Role Overview
As a Finance Officer, you will play a pivotal role in ensuring the effective implementation of NRC’s financial activities in the Southwest Region. This includes managing payments, overseeing financial reporting, and working closely with implementing partners and suppliers to support timely, efficient, and compliant operations.
Key Responsibilities
A – Core Responsibilities
- Ensure compliance with NRC policies, tools, handbooks, and guidelines.
- Execute delegated finance tasks as outlined in the plan of action.
- Develop and submit status reports as required by management.
- Maintain an organized finance filing system, including vouchers, bank statements, and cash counts for daily, weekly, and monthly activities.
- Propose and implement improvements to financial processes.
B – Specific Responsibilities
- Manage and update the list of bank account signatories for the field office.
- Ensure timely execution of bank transactions in line with NRC policies and procedures.
- Process contractor and supplier payments according to agreements and NRC standards.
- Prevent fraud, waste, and mismanagement through effective control measures.
- Lead Budget vs. Actual (BVA) review meetings to address budget discrepancies.
- Oversee the treasury situation to avoid cash deficits.
- Reconcile bank accounts and cash flow on a weekly and monthly basis.
- Prepare financial reports for field office projects and assist in budget development.
- Train non-finance staff on using NRC’s financial tools.
Required Qualifications
A – Professional Competencies
- Experience in a Finance Officer role, preferably in a humanitarian or recovery context.
- Proven track record in complex and volatile environments.
- Strong knowledge of Excel, Microsoft Office, and donor rules (e.g., ECHO, UNICEF, USG, NMFA).
- Fluent in English, with basic knowledge of French and Pidgin.
B – Education and Context-Specific Skills
- Bachelor’s degree in Accounting, Finance, Management, or a related field.
- ACCA, CIMA, or CAT certification (finalist level preferred).
- At least 3 years of relevant experience in finance or accounting.
- Experience in budget management and financial reporting for humanitarian programs.

- Contract Duration: 12 months (renewable based on funding availability)
- Compensation: Competitive salary as per NRC’s Salary Grid, including 90% health insurance coverage.
