Organization Overview
Founded in 1895, the Wildlife Conservation Society (WCS) is an international non-profit organization dedicated to protecting wildlife and natural habitats across the globe. WCS achieves its mission through a combination of science, conservation initiatives, education, and public outreach aimed at fostering appreciation for the natural world. Operating in Cameroon since 1988, WCS has partnered with the Cameroonian government to establish various protected areas, train conservation experts, and advocate for the sustainable management of natural resources. Currently, WCS Cameroon focuses its conservation efforts on three key landscapes: Takamanda-Mone, Mbam & Djerem, and the Bouba Ndjidda-Bénoué Landscape (BNB).
Role Summary
WCS is seeking an experienced and results-oriented professional to take on the role of Head of Logistics and Infrastructure (LIM) for the BNB Landscape. This position is critical to ensuring the smooth execution of WCS programs in Northern Cameroon. The LIM will be tasked with leading, coordinating, and managing all logistical and infrastructure-related activities, including local procurement, fleet management, warehousing, aviation support, and overseeing construction and maintenance projects. The role involves close collaboration with other departments to ensure alignment with donor policies and Cameroonian regulations. Reporting directly to the Landscape Director, the LIM will also receive technical guidance from the National Logistics Director and Regional Operations Manager.
This position is based in Garoua, with frequent travel to field sites.
Responsibilities
General Responsibilities:
- Identify and track key performance metrics for each department and ensure that every team has clearly defined objectives.
- Ensure that all logistics and infrastructure activities are supported by functional tools, standard operating procedures (SOPs), policies, and systems. Guarantee clarity in processes and procedures to facilitate efficient management, including planning, implementation, tracking, monitoring, and follow-up.
- Actively participate in program review and reflection meetings to ensure the realistic and aligned planning of activities that require logistical support.
Human Resources:
- Supervise, manage, and support the team under your responsibility to ensure the successful delivery of clearly assigned tasks.
- Identify training and development needs for staff and ensure regular performance evaluations are conducted.
- Oversee the movement of WCS staff, partners, and visitors across the landscape, ensuring compliance with established security protocols and WCS procedures.
Supply Chain Management: Procurement and Warehouse Management:
- Ensure that all local procurement and supply activities within the landscape are carried out in compliance with SOPs and WCS donor policies.
- Keep procurement plans updated and regularly review them with the relevant departments.
- Establish effective procurement tracking, communication, and quality control systems to guarantee the timely and appropriate delivery of goods.
Asset Management:
- Implement and oversee an asset management system across all locations, including record-keeping, inventories, and life cycle management.
- Ensure optimal inventory management, including tracking, stocktaking, disposal, and replacement of assets, in alignment with WCS warehousing systems.
Infrastructure and Maintenance (Infrastructure projects include but are not limited to the construction and rehabilitation of housing, roads, tourist trails, and airstrips):
- Collaborate with the infrastructure coordinator to ensure that infrastructure projects are completed in compliance with environmental and social standards as outlined by park authorities, WCS, the government, and donors. Follow best practices, contracts, specifications, and designs.
- Proactively address any quality issues or delays by identifying and responding to them in a timely manner.
- Plan infrastructure activities based on clear needs assessments.
- Ensure ongoing and effective maintenance of office buildings at all sites.
- Oversee the implementation of robust waste management systems at each site to ensure proper environmental management.
- Ensure that water and electricity systems are properly maintained and operational.
Fleet Management and Aviation:
- Ensure that fleet and generator management, including maintenance and fuel consumption tracking, follows WCS procedures.
- Coordinate the transportation and movement of staff, partners, and visitors in compliance with WCS Cameroon safety protocols and travel policies.
- Ensure that all necessary permits, licenses, authorizations, and renewable administrative documents are up to date and valid.
- Provide support to the aviation program, specifically in logistics-related areas.
Additional Responsibilities:
- Oversee the functionality and maintenance of internet and communication tools, systems, and equipment (such as laptops, VSAT, HF, VHF, GPS), ensuring adherence to established policies and procedures.
- Assist the Landscape Director in identifying, responding to, and managing security requirements, including evacuations, hibernation, incident response, and staff safety both in the office and field.
- Handle administrative processes related to transportation and customs clearance of materials procured for the landscape.
Qualification Requirements
Required Qualifications:
- A relevant Master’s degree with a minimum of 10 years of professional experience in logistics, including at least 5 years in a management role within an international organization or private sector.
- In-depth knowledge, skills, and proven experience in managing logistics and operational requirements in complex environments (covering areas such as procurement, fleet management, maintenance, IT, construction, and infrastructure).
- Strong organizational, technical, and coordination abilities, paired with a proactive, hands-on work ethic and excellent communication skills to engage with a diverse range of stakeholders.
- An inspiring, dynamic, and culturally aware leader with exceptional verbal and written communication skills.
- Solid understanding of donor requirements, with experience in EU and KFW donor procedures being advantageous.
- Advanced practical expertise in logistics and operations management tools, including planning, tracking, and performance evaluation.
- Fluency in both English and French. Proficiency in a local language is an added advantage.
- Prior experience working in similar African contexts is preferred.
