilities may be adjusted according to operational needs but will remain aligned with the overall purpose of the role.
Required Qualifications
- Minimum 3 years of project management experience, including at least 2 years in managing RRM or emergency-related projects.
- At least 1 year of experience working with local and national actors (LNAs).
- Experience in cash transfer and protection activities is a plus.
- Ability to work long hours under pressure and in challenging environments.
- Proficiency in Microsoft Office (Word, Excel, PowerPoint) and familiarity with Teams and Outlook.
- Excellent communication and analytical skills.
Education & Language Requirements
- Education: University degree (BAC+3/4) in Social Sciences, Economics, Rural Development, Project Management, or a related field.
- Languages: Fluent in English (required). Fluency in French is an advantage, and knowledge of local languages (e.g., Pidgin) is a plus.

- Internal: Program/Support Team, Technical Unit, Country Office
- External: NGO partners, local authorities, international organizations, and local communities.

General Regulations
- Follow DRC’s safety, confidentiality, and ethical guidelines, including the Code of Conduct.
- Do not engage in any paid activities during the contract period without prior authorization.
- Do not give interviews or publish project-related material without prior authorization.
- Return all borrowed equipment at the end of the contract period or upon request.
By fulfilling these responsibilities, the Emergency Response Project Manager will contribute significantly to the successful implementation of humanitarian activities and the strengthening of local partners in Cameroon.
