Introduction

The Danish Refugee Council (DRC) supports refugees and internally displaced persons (IDPs) worldwide by providing emergency relief, advocating for their rights, and enhancing their prospects for a brighter future. We operate in conflict zones, along migration routes, and in host countries, working closely with local communities to develop sustainable and responsible solutions. Our efforts focus on facilitating successful integration and, when possible, enabling voluntary return to home countries.

1. Context

The DRC began operations in Cameroon in 2018 to address the humanitarian needs of refugees from the Central African Republic (CAR) and vulnerable Cameroonian populations in the Adamawa region. Currently, DRC maintains a regional office in Meiganga, alongside sub-offices in Djohong (Adamawa region) and Garoua-Boulai (East region). Our interventions prioritize durable solutions for the most vulnerable, utilizing a holistic graduation approach to improve both protection and economic recovery. In late 2018, DRC expanded its activities into the South-West region of Cameroon to respond to the needs of forcibly displaced people due to the Anglophone crisis, officially starting humanitarian efforts in January 2019. DRC operates in the divisions of Meme, Fako, Kupe-Manenguba, and Ndian, with offices in Buea and a sub-base in Kumba. Programming focuses on rural and hard-to-reach areas, addressing the essential needs of food, shelter, and non-food items (NFIs), while enhancing protection mechanisms and providing income-generating opportunities.

In 2023, DRC expanded further to the Far North of Cameroon, focusing on protection, peacebuilding, governance, and economic resilience in response to the complex crises affecting the region.

2. Purpose

Located in Yaoundé, the HR and Administration Assistant will support the execution of HR tasks and the maintenance of staff records in compliance with DRC’s administrative procedures, local policies, and national legislation.

3. Duties and Responsibilities

Key responsibilities for this position include:

  • Drafting staff and casual labor contracts
  • Supporting the printing of employment contracts from various bases
  • Maintaining and updating personal staff files
  • Tracking leave plans and requests
  • Creating staff accounts and updating details in Dynamics as needed
  • Submitting monthly HR reports to the Coordination office
  • Assisting HR Manager and hiring teams with recruitment processes
  • Organizing and properly filing recruitment documents on SharePoint
  • Ensuring timely vacancy advertisements in accordance with Recruitment Authorization
  • Leading the processing, renewal, and extension of residence permits for expatriates
  • Managing visa requests for expatriate staff
  • Collaborating with Logistics for organizing seminars, meetings, and other events
  • Assisting with visitor inquiries
  • Managing the log book for incoming and outgoing mails and tracking reference numbers
  • Taking meeting minutes when required
  • Supporting HR audits if needed
  • Preparing monthly payroll, payslips, and managing the filing of signed copies (both online and offline)
  • Archiving CNPS and tax declaration documents for the entire mission
  • Supporting HR functions related to staff training and development
  • Performing other duties and HR functions as assigned by the HR Manager

4. Required Qualifications

  • Bachelor’s degree or Higher National Diploma (HND)
  • Intermediate training in Human Resources
  • At least one year of experience in Human Resources and Administration, preferably in an NGO or commercial sector
  • Proficient in MS Office applications (excellent computer skills)
  • Ability to work effectively under pressure and meet deadlines
  • Strong initiative, problem-solving skills, and independent work capabilities
  • Excellent team collaboration and interpersonal skills

6. General Regulations

  • Employees must follow DRC’s safety, confidentiality, and ethical guidelines, including the Code of Conduct and Humanitarian Accountability Framework.
  • Employees should not engage in any external paid activities during the contract period without prior authorization.
  • Employees should avoid activities that could harm DRC or its projects during the contract.
  • Employees are prohibited from giving interviews or publishing project-related materials without prior approval.
  • Employees must return all project equipment to DRC after the contract ends or upon request.
