Job Summary:

We are seeking a highly motivated and experienced Senior HR & Finance Officer to join our team in Kumba, Cameroon. The successful candidate will play a critical role in ensuring the smooth functioning of our HR and financial operations, supporting our lifesaving programs in the region.

 

Job Title: Human Resources and Finance Officer

Department: Human Resources and Finance

Reports To: Field Coordinator

Summary:

The HR and Finance Officer is responsible for the overall management of human resources and financial operations at the base level. This includes implementing and monitoring HR policies, managing payroll and benefits, recruitment and onboarding, training and development, budgeting and financial reporting, and ensuring compliance with all applicable laws and regulations.

Essential Duties and Responsibilities:

Human Resources:

  • Policy Implementation and Compliance: Ensure adherence to national HR policies and procedures, stay updated on relevant laws and regulations, and provide guidance to managers on HR-related matters.
  • Workforce Management: Oversee recruitment and selection processes, manage employee contracts and benefits, conduct performance evaluations, and maintain accurate HR records.
  • Learning and Development: Coordinate training programs for staff, identify skill gaps, and implement strategies to enhance employee performance and development.
  • Employee Relations: Foster a positive work environment, address employee concerns and grievances, and promote effective communication and collaboration among team members.

Finance:

  • Financial Planning and Analysis: Develop and manage budgets, monitor expenditures, prepare financial reports, and analyze financial data to identify trends and areas for improvement.
  • Cash Management: Supervise cash handling procedures, maintain accurate records, and ensure the security of cash assets.
  • Procurement and Vendor Management: Oversee procurement processes, negotiate contracts with vendors, and ensure compliance with procurement policies and procedures.
  • Financial Reporting: Prepare timely and accurate financial reports for internal and external stakeholders, including donors, government agencies, and headquarters.

Additional Responsibilities:

  • Team Leadership: Supervise and mentor a team of HR and finance assistants, providing guidance, support, and professional development opportunities.
  • Stakeholder Management: Build and maintain positive relationships with internal and external stakeholders, including government officials, local partners, and community representatives.
  • Continuous Improvement: Identify opportunities to streamline processes, enhance efficiency, and improve the overall effectiveness of HR and finance operations.

Qualifications:

  • Education: Bachelor’s degree in Human Resources Management, Finance, Accounting, or a related field.
  • Experience: Minimum of 5 years of relevant experience in HR and finance management, preferably in the NGO sector.
  • Skills: Strong analytical, organizational, and communication skills, proficiency in relevant software applications (e.g., payroll systems, accounting software), and knowledge of local labor laws and financial regulations.

  • Leadership: Ability to inspire and motivate a team, set clear goals, and provide constructive feedback.
  • Problem-Solving: Ability to identify and analyze problems, develop creative solutions, and implement effective action plans.
  • Adaptability: Ability to adjust to changing priorities and work effectively in a dynamic and challenging environment.
  • Cultural Sensitivity: Ability to work effectively with people from diverse cultural backgrounds and demonstrate respect for different perspectives and values.
  • Assess team skills.

Qualifications and Experience:

Essential:

  • Education: Bachelor’s degree in Human Resources Management, Finance, Accounting, Business Administration, or a related field.
  • Experience:
    1. A minimum of 2 years of demonstrated experience in HR and finance management, preferably within the NGO sector.
    2. Proven track record in staff management, payroll administration, budgeting, financial reporting, and compliance with local labor laws and financial regulations.
  • Skills and Competencies:
    1. Excellent interpersonal and communication skills, with the ability to build rapport and collaborate effectively with diverse stakeholders.
    2. Strong organizational and time management skills, with the ability to prioritize tasks and meet deadlines in a fast-paced environment.
    3. High level of integrity, discretion, and commitment to maintaining confidentiality.
    4. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint) and relevant financial and HR software applications.
    5. Fluency in English and French (written and spoken).

Desirable:

  • Experience: Prior experience working with an international NGO (INGO) in a similar role.
  • Knowledge: Familiarity with logistics management and procurement procedures is a plus.
  • Commitment: Demonstrated commitment to gender equality, diversity, and safeguarding principles.
