  • Position: Monitoring, Evaluation, Accountability & Learning (MEAL) Officer

Role Overview

Green Partners Association is seeking a Monitoring, Evaluation, Accountability & Learning (MEAL) Officer to support his field operations by conducting monitoring activities, collecting and analyzing data, and providing feedback on the effectiveness of our assistance programs.

  • Location: Northwest Region, Cameroon

About the Project

Due to the limited availability of emergency response services for newly displaced populations in the Northwest and Southwest (NWSW) regions of Cameroon, the Danish Refugee Council (DRC) has partnered with Green Partners Association (GPA) to implement the FLASH Project (First-line Local Assistance for Swift Humanitarian response).

This initiative focuses on emergency protection and food assistance through the Rapid Response Mechanism (RRM) across all divisions of the Northwest Region, with specific protection activities in Bui Division.

The MEAL Officer will play a key role in ensuring compliance with organizational procedures and contributing to high-quality project implementation.

Key Responsibilities

Monitoring & Evaluation Activities

  • Conduct baseline and endline assessments to measure project impact.
  • Facilitate participatory monitoring with beneficiaries using diverse tools.
  • Support the development of data collection methodologies and tools.
  • Perform regular field visits to monitor activities.
  • Ensure high-quality data collection, entry, and analysis for reporting purposes.
  • Provide timely and accurate reports aligned with project timelines.
  • Offer verbal and written feedback on field observations to the DRC Monitoring & Evaluation/IM Specialist in Bamenda and relevant program teams.
  • Collaborate closely with the Cash for Food and Protection teams to execute MEAL activities.
  • Participate in MEAL capacity-building initiatives to strengthen project implementation.

  • Reports to: Project Coordinator

Required Qualifications & Skills

Experience & Competencies

  • Minimum 2 years of experience in social work, community development, NGOs, or civil society organizations.
  • Prior experience in the humanitarian sector and familiarity with data collection tools.
  • Knowledge of Monitoring & Evaluation (M&E), information management, or accountability frameworks.
  • Proficiency in MS Word, Excel, and PowerPoint.
  • Basic understanding of data analysis techniques and tools.
  • Experience with Kobo Toolbox is an added advantage.
  • Advanced English proficiency (spoken and written).
  • Fluency in a local language is preferred.

Cash Officer (Internal) – Job Description

Position Overview

The Cash Officer will report directly to the Project Coordinator and play a key role in ensuring the efficient and professional implementation of Cash for Food activities for newly displaced populations under the Rapid Response Mechanism (RRM) in Northwest Cameroon. Responsibilities include assessing community needs, distributing cash assistance for food, engaging with local communities, and supporting other project-related activities as outlined in donor-funded initiatives.

Geographic Scope: Northwest Region, Cameroon

The Cash Officer will have a regional focus, ensuring compliance with organizational procedures and guidelines within Cameroon.

Key Responsibilities

Program Implementation & Operations

  • Ensure the effective and efficient implementation of the project while adhering to the budget and work plan.
  • Participate in the preparation of monthly, quarterly, and annual reports for GPA and donors.
  • Lead the team in conducting monitoring and evaluation (M&E) exercises to assess program impact.

Coordination & Representation

  • Collaborate with internal and external technical experts on sector-specific issues.
  • Represent the organization in coordination meetings such as the Cash Working Group and Food Security Working Group.
  • Promote cross-sector integration, particularly with the Protection sector, by facilitating joint assessments and implementation efforts.

Logistics & Finance

  • Monitor financial commitments and expenditures, providing timely updates on budget follow-ups.
  • Plan and coordinate logistics and staff movement across different operational areas.
  • Initiate procurement processes and ensure their timely execution.
  • Develop and share distribution plans with the logistics team in advance.

Reporting & Supervision

  • Reports to: Project Coordinator
  • No direct reports

Required Qualifications & Competencies

Experience & Skills

  • Minimum 2 years of experience in cash assistance programs within an NGO setting.
  • Field experience in implementing cash-based interventions.
  • Strong proficiency in MS Word, Excel, and PowerPoint.
  • Advanced English language proficiency.
  • Fluency in a local language (an advantage).
