IHS Towers of Strength is Seeking a Regional Manager.

REGIONAL COORDINATION

  • Collaborate with the Divisional Manager Regional (DMR) to enhance operational performance by improving controls, optimizing preventive maintenance, managing spare parts inventory, and optimizing team distribution.
  • Ensure the IHSCAM portfolio is current and optimized, including updates on site names, IDs, topology, coordinates, classifications, power systems, security companies, cleaning companies, Maintenance SBCs, team allocations, and regional collocation.
  • Develop and define schedules and plans for preventive and routine maintenance (including upgrades) in coordination with NOC and SBCs in the region.
  • Oversee and manage the flow and status of projects within the region.
  • Lead efforts to restore services at impacted sites within the region.
  • Conduct monthly validations with all SBCs.
  • Ensure compliance with all HSE policies.
  • Enhance system performance (including Hybrid, Solar, and Grid systems).
  • Strengthen relationships with clients.
  • Ensure all processes and procedures align with SOX roles and company obligations.
  • Support other units, particularly Rollout and Commercial, to achieve company objectives.

DIESEL MANAGER COORDINATION

  • Communicate with the Diesel team to track diesel consumption, monitor diesel theft, and assess the performance of installed power systems (Solar, Hybrid, IPT). Issue a monthly diesel consumption report for the managed region.
  • Work with the Diesel Manager to plan and conduct monthly studies on:
    1. Sites with the highest diesel consumption in the region.
    2. Sites with the most inefficient power systems designed to reduce diesel consumption in the region.
  • Confirm and monitor public power availability at sites and ensure proper billing within managed regions.

NOC PERFORMANCE OPTIMIZATION

  • Collaborate with NOC Senior Manager to enhance team effectiveness through accurate field data collection and preventive maintenance validation.
  • Ensure precise reporting on availability, MTTR, MTBF, and failure root causes.
  • Oversee trouble ticket resolution and assignment within designated regions.

PROCUREMENT & INVENTORY MANAGEMENT

  • Verify equipment, spare parts, and consumables.
  • Supervise logistics and maintain optimal stock levels in regional warehouse.

SBCS RELATIONSHIP MANAGEMENT

  • Address and resolve site and SBC issues in managed regions.
  • Collaborate with DMR to fulfill SBC requirements and advise on corresponding payments.
  • Evaluate SBC performance using availability, MTTR, MTBF, and preventive maintenance adherence.
  • Promote IHS Online Maintenance Application usage among regional SBCs.
  • Enhance data collection from SBCs, including preventive maintenance plans, crucial site information, and diesel supply details.

FINANCIAL OVERSIGHT

  • Ensure efficient monthly budget utilization and provide justification for additional financial support.
  • Support DMR in transitioning to controlled payment methods (transfers, checks, etc.) and assist the finance department with accurate customer invoicing.

COMMUNICATION & STAKEHOLDER ENGAGEMENT

  • Maintain open and transparent communication with the Divisional Manager Regional (DMR), customer representatives, and internal operations teams within managed regions.
  • Provide regular updates to DMR on site issues and progress.
  • Collaborate with cross-functional departments as needed, including Finance, Rollout, Legal, SAQ, Accounting, HR, and Procurement.
  • Escalate unresolved site issues to DMR promptly to mitigate regional complications.

HUMAN RESOURCES MANAGEMENT

  • Establish clear site targets and KPIs for officers, in alignment with Divisional Manager Regional guidance.
  • Monitor and assess the integrity, efficiency, and performance of operational staff within managed regions.
  • Facilitate professional development opportunities (HSE, Quality, Technical training, etc.) for all regional colleagues to optimize team performance.
  • Foster team motivation by communicating IHSCAM’s vision and strategy, ensuring field technicians are engaged and contribute to smooth strategy implementation.

HEALTH, SAFETY & QUALITY ASSURANCE

  • Ensure thorough understanding and adherence to Health & Safety and Quality policies among all regional colleagues (Regional Managers and Site Officers).
  • Implement and enforce Health & Safety and Quality policies across all operational aspects within managed regions.
  • Guarantee quality compliance in consumable and spare part replacements, as per preventive and curative maintenance schedules.
  • Ensure accurate data collection and reporting from sites through the IHS Online Maintenance Application, with support from Regional Managers and utilization of Maintenance Booklets by field technicians.
  • Collaborate with HSE & Quality Coordinator on quarterly audits to minimize discrepancies between established processes and their application, working towards ISO9001:2008 certification for the Quality Management System.
  • Partner with HSE & Quality Coordinator to implement OHSAS18001/Occupational Health & Safety System, utilizing HIRA (Hazard Identification & Risk Analysis) to create processes and procedures for a healthier and incident-reduced operational environment.

CLIENT SUCCESS & TECHNICAL EXPERTISE

  • Collaborate with DMR to identify and implement cost-effective solutions for client needs.
  • Cultivate strong relationships with regional clients and their representatives, fostering trust and open communication.
  • Continuously monitor and prioritize client satisfaction within managed regions, proactively addressing any concerns.

TECHNICAL SUPPORT & MAINTENANCE

  • Provide hands-on technical support during site breakdowns, minimizing MTTR and resolving obstacles within managed regions.
  • Ensure meticulous preventive and corrective maintenance of rectifiers, DC systems, alarm monitoring systems, and AC units.
  • Expertise in installation and commissioning of various generator types and capacities (Perkins, Mikano, FG Wilson, etc.).
  • Optimize battery and rectifier unit performance to ensure sufficient autonomy during power outages.
  • Design and implement effective earth formations to minimize resistance and enhance site performance.
  • Strong understanding of electrical diagrams and layouts.
  • Proficiency in installation, termination, and commissioning of ATS/AMF panels, generator control panels, hybrid systems, and solar systems.
  • Flexibility to take on additional responsibilities as assigned by the company.

QUALIFICATIONS

  • Bachelor’s degree in Telecommunication, Science, Engineering, or a related field.
  • Master’s degree in a relevant engineering discipline or MBA is preferred.
  • Minimum of 6 years of experience in telecom operations and project management.

  • Maintenance Adherence: 95% of regional preventive and routine maintenance schedules completed on time.
  • Power Availability: 99.8% uptime for sites within the designated region.
  • Personnel Availability: 99.8% availability for Regional Managers, SBCs, and technicians.
  • MTTR Optimization: Mean Time To Repair reduced to a maximum of 2 hours.
  • MTBF Minimization: Mean Time Between Failures actively reduced towards zero.
  • Cost Efficiency: Continuous identification and implementation of cost reduction initiatives.
  • Resource Optimization: Effective management and distribution of site resources, engineers, and teams.
  • Client Satisfaction: Prioritization of client needs and ensuring high satisfaction levels.
  • Fuel Efficiency: Active reduction in diesel consumption.
  • Network Uptime: Meeting or exceeding customer network uptime requirements (NUR).
