International NGO Safety Organisation (INSO) is recruiting a Field Support Officer for its activities in Cameroon.

Position Overview

As a Field Support Officer for the Northwest/Southwest region, you will play a crucial role in ensuring the smooth operation of INSO’s field office. Your responsibilities will span across finance, human resources, logistics, and administration. This position operates under the supervision of the Safety Advisor and reports to the Finance and Operations Manager at the country’s main office.

Key Responsibilities

1. Finance Management

  • Cash Handling & Transactions: Manage petty cash, process bank transactions, and issue authorized cash advances. Maintain a systematic record of financial transactions.
  • Financial Reporting & Reconciliation: Collect supporting documents to settle outstanding advances before month-end. Ensure accurate financial closing, including journal entries, allocations, and reconciliations for direct import to SUNSYSTEM.
  • Audit & Documentation: Compile accounting and audit records, organize digital copies on SharePoint, and submit original documents to the finance department.
  • Budget & Cash Flow: Estimate the monthly cash requirements for the field office, antennas, and business trips, submitting transfer requests accordingly.
  • Financial Support & Training: Address finance-related inquiries and provide training to staff on financial procedures. Occasionally travel to other field offices for support or new staff orientation.

2. Human Resources Administration

  • Legal & Administrative Support: Assist with visa applications, residency permits, tax regulations, and accommodation arrangements.
  • Staff Records & Compliance: Maintain leave and absence records, ensure staff have valid INSO IDs, and that they understand INSO’s staff policies and regulations.
  • Payroll & Documentation: Ensure timely submission of staff time sheets, verifying alignment with leave records. Coordinate with the Operations Manager for payroll processing.
  • Health Insurance & Benefits: Liaise with insurers and provide support on staff health coverage.

3. Logistics, Procurement & Office Operations

  • Procurement & Vendor Management: Support procurement processes, ensuring compliance with SOPs, proper documentation, and vendor selection. Handle RFQs, bid analysis, and purchase orders.
  • Event & Travel Coordination: Arrange logistics for field missions, workshops, and training sessions.
  • Office & Asset Management: Maintain an updated inventory list, ensure all assets are tagged and tracked, and conduct bi-annual physical verification. Oversee office resources, vehicles, and equipment maintenance.
  • Stock & Supplies: Manage fuel and office supply levels, ensuring availability for uninterrupted operations.
  • Safety & Compliance: Work closely with the Operations Manager on facility management, contract negotiations, and adherence to logistical policies.

Required Qualifications & Skills

  • Experience: At least two years in a similar role, preferably with an NGO.
  • Education: Certification in finance, accounting, logistics, HR, or a related field.
  • Technical Skills: Proficiency in Microsoft Office and strong attention to detail.
  • Data Management: Ability to handle large volumes of data efficiently.
  • Language: Strong English skills (written and verbal).
  • Time Management: Ability to prioritize tasks and meet deadlines.
